Item Background: This purchase is proposed to protect property rights and natural resources, Part of
Long Beach Estates subdivision on Big Pine Key is zoned Improved Subdivision (IS), designated
Residential Medium (RM) on the Future Land Use Map, and located in the National Key Deer Refuge,
The vegetation on these lots includes beach berm, tropical hardwood hammock, and wetlands, The
shoreline is a turtle-nesting beach. Restrictions imposed by the Comprehensive Plan on this area
include negative points under the rate of growth ordinance (ROGO), a limitation of 8 dwelling units per
year for the Big PinelNo Name Key area, and level of service requirements that have resulted in a
building moratorium for traffic-generating development.
Funding for this purchase will come from the State's Preservation 2000 program, which will restrict
future use of the property to conservation and public recreation, The Land Authority's standard
purchase contract will be used, The property's current assessed value is $34,854. The agenda packet
spreadsheet lists the legal description, purchase price, and closing costs for this transaction.
Advisory Committee Action: On 3/22/00 the Advisory Committee voted 4/0 to approve a purchase
offer of 115% of the 1996 land value for this property.
Previous Governing Board Action: The Governing Board has approved many purchases on Big Pine
Key to address property rights issues.
