Neugent Agenda Item Wording: Approval from the Board of County Commissioners for funds to assist the Big Pine Key Athletic Association in summer programs at the Blue Heron Park. Item Background: Blue Heron Park is owned by Monroe County and leased to the BP AA who controls access to the park. Big Pine Athletic Assoc. presently does not allow open time for the general public due to liability concerns. Previous Relevant BOCC Action: Ian 19,2000 the Board approved a lease agreement with BPAA. Feb 16,2000 the Board approved a lease agreement with BPAA for Blue Heron Park & Watson field. Commissioner Recommendation: Commissioners it is apparent and has now reached flash point. The residents and parents of BPK & Lower Keys require our assistance to max~e the use of existing recreational properties. I humbly request this commission to earmark 30K to assist in funding the minimum number of people needed to allow expanded use of the Blue Heron Park and Watson field during the summer months. Please let's assist this group in by providing. funding and temporary relief until we can achieve long term solution through acquisition of additional park areas. Neugent Documentation: Included v'" To Follow Not Required _ Agenda!_ # J:LJ.l Disposition: Proposal For Development of the Blue Heron Park Submitted to"the Monroe County Parks and Recreation Board April 6, 1999 Summary The Blue Heron Park on Big Pine Key has been designated as a supervised youth park in the Lower Keys. The park owned and maintained by Monroe County has been operated by the Big Pine Athletic Association since 1994. The ~acility is in need of improvements, so that it will better serve as a magnet to attract the youth in the Big Pine area, providing them a safe, supervised setting where they find fun and interesting activities. Currently, we have have received funds from the Sheriffs Find and Forfeiture Funds to upgrade the clubhouse. We are requesting additional funds from the this board to develop the physical potential of this facility and to provide more hours of operation. Present facility: . Lighted basketball court - needs resurfacing, sealing, and painting . Picnic table pavilions ( 2 @ 800 sq. ft.) - Termite problems pne! ~ables will <- need replacing soon. Club house (approximately 600 sq. ft.) - recently renovated, new floor and repainted, sheriffs funds for new furniture and equipment and for snackbar and cabinets. AlC is inadequate. Termites in the wood. . Small pavillion (400 sq. ft.) - presently empty. Pool table was disposed of after sUffering water damage . Under the house space (1200 sq. ft.) - Table tennis. Foosball. Subject to vandalism and rain. Low ceiling. Groups Using the Park . Open from 3-6 p.m. M-F to provide an after school activity center . Homeschooling group meets weekly . Boy Scouts . Mel Fisher Science Discovery Club . Meeting for organizers of sport teams . Birthday parties . Rocket club . Arts & crafts club .' Special community events - such as Kids Kamival, Amatuer Radio Club Requests for Improvements: . A game room protected from the weather and vandalism preferrably with AlC. Game tables do not last in current situation. In the summer when kids need something to do the park is hot and uncomfortable. Cost: . Plants to provide a buffer zone between the park and its neighbors. Neighbor complaints have has been a long standing problem. Cost: . A water play fixture, such as an inverted umbrella, to provide cooling relief. Cost: . A fitness/obstacle trail. Cost: . A new AlIC for the club house. Cost: . More funding so that the park can provide supervision for longer hours. In the summer 2 to 3 staff will be needed if a comprehensive summer program is offered. Cost: . Possible Programs: . To: George Neugent (gneugent@mail.state.f1.us) From: Duncan Mathewson (ecmcduncan@aol.com) Subject: BPK & Lower Keys Summer Rec Programs & BPK Neighborhood School Date: 5/10/00 What has happened to the request made by Hazel Hartman to the BaCC on behalf of the Big Pine Key and Lower Keys Rotary for emergency funding of $30,000 for a 2-month summer rec program for over 300 kids? Time is running out for your support. On May 17/18 meeting, we are counting on you to approve this necessary program for the youth of Big Pine Key and the Lower Keys. All the commissioners were given last month the written proposal with the budget so there need not be any further delay about granting this modest request. Bulk items are regularly passed by the BaCC for a lot more than we are requesting without any discussion at all. District II youth recreation has been neglected for too long. It is time to do something. The second issue I ask for your support on involves the Big Pine Neighborhood School. There is widespread support for not moving it to Sugarloaf School. A petition