WWII AIRCRAFT AT THE FLORIDA KEYS MARATHON AIRPORT.
ITEM BACKGROUND: WORKING WITH THE NEW CITY OF MARATHON, MR RAMSAY HAS PROPOSED THAT A
WWII AIRCRAFT BE AQUIRED FROM THE NAVY AND PUT ON PERMANENT DISPLAY AT THE AIRPORT.
PREVIOUS RELEVANT BOCC ACTION: NONE ON THIS SUBJECT.
STAFF RECOMMENDATION: THIS COULD BE A GOOD PROJECT FOR THE MARATHON COMMUNITY. MY
RECOMMENDATION IS THAT APPROVAL BE CONSIDERED AS LONG AS THERE IS NO COST TO THE AIRPORT.
PERHAPS THE NEW CITY SHOULD WORK WITH THE DAV AND OTHER VETERANS GROUPS IN THE
COMMUNITY TO RAISE THE FUNDING TO AQUIRE THE AIRCRAFT, BUILD A PERMANENT DISPLAY BASE, AND
PROVIDE THE MAINTENANCE THAT THE NAVY WILL REQUIRE.

Re: TBF IfBM airplane for Florida Keys Marathon Airport
Dear Capt. Rasmussen,
I am writing this letter to fonnally request that the City of Marathon receive infonnation from you
as to the possibility of acquiring on loan from the National Museum of Naval Aviation a TBF IfBM
Avenger torpedo bomber to be displayed at the Florida Keys Marathon Airport Tenninal.
It has been proposed that this type of aitplane be prominently displayed at the Florida Keys
Marathon Airport tenninal to enhance and preseIVe the history of our airport, which seIVed as a
naval airbase during WWII. I am told that this type of airplane is the same type of airplane that
fanner President George Bush flew during the war. The fanner President is a frequent visitor to
the Florida Keys Marathon Airport.
This idea has been presented to our City Council where it received a unanimous vote of support.

Dear Mr. Ramsay:
The National Museum of Naval Aviation (NMNA) is in receipt of
your request for loan -of excess Government property. Please
return enclosure (1), with the requested information, as soon as
possible.
NMNA loan program is governed in part by existing federal statues
listed in the Department of Defense Regulations (DOD 4l60.21-M,
Defense Utilization and Disposal Manual). Loan of Government
property can be made to qualified organizations for display
purposes only, on an "as is, where isn basis, at no cost to the
Government. In addition NMNA requires your organization to have a
facility with a minimum of one full time staff member.
All expenses involved in the loan of Government property must be
borne by the Borrower. This includes but is not limited to all
costs of recovery, disassembly, packing, transportation and
reassembly. Where required, in the case of flight delivered
aircraft, it will also include Navy personnel cost and shipping
cost for safing hazardous material and equipment and for parts
reclamation. All local, state and federal environmental rules and
regulations must be complied with in effecting custody in a loan
agreement.
If the determination has been made that your organization is
eligible to receive loan of excess Government property, you will
receive written confirmation. Your request will be on record at
the NMNA, and dealt with on a first come first serve basis.
However, the final decision on assignment priority is at the
diccretion of :he Direc..:tor N.:.'!tNA and severa::' fa.:.:tors are
considered in this decision. Qualification to participate in a
loan agreement with NMNA does not guarantee a loan of equipment
nor does it constitute authority to draw Government material from
any Government agency other than the NMNA.
When the criteria have been met, the loaned Government property
will be conveyed to the requesting activity on a Standard Loan
Agreement, which is a legal document granting entitlement to hold
and display the Government property.

HEREBY AGREES THAT in compliance with Title VI of the Civil Rights
Act of 1964, Section 606 of the Federal Property and
Administrative Service~ Act of 1949, as amended, and Section 504
of the Rehabilitation Act of 1973, as amended, no person shall, on
the ground of race, color, national origin, sex, or handicap, be
excluded from participation in, be denied the benefits of, or be
otherwise subjected to discrimination under any program or
activity for which the Applicant-Recipient receives a loan from
the United States Navy, National Museum of Naval Aviation and
HEREBY GIVES ASSURANCE THAT it will immediately take any measures
necessary to effectuate this agreement.
This agreement shall continue in effect during the time the
Applicant-Recipient retains ownership, possession, or control of
the loaned property. Further Applicant-Recipient agrees and
assures that its successors and/or assigns shall be required to
give an assurance similar to this assurance as a condition
precedent to acquiring any right, title, or interest in and to any
of the property loaned herein.
THIS ASSURANCE is given in consideration of and for the purpose of
obtaining a loan of Federally owned property pursuant to Public
Law 80-421, 10 U.S.C. 2572.
The Applicant-Recipient recognizes and agrees that such Federal
loans shall be made in reliance on the representations and
agreements made in this assurance, and that the United States
shall have the right to seek jUdicial enforcement of this
assurance.
THIS ASSURANCE is binding on the Applicant-Recipient, its
successors, transferees, and assignees, and the person or persons
whose signatures appear below are authorized to sign this
assurance on behalf of the Applicant-Recipient.
