ITEM BACKGROUND: The rules appear to have changed in DAC I, as far as Public Works funding requests are concerned. In the past, memos have served as adequate informational sources for Public Works items. While it is appropriate that changes be made to ensure more detailed descriptions, in keeping with formal requirements for all TDC funding, be instituted, where such institution indicates a radical change in traditional requirements, formal notification should take place well in advance of budgetary allocation. In addition to creotil'l9 a neighborhood crime watch committee, a Design Committee was formed to work with Counfy staff to plan for specific solutions and develop ideas 'for improvements. · On January 13, 2000, the Higgs Beach Design Committee met and set forth both short- term and long-term goals; ~ SHORT- ~RM GOALS: 1. r"stalla bicycle/pedestrian path on the beach side between the White Sfloed Pier and the Fort; 2. TOURIST DEVELOPMENT COUNCIL REPORT IDGGS BEACH IMPROVEMENTS KEY WEST, FLORIDA MARCH 29, 2000 Monroe County is currently undertaking a multi-year plan to provide new and restored parks and beaches throughout the County. With the recent completion of Key Largo . CoJDJIiunity Park and Marathon Community Park under construction; the next major park project would be the renovation of Higgs Beach in Key West. Currently, the park is under utilized and needs major reworking and renovation. In order to come up with a comprehensive long range plan, the COLmty, along with the Friends of Higgs Beach are developing a list of improvements needed by the community for the park. The goals to be outlined by the appointed Design Committee and Monroe County Public Works and secure the services of an architectural planning professional for the development of a Master Plan for the park. The Master Plan is to include the major redevelopment of the park and beach elements such as: road alignment; parking; new fitness trails and paths; upgrading current facilities; renovation of the pier; and introduction of new facilities. In addition. a phasing plan will need to be included in order to complete the Master Plan as funding becomes available. In addition to the long range Master Plan, there is a need for shon term modifications to the beach that should be addressed now. Mr. Pierce will outline these projects which the County will start shortly. Included in the current needs is the building of a new restroom facility to nieet the needs of Higgs Beach and West Martello. Funds for Higgs Beach Redevelopment will need to be over the next three to four years. Cugently, the County is having playground equipment installed utilizing $50,000 in TDe funds. A new pedestrian path from White Street Pier to West Martello in the amount of $18,000 and new underground utilities in the amount of $58,000.00 will be constructed utilizing Public Work funds.