signed by hundreds of parents, senior citizens and members of the business community is making it clear that the school has establish an important link to the community and should not be moved. The School Board promised it to the Big Pine community five years ago when environmental regulations made it impossible to build a middle school there. No one wants to see it moved away as it helps define the community identity which will be particularly important if incorporation is voted for. an May 24 the Parks and Recreation Advisory Board is meeting at 6 P.M. at the Blue Heron Youth Center in the park. A large number of Big Pine residents will be discussing local recreation needs and how our neighborhood school could be used within an interlocal agreement with the county to provide "Saturday School" with among other educational activities affordable quality day-care to help parents working on Saturday morning. I would like to see a school in each district open up for the community to provide full service activities on Saturday mornings. This would provide badly needed day-care programs for working parents throughout the county now 5/17/00 Page 2 oi2 not available. I hope you can attend the May 24 meeting and lend your support to our Summer Rec Program and to keeping the Big Pine Key Neighborhood School where it is. These two initiative are very important to people of all ages in Big Pine. It is important for you not to appear to be on the wrong side of either issue. No conflicting schedule~ were on tile or submitted. May IOlh posters, flyers, mail outs and news ads were placed. Also on that date ~.everal posters and a schedule were posted at Watson field prior to the end oflittle leag1Je season (May 21'l). May 19\11 r (Ava Bianchino) received a phone message from coach Tom Erb (1 suved the message). He stated there was a scheduling problem with June 6tlJ & 13lh. I was house sitting and did not receive message. On May 22nd he left same message (I saved that also). May 23rd 1 received his messages and returned one to him. "That 1 did not have a problem with those dates." We were starting our practices that evening and we could just switch to Thursdays on those dates seeing Thursdays were scheduled and advertised also! On the field May 23M at approximately 6pln I received a call on my cell phone from Tom Erb stating he had a practice planed that evening for 7pm. I told him we were scheduled by the B.P.A.A. for that field all night. He then said, "So you're not going to let IJS have the field?" I replied UNo", Within a half hour a little league director and police l)fficer Tom Peteck appeared at the field. The adults were playing the first game. B.P.A.A president Teresa Walker was called and upon her arrival con tinned OUf schedule to have been approved. Officer Peteck left the field, (at this time we still do not have the report). Children were arriving and we were all still arguing the issue, Teresa had gone tl) the office on the way to the field to again check ifthere was ever a little league schedule submitted for the field. There was not. 1 decided to compromise and asked to have the field until 7:15pm we would be gone by 7:30pm. This was rejected by members of the little league but accepted by Teresa. .....At 7:02pm without warning coach/safety director Tom Erb took his team out to right field during our game, endangering the lives of the children. The game was still being played and people were batting. The game was stopped and Tom was asked, "Why would you endanger the children this way" Tom replied. <Tm proving a point" (stateml,nts available upon request). Thursday May 25th little league held a meeting. 1 submitted the attached letter "Reason for continuing on Tuesday) which clearly stated our position. At 10pm that evening Teresa Walker caUed and.again we compromised to; for the next two weeks we (adults) would have the field only on Tuesdays 6-7JOpm. Any further need for the field by little league after June ()'h would have to be scheduled around us. Also their objections to us using the field we", to be put in writing. ..... TIllS ALSO WAS OBJECTED TO! It was requested that a full B.P.A.A. board vote be taken. A meeting" is scheduled for Monday May 29111 at Blue Heron park 7pm. The adults that I represent would like to pursue this in a legal manner for age discrimination especially for the fact that no adult sports programs are offered at this time. I as adult softbalJ director am not being supported in my attempts to fonn programs. Due to the incidents that occurred on 5/23/00 I am concerned that, despite the vote a situation could occur on Tuesday 5/30. 