AGENDA ITEM WORDING: Approval of a resolution in support of HB 7019 authorizing$I OOM
a year for a new"Resilient Florida Grant Program" for local governments for resilience planning and
projects to address the adverse impacts of flooding/sea level rise and requiring the State to evaluate
the costs of projects necessary to minimize the adverse impacts of flooding/sea level rise, and for
the bill to also include an additional requirement that the State identify local and state funding
options to meet those costs.
ITEM BACKGROUND:
HB 7019 is a recently introduced proposed committee bill the reflecting the State's approach to
addressing resilience needs. It acknowledges the State's"particular vulnerability"to flooding and
sea level rise and that the adverse impacts of flooding and sea level rise pose economic, social,
environmental and public safety challenges to the State and local communities.
The bill creates a new grant program, funded with $100M, for local governments to fund resilience
projects. It will require a 50%match.
The bill also directs the State Office of Economic and Demographic Research "to evaluate the cost
of resilience efforts necessary to address flooding associated with sea level rise, high tide events,
storm surge, flash flooding, storm water runoff and increased precipitation over a 50-year planning
horizon"and to "assess future expenditures required by federal, state and local governments required
to achieve the Legislature's intent of minimizing the adverse impacts:"
Monroe County is working on a request for additional language that requires that this analysis also
include an evaluation of state and local funding options for local governments to enable them to fund
the costs of these projects.
