Final review and approval of the Draft Wastewater Master Plan and approval of a Resolution adopting the final
Sanitary Wastewater Master Plan.
ITEM BACKGROUND:
For the past 2-'/z years the County has been developing its Sanitary Wastewater Master Plan. This Plan now
includes the principal components of the Marathon Wastewater Facilities Plan as well. Through this period of time,
the County's consultant CH2MHill and staff have worked to collect, develop and analyze data in order to determine
the most cost effective and efficient means of improving wastewater practices and management in the Florida Keys.
CH2MHill developed several decision models including one for determining the best approach to managing
wastewater in each of 27 study areas and another to assist in objectively determining the range of available sites for
placing recommended wastewater treatment plants. Through this technical effort, CH2MHill held a number of
public forums, attended numerous BOCC and Water Quality Steering Committee meetings, worked with the
Technical Advisory Committee and the Citizens Task Force on Wastewater, and met regularly with community
groups. The Master Plan contains 8 volumes. The fast two outline the principal recommendations of the project
team. The remaining 6 provide essential technical data, upon which, the project team made its decisions and
recommendations to the BOCC.
The Board had the opportunity to review the Draft Wastewater Master Plan at its April meeting. We expect
comments to be complete by the end of the first week in May in preparation for the May BOCC meeting. The Board
is asked to approve a resolution that adopts the Sanitary Wastewater Master Plan with proposed revisions, to direct
staff to return at the June meeting with a list of wastewater service districts to be adopted by the Board, and to
request that the Florida Keys Aqueduct Authority adopt the Master Plan and Wastewater Service Districts as well.

to Final Plan
As of Monday, May 1, we have received review comments from team members and from Bob
Freeman, EPA Atlanta. Bob Freeman s comments are attached.
Many of the comments received to date have been editorial in nature. Significant comments
that are being addressed or have been addressed are:
• Provide a verbal description of the wastewater facility sites recommended for acquisition:
This is being prepared and will be forwarded to you as soon as it is complete.
• Revisions to "Hot Spot" list. Two areas, Grassy Key and Duck Key, have been removed
from the "Cold Spot" list and added to the "Hot Spot" list. This has reduced the number of
onsite systems that will continue to operate and will require replacement, either now or by
2010, from 1,780 to 1,085.
• With the addition of the two "Hot Spots", the reduction of onsite systems requiring
replacement, and minor revisions to project costs, the recommended plan now contains 45
projects with a total capital cost of $438,000,000. The attached summary shows the capital
costs required to improve wastewater manacrement practices, as recommended by the
Master Plan.

RESOLUTION NO. 2000
A RESOLUTION OF THE MONROE COUNTY BOARD OF
COMMISSIONERS ADOPTING THE SANITARY
WASTEWATER MASTER PLAN AND REQUESTING THAT
STAFF RETURN AT THE JUNE 2000 BOARD MEETING WITH
A LIST OF WASTEWATER SERVICE DISTRICTS TO BE
ADOPTED BY THE BOARD AND THE FLORIDA KEYS
AQUEDUCT AUTHORITY.
WHEREAS, the 2010 Comprehensive Plan requires that the County
complete a Sanitary Wastewater Master Plan; and
WHEREAS, the firm of CH2MHill has been working to complete the
Sanitary Wastewater Master Plan and has provided and reviewed a draft Sanitary
Wastewater Master Plan with the Board of County Commissioners at its April
2000 meeting; and
WHEREAS, the draft Sanitary Wastewater Master Plan has been reviewed
by technical staff and State and Federal agencies, comments have been made and
addressed, and the Plan is ready for final adoption; and
WHEREAS, The 2010 Comprehensive Plan requires that the County begin
implementing the Sanitary Wastewater Master Plan in accordance with the 7 year
work program embodied in the Comprehensive Plan; and
WHEREAS, the Florida Keys Aqueduct Authority (FKAA) is empowered
independently and on behalf of the Board of County Commissioners to operate as a
Wastewater Utility for the purposes of planning, designing, building, and operating
wastewater facilities; and
WHEREAS, the FKAA has agreed, in a separate Memorandum of
Understanding, to act as the Wastewater Authority for unincorporated Monroe
County, has agreed to participate in the development of the Sanitary Wastewater
Master Plan, and has agreed to assist in implementing the Plan, including the
adoption of Wastewater Service Districts.
THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS, MONROE COUNTY, FLORIDA THAT:

1. The Board of County Commissioners adopt the draft Sanitary Wastewater
Master Plan with approved revisions as the Sanitary Wastewater Master Plan
for unincorporated Monroe County; and
2. The Florida Keys Aqueduct Authroity be requested to similarly adopt the
Sanitary Wastewater Master Plan; and
3. Staff be requested to return to the Board at its June 2000 meeting with a list of
Wastewater Service Districts to be adopted by the BOCC and similarly by the
FKAA for implementation as funding becomes available to carry out
wastewater facility project designs and construction within each district.
PASSED AND ADOPTED by the Board of County Commissioners,
Monroe County, Florida at a regular meeting of said Board held on the 19' day of
May, A.D., 2000.
