ITEM BACKGROUND: On Nov. 13, Friends of Higgs Beach held a meeting to discuss misuses of the
area and the need to update facilities. On January 13, 2000, the Higgs Beach Design Committee met and
set short and long term goals, The long term goal was to develop a Master Plan through the RFQ process.

NOTICE OF REQUEST FOR QUALIFICATIONS
NOTICE IS HEREBY GIVEN TO WHOM IT MA Y CONCERN that on June 1, 2000, at the
Purchasing Office, a committee consisting of the Director ofOMB, the County Administrator, the
County Attorney and the requesting Division Director or their designees, will open sealed letters
of interest and statements of qualifications from architectural/engineering firms experienced in
the following:
MASTER PLANNING & DESIGN FOR HIGGS BEACH PARK
The site consists of approximately 16.76 acres of existing park in Key West. The project will
involve working with the community to develop a plan to redesign the park, designing facilities
and grounds for the planned activities and providing planning services.
All RFQ Statements must be received by Purchasing Office, 5100 College Road, Public Service
Building. Cross Wing Room #002, Stoek Island, Key West, FL, 33040 on or before 3:00 PM,
June 1, 2000. Any bids reeeived after this date and time will be automatically rejected.
Submittees must provide ONE (1) signed original and NINE (9) complete eopies of their letter of
interest and detailed statement of qualifications in a sealed envelope marked "Letter ofInterest"-
Higgs Beach Park. All RFP Statements of Qualifications must remain valid for a period of ninety
(90) days.
Statements of Qualifications will be considered by a Review Team. The Review Team will
develop a short list of three Statements of Qualification. The "short listed" applicants will be
interviewed by the Review Team after which the Review Team will rank the applicants and make
a selection. The Review Team will present their findings to the Board of County Commissioners
of Monroe County at a regular meeting of the Board. A recommendation will be made to
negotiate a contract with the top applicant selected.
The Board reserves the right to reject any and all proposals and to waive informalities in any or
all proposals, and to readvertise for proposals. The Board also reserves the right to separately
aceept or reject any item or items of a RFQ Statement and to award and/or negotiate a eontraet in
the best interest of the County. The Board will automatically reject the RFQ of any person or
affiliate who appears on the convicted vendor list prepared by the Department of General
Services. State of Florida, under Sec. 287.133 (3)(d), Fla., Stat. (1995).
Response will be evaluated and selected under the competitive selection procedure of See.
287.055, Fla. Stat. In accordance with 287.055(4Xb), Fla. Stat., please do not submit proposals
for compensation. In accordance with Sec. 287.055(11), Fla. Stat., Monroe County declares that
all or portions of the documents and work papers prepared pursuant to this request shall be
subject to reuse by the County.

REQUEST FOR QUALIFICATIONS
MASTER PLANNING AND DESIGN FOR HIGGS BEACH PARK
IN KEY WEST, FLORIDA
Pursuant to Section 287.055, Florida Statute, notice is hereby given that the Board of
County Commissioners of Monroe County is accepting letters of interest and statements
of qualifications from Architectural/Engineering firms experienced in park and landscape
design.
The site consists of approximately 16.76 acres existing park adjacent to the White Street
Pier. The project will involve working with the community to redevelop a plan for the
area, designing facilities and grounds for the planned activities, and providing
engineering and architectural services.

Key West is the largest community in the Florida Keys with approximately 40,000
permanent residents and hundreds of thousands of visitors each year. It is located at the
end of the stretch of islands which make up the Keys, about 125 miles south of mainland .
Florida.
Higgs Beach in Key West is a beautiful parcel ofland located on the Southside of Key
West with over 1500 feet of Beach. The historic West Martello Fort is located on the
beach and houses the Key West Garden Club and Museum. Other elements in the park
includes Astro City playground; a restaurant; restroom facilities; pier; pavilions; and
tennis courts. On the east side of the park is White Street and the White Street Pier and
Aids Memorial. There has been talk of moving the Southermost Point up to the White
Street Pier. This will greatly increase the number of visitors to the park.
Higgs Beach is bordered by White Street; Casa Marina Court; and Reynolds Street; and
Atlantic Boulevard Extension runs through the park. Elements around the park are
residential to the north, Casa Marina Hotel to the west; Wilhelmina Park (a small city
park) to the east; and the Florida Straits to the south.
Located in the park is a parcel of land belonging to the Federal Government (FAA) in
which a signal tower is located. There are currently no plans on removing the tower and
the master plan will have to work around this area. .,
One of the major concerns of the park is circulation, both vehicular and pedestrian.
Atlantic Boulevard, which runs through the park, is owned by Monroe County and can be
relocated or modified as dictated by the final plan.
The selected design team will be working with Monroe County Engineering & Monroe
County Parks and Recreation Advisory Board; with imput from the Friends of Higgs
Beach Design Committee, and public input. The mission statement is to maximize the
usefulness of Higgs Beach as an asset of and for the community at large.
Once the master plan has been developed, it will be broken into phases over a three year
period in order to secure funding and achieve the final finished product.
ELEMENTS OF SERVICE
.
The Board of County Commissioners is seeking firms that can provide the following
services for this project.
.
Gather public input and develop a usage plan for park complex consistent with the
visions developed by the Parks and Recreation Board and the Friends of Higgs Beach.
Work with these two groups and with the public at large throughout the process.
.
Develop a program of uses for the site consistent with the vision. Integrate the
recreational uses, and historic site in an attractive and functional manner.
.
Develop a site plan and design the facilities and landscaping for the park. The design
and function of the two areas should complement each other.
.
Provide guidance on permitting requirements, and environmental and regulatory
issues for the future construction phase.
.
Identify possible funding sources for the construction.
If the County determines it is in its best interests, it may select separate firms to perform
various aspects of the projeet. .
ELEMENTS TO CONSIDER
1.) Entry signs need to be addressed two (2) at entrances to park--should be clearly
marked to let automobile and pedestrian traffic know they are entering a public

