The Technology Training grant project enables library staff to achieve an appropriate level of proficiency and comfort using computer hardware and software and to enable staff to effectively train the public on how to access and use electronic information resources. This will be accomplished through complimentary, one-time training offered through the Gates Foundation. Costs associated with this grant are to provide travel expenses for library staff to attend these intensive classes in Seattle. Narrative 1. Introduction The Florida Keys are an erongated, arching chain of nearly 822 low-lying islands, over 120 mires in rength, connected by a single overseas highway. Given Monroe County's shape; every service, every county function, must recur repeatedry to effectively serve its 85,000 residents. Even with five library branches, there is a span of 20-100 mires in between them. Monroe County has the highest cost of living in Frorida,. and the county seat, Key West, ranks as the fourth most expensive housing market in the country. rn sharp contrast, Monroe County has also been rated first in the state in food stamp benefits per recipient, and is the middle of state rankings for persons at and below the poverty revel. These demographics wourd suggest a great divide between upper and rower economic status. The Monroe County pubric Library system consists of five branches providing a total of 250 service hours per week. We are funded to provide services to the 85,000 residents of the Keys, but also serve the estimated 3 million visitors per year. Every library provides children's programming, full reference services, public lectures of local interest, and internet and computer resources. 2. Need The need for staff computer training is great. We are abre to provide 40 public computers countywide. The public demand for software application instruction has been great. Patrons request assistance with a wide range of computer functions from mouse tutoriars to writing business proposars, from erementary homework help to database creation. Very few of our staff can meet all of these needs. The computer skills of our staff can be divided into 3 levels: . Newbies. Many of the Monroe County pubric Library staff have never used a computer until this past year. In a short period of time, they have successfully developed mouse skills and cursory Web browsing capabirities. Yet, they lack the skills necessary to support patrons in the use of our public access computers. They are eager to assist patrons, but generally defer computer- related questions to more experienced library staff. · rntermediate. These staff members are familiar with many computer applications. They are the ribrarians that are called upon to assist with homework research on CD-ROM, resume editing with word processing software, Soorean Web searches. Most are deficient in training strategies, networking functions, Web page production, database and spreadsheet creation, and hardware/software troubleshooting. · Seasoned. Only three members of our staff fall into this category. They can fulfill most patron and staff requests for computer assistance. They need to deverop training strategies to extend their knowledge to patrons and other staff in an instructional setting. Opportunities for computer instruction in the Florida Keys are meager. The Florida Keys Community College's workshops and classes fill up immediately, with preference given to degree-seeking students. Library patrons and staff have no accessibre computer training facility in the county. The Gates Foundation has offered intensive training for grant recipients. Monroe County Library received a totar of 14 computers from the Gates Foundation as a result of our poverty levels and need. However, we fall below the 100,000 minimum popuration requirement for paid travel expenses to the Gates training facility. If each library staff member progressed to a higher proficiency, our patrons wourd receive consistent and competent instruction from computer-confident staff. Many staff members wourd be capable of providing classroom training to patrons and less-seasoned staff. 3. Inputs The Gates Foundation provides three revels of training to meet the beginning proficiencies of library participants. These five-day workshops take place at the Gates training facility in Seattle, Washington. Most staff would attend the "Training Strategies for the Public Library" workshop. According to the Gates literature, this workshop serves to "... give participants skills and materia's that ,will help them implement training programs to support public access computing in their library systems. Participants are introduced to the systems and software on the Library Program computer mode's and receive instruction on other topics related to training, induding developing a lesson plan, scheduling staff and public training, training techniques, publicity, designing a training rab, accessibility and Web site deveropment." Our Library Network Coordinator would attend workshops that focus on managing a public access facility and systems administration, as well as technorogy training for staff and patrons. 4. Action Plan Nine library staff members would attend the Gates training in Seattle. These staff members indude: each of the five branch managers, the Juvenire Librarian, the Head Reference Librarian, the Reference Assistant, and the Library Network Coordinator. They wourd traver to Seattle in groups of 2-3 over a four-month period. Sending staff in small groups wourd decrease accommodation expenses while not causing the 'apse of service to Monroe County library patrons that would be caused if all staff attended training en masse. The Library Network Coordinator wourd be responsibre for determining the appropriate workshop for the staff member to attend. His frequent interactions with staff regarding computer issues provide him the insight to correctly assess their competencies. Once training was compreted, public computer training sessions would be publicized and held. Librarians wourd provide custom-tailored training on computer apprications and Web resources to special interest groups. Exampres of these groups wourd be: non-profit organizations, day care and senior care providers, home-schoolers, small businesses, raw enforcement, and populations with special access needs. More general computer instruction classes would be held for children, young adurts, adurts and seniors. 5. Evaluation The Ubrary Network Coordinator and the Project Coordinator wourd be responsible for evaruation of the Technorogy Training grant project. Staff wourd have a series of round-tables to discuss the effectiveness of the training, their new comfort revel, and prans for public training. These round-tables wourd occur after each pair of library staff returned from Seattle. They wourd be asked to discuss their experiences, what they reamed, what wourd have made the experience better. A final report wourd be prepared from the discussions. The pubric that participate in library-sponsored computer classes wourd be asked to complete a questionnaire on the effectiveness of the training provided. These salaries are provided as. a loear match for the purposes of this grant.
