Irene Toner
Irene Toner brought twenty years of experience to Monroe County when she was hired in
1998 as Operations Manager for the Department of Emergency Management.
Mrs. Toner drafted and formalized our three-zone reentry plan and the Essential
Personnel reentry plan, orchestrating cooperation among law enforcement, health care and
utility workers in order to protect the safety of Monroe County residents returning from an
evacuation.
She upgraded and expanded our county's Comprehensive Emergency Management
Plan, which was evaluated as outstanding by the State Department of Emergency
Management.
The professionalism and knowledge demonstrated by Mrs. Toner during past
emergencies has earned her the position of permanent Incident Commander during county-
wide emergencies.
Mrs. Toner's background and training in radiological emergencies has made it possible
for her to guide the County's preparedness to new levels of efficiency through training
exercises and the acquisition of essential equipment.
We have also benefited from her successful pursuit of Federal and State grant money
earmarked for projects that will help mitigate, prepare, respond and recover from disastrous
events that affect all or part of the County.
In February, Irene Toner was formally recognized by Operation Joint Forge, the multi-
national Joint Civil Military Task Force based in Sarajevo. Upon request, Mrs. Toner had
provided materials she had written describing emergency management protocols for a course
presented to the Ministry of Internal Affairs in Bosnia-Herzegovina.
Today Mrs. Toner is Director of the department of Emergency Management under
Senior Director Billy Wagner.
