ITEM BACKGROUND: The Board passed a resolution previously asking the Florida Department of Transportation to do the same thing. We should be assuming responsibility for our own roads if we're asking them to do the same for theirs. Doing it along with improvement projects will lessen costs. April 3, 2000 TO: RE: Stormwater Management County Road Projects Per your request I have reviewed the proposed resolution and agree that stonnwater management would be beneficial in some cases but not in all cases. Obviously, there are many pollutants that are found in the stormwater' nmoff from high traffic roadways. But, our local County roads do not have anywhere near the traffic of US I nor its pollutants. Also, while US I has a large right-of-way where stormwater management systems can be installed the County rights-of-way are small and are filled with. obstructions. Adverse impacts to the environment and personal property will result in many cases. In UJban areas, stonnwater management is accomplished using curb and gutter to move stormwater' nmotfto the stonnwater management systems. But in rural areas, like most of the Keys, swales or retention areas are typically used. A swale cag be likened to a'Y' shape shallow ditch. 'Ibis shallow ditch or swale would have to be constructed in the public right-of-way that exists between the edge of roadway 8Dd the property line of each adjacent owner. Within this area are water meters, electric poles, landscaping. native vegetation, endangered or threatened habitat, wetlands, etc which will be impacted during the construction of stormwater management systems. Also, many of our citizens have improved the right-of-way in front of . their property. These improvements will have to be removed and may not be able to be replaced when the motor graders and backhoes construct the stormwater system. So, in many instances the n~ve impacts may outweigh the positive benefit from controlling Stormwater. Also, if we do construct above-ground stormwater management systems, it ii likely that we will receive many more flooding complaints from the public. 'Ibis might sound strange, but now stormwater nmoff . flows along the existing contoun of the ground and in many cases to undeveloped native land. The nmoff is spread out and can percolate or evaporate over a vast amount of undeveloped land. By controlling the nm offwithin the rights-of-way large volumes ofwater will sit in a ditch between people's property and the road. This is what will generate the flooding complaints u homeowners will have to drive tbm this swale to get in and out of their driveway. Also, they will have to walle tbm several inches of water, which will be retained in the swale, to get to their mailboxes. Of course this problem can be remedied by using underground stonm.vater management systems. For instance, this could be accomplished by using underground exfiItration trenches and injection weDs. However, these tyPes of systems are ex1remely costly. The County should anticipate spending several hundred million dollars to address stormwater management on all County roads. . ~ As you know, the County does install stormwater management systems along County roadways u the need dictates. We evaluate each complaint, the severity of the flooding. the options f~ solution, and the impact to the area. After considering all these factors, we decide how best to proceed. A good example of a project we are pursuing is on Palm Ave., Kt:jWest. There we are anticipating spending $1 million to add a bike path and recoDStl'UCt the stormwater management system. The largest cost COIDpODeIIt being for stormwater management. Many other 1nr.Rlized solutions are being implemented for stonnwater management on a regular basis, 8Dd injection wells are routinely being installed under the din:ction of Public Works as the need arises. However, to mandate the construction of a stormwater' system in every instance where road improvements and repairs are made would not be a practical use of public funds. . Currently, the County bu hired stormwater consultant, Camp Dresser McGee to study the stormwater issues in Monroe County and come up with a plan of action.
