Rule 9G-16.008, F.A.C., requires that, as a condition of participation in this program, the units of government in each county reach a consensus concerning the expenditures of these funds, including the projects to be implemented. SEIBERT Secretary f?;t[r-r/. 3/1 'Ice The Honorable Shirfey Freeman Chairperson, Monroe County Board of Commissioners 530 Whitehead Street Key West, Florida 33040 Dear Chairperson Freeman: The state of Florida anticipates an award of federal Edward Byrne State and Local Law Enforcement Assistance Formula Block Grant funds for State Fiscal Year 2001 totaling $14,158,119, which may be used by local units of govemment to implement local drug control and system improvement projects designed to reduce the production, transfer and use of controlled substances, reduce the incidence of drug-related violent crime, and make improvements to the criminal justice system. Based on the provisions of Rule Chapter 9B-61, Rorida Administrative Code. which governs the administration of these grant funds, the Department of Community Affairs, Bureau of Community Assistance, has allocated $230,028 of these funds for use by all units of government within Monroe County. The SFY 2001 Program Announcement and proposed Rule Chapter 9B-61, Florida Administrative Code, are enclosed and can be accessed from ourwebsite at WW\N. dca.state. fl. uslfhcd/oroarams/dcsiolindex. htm. '. '.4 4 Obviously, these funds are not sufficient to meet the total needs of each unit of government within the county. Therefore, Rule 9B-61.008, Ronda Administrative Code, requires that, as a condition of participation in this program, the units of government in each county reach consensus concerning the expenditure of these funds, including the project(s) to be implemented and the agency responsible for such implementation. Developing such consensus will require someone to exercise leadership and assume a coordinating role in the development of an application(s) for these funds. The department requests that the board of county commissioners assume this responsibility. Please complete the encJosed Certification of Participation and return it to Clayton H.
