ITEM BACKGROUND: Pursuant to the requirement of Chapter 6,5 Monroe County
Code, an application for the issuance of a Certificate of Public Convenience and Necessity has
been received from Monroe County EMS to operate an ALS transport service in the geographical
area from the west end of Cow Key Channel to the west end of Channel 2, from the west end of
Tavernier Creek to South Bay Harbor Drive and Lobster Lane, including the cities of Key Colony
Beach and Layton, Florida,
PREVIOUS RELEVANT BOCC ACTION: Chapter 6,5 Monroe County Code allows the
issuance of Certificates of Public Convenience and Necessity, by the Board of County
Commissioners, to providers of essential emergency medical services who comply with the
requirements of said Code and Chapter 401 Florida Statutes,