1 understand that this is a Holiday weekend and you will not receive this until the day of our next scheduled and advertised practice 5/30/00.1 cannot call off this practic,: due to the advenising. The lack of communication, organization and respect to the governing body of the field is no loJ1P.f our pyblem. ShOuld a fiirther situation occur (Tuesday May 30" it will be dealt with in a legal manner, especially iffurther incidents of "Safety Director" coaches placi11g children at risk try to take the field again. We never wished to let the children involved in this matter and we hope that you cease and desist in this behavior. First I would like to give a small history on this "Park"..It was built by a private party ,who's further developement was denied because it was not part of the "plan"..The private owner had assured all adjoining property owners, that all their problems would be addressed...Andtended... When permits were denied ,the private owner sold to Monroe Co. When problems accrued Bill Kelly and Kathy Maveric {Monroe Co.parks employees } Would try their best to take care of things. .1. athletic fence for adjoining properties. 2. Some knowledge of operating hours..3. 1 day a week {Sunday} the park be closes so neighbors could entertain at their private homes, with out having to here children screaming and yelling with all they have" to have fun. This Park is adjoined to 3 private homes.... We just want a little respect and 1 day of privacy. .Knowlege of operating hours.. So that when it is" not open", and we see and here vandalism ,the sheriff will be able to do something about it. .Instead of coming to our homes at 1 am. after we have called about a disturbance at the park. .Because there is no operating hours the sheriff ,comes to who called ,and makes a report --- then goes and checks park to see if they can here or see anything . .By now the people are gone ,and all neighbors sleep is disrupted..If hours are posted, the sheriff will go directly to the park ,and can take these people to jail for tr~spassing. Till a sign is posted they come to us when called instead of going to park and picking up the vandilizers.. So , We have gotten to where we dont bother calling when we here these things.... The Big Pine Athletic Ass. Is very irresponsible when it comes to addressing any problems at the "Park" yet when I call the parks dept. they tell me there is nothing they can do ,because the "Park is Leased to the Athletic.Ass" So I I,We the neighbors would like the Monroe CO.Parks Dept. to regulate this facilities Hours of Operation...It has a fence ,and is adjoined by private or Key Deer Refuge land... .Permits were denied for further developement ---and still a basketball court and lights went in ...... When will it stop? We spent hundreds of dollars on plants to have them destroyed....trying to make a sound and sight barrier...We feel the parks dept should take back charge of this faculity....Post some hours of operation , excluding 1 day a week that the facility be closed. If any moneys are to go to further developement of this park, let it go to planting some sound barrier plants ,along the fence line where it adjoins private residents.... We want no further developement "when the one that is there is not tended..And when they say its tended ",there is one councilor Iparent person {summer program} and 20 kids...and they are charging money for this program...1 feel it was a baby setting service last summer..with out enough supervision....And they were charging for the program ,as well as you have to pay a membership fee yearly to the Athletic Ass.. to take part in this program...1 dont see how this helps children of Monroe Co. Public Works has checked the Agreement and the practice. The Big Pine Athletic Association controls access to the park and basically allows access for organizations for themselves and for other organizational activities. There is no open time for the general public to come and use the park as they wish. The BP AA is concerned about liability and about having a BP AA representative there at all times the park is in use. The Agreement between the BP AA and the County does not have a requirement that the park be open for use by the general public. At the meeting of the Board of County Commissioners on January 19, 2000, the Board approved a Lease Agreement with the BP AA for the Blue Heron Youth Center. Also, at the meeting of the Board of County Commissioners on February 16, 2000, the Board approved a Lease Agreement with the BPAA for Watson Field. It is lmp0rt8nt that the $6.000 county fund provided in the pest be rwinstated to provide Saturday team sport supervision on school fields. The county support should heve never been terminated. It provided an important part of the interlocal agreement in the Upper and Middle Keys. I would like to see a part of this reinstated fund cover similar weekend recreational slIpervilion at Sugartoaf School as well.
