AGENDA ITEM WORDING: Approval to submit a grant application to the Florida Department of
Health, Bureau of Emergency Medical Services, to fund an Air Ambulance Project and the execution of
same by the proper County authorities
ITEM BACKGROUND: The State of Florida, Department of Health as authorized by section
40 1.113(2)(b), Florida Statutes, is accepting emergency medical services matching grant applications
from rural counties, Applications are for a project that demonstrates an improvement, expansion, or
continuation of services, Our intent is to apply for mobile medica.! equipment, disposable medical
supplies, portable radios and air medical crew training. A rural matching grant recipient must contribute
10% of the total project cost and the State will provide 90%. In-kind contributions may not be used.
Funding of the County's cash commitment will be addressed during the budgeting process for FY 2001.
The application process does not commit Monroe County to accepting a grant, ifawarded.

Project Description:
Monroe County Emergency Medical Services intent is to apply for a county-wide grant to provide
for mobile medical equipment, disposable medical supplies, portable radios, and air medical crew
training for the purpose of complying with 395 and 401, Florida Statutes and Chapter 64E-2,
Florida Administrative Code. The aircraft must be staffed, equipped and medically supplied and
all equipment and medical supplies must be in good working order, during patient transport. All
crew member qualifications as National Standard Air-Medical Crew must be documented. These
requirements must be in place prior to making application to tne State of Florida Department of
Health, Bureau of Emergency Medical Services for an Air Ambulance Permit.
Monroe County Emergency Medical Service providers, in ajoint effort with Monroe County
Sheriffs Office, desire to operate a medical transport helicopt'~r, When transporting a patient, the
helicopter shall be staffed with a paramedic and piloted by a Deputy Sheriff. The helicopter shall
serve all municipal EMS agencies throughout Monroe County to expedite in the treatment of
trauma patients, search & rescue and transporting special emergency response teams to remote
locations. Time is critical in the treatment of trauma patients. Monroe County Sheriffs Office
newly acquired Trauma Star helicopter will enhance response times to our County's emergency
medical services system.