a.) Atlantic Blvd. @ White Street.
b.) Atlantic Blvd. @ Reynolds Street.
2.) Define and address automobile traffic routes through park to separate through-
traffic from parking.
3.) Define and address parking for specialty groups, i.e. handicapped, bikes, scooters,
etc. Eliminate existing R. V. parking.
4.) Feature the West Martello Historic Fort into the new master plan.
5.) Rework vehicular & pedestrian access to restaurant.
6.) Community involvement meeting to address types of activities in park.
7.) Incorporate the Overseas Heritage Trail into the park plan. The park is on the trail
head.
8.) Address the condition and future use of the Sunset Pier.
9.) Relocation of existing facilities; tennis courts; restrooms; playground, etc.
10.) Existing pavilions (2) to be addressed. Elimination or relocation.
11.) Provide new activities to be located in park.
12.) Create a complete and comprehensive landscape plan for entire park.
13.) Create an overall lighting plan.
14.) Address renovation and addition to "Astro City", children's playground.
15.) Ornamental fencing for.entire park to be addressed.
16.) Address bicycle/pedestrian paths and cross walks.
17.) Signage throughout the park to be developed.
18.) Identify and address additional park security.
19.) Radio Tower site to be addressed. Work activities around this site.
20.) The homeless problem is to be addressed. Suggest methodology for redirecting to
a more appropriate site.
ANTICIPATED SCHEDULE
The anticipated schedule for award of the contract is mid-June, 2000. The anticipated
schedule for beginning work on the planning and design of the project is August 1,2000.
Response
Interested firms or individuals are requested to indicate their interest in this project by
submitting a total of ten (10), one (1) signed original and nine (9) complete copies of
their letter of interest and detailed statements of qualifications in a sealed package
marked on the outside, "Letter of Interest - Higgs Beach Redevelopment" addressed to
Monroe County Purchasing Department, 5100 College Road, Public Service Building,
Cross Wing, Room #002, Key West, Monroe County, Florida 33040 on or before 3:00
PM local time on June 1,2000. No proposal will be received after 3:00 PM.
The submittal must be accompanied by current USGSA forms 254 and 255, and any
additional information which addresses the presentation of the firm's qualifications.
Proposers may withdraw their proposals by notifying the County in writing at any time
prior to the deadline for proposal submittal. After the deadline, proposals become a
record of the County and will not be returned to the proposer.
Responses should include information on:
* Qualifications and background of staff available for this project.
* Recent experience of individuals and firms on projects of similar scope and size.
* Organization of the firm.
* Schedule and availability.
* Office location.
* Experience working in Monroe County.
* Experience in planning passive uses for environmentally sensitive land.
* Recommended approach for completing the tasks listed above.
The attached Selection Criteria also describes the required organization of the materials
to be submitted.
SELECTION PROCESS
A Selection committee will review responses and develop a short list of the most
qualified firms. The firms on the short list will be ipvited to make a personal presentation
before the Board of County Commissioners. The County will not be liable for any costs
incurred by the proposer in connection with such interviews/presentations. Selection
criteria are attached.
Only those firms or individuals submitting letters of interest and statements of
qualifications which meet the requirements herein specified,will be considered regardless
of past contacts with Monroe County, or other agencies.
Responses will be evaluated and selected under the competitive selection procedure of
Florida Statute 287.055. In accordance with Florida Statute 287.055 (4)(b), please do not
submit proposals for compensation.
Monroe County will automatically reject the proposal of any person or affiliate who
appears on the convicted vendor list prepared by the Department of General Services,
State of Florida, under Sec. 287.133 (3)(d), Florida Statute (1989).
In accordance with Florida Statute 287.055 (1), Monroe County declares that all or
portions of the documents and work papers prepared pursuant to this request shall be
subject to reuse by the County.

harbor management plans, record of experience with Monroe County and
