ITEM BACKGROUND: The Monroe County Housing Authority has received conditional approval funds in the amount of $2,373,045 for the construction of Affordable Housing. Per Resolution 06-1996, the Monroe County Land Authority has reserved funding in the amount of $1 ,573,600 for Affordable Housing. The award of the 50 replacement unit building pennits would enable Monroe County Housing Authority to construct the rental units on scattered sites from Key Largo to Stock Island within Unincorporated Monroe County. The Planning Commission recommended approval of the request on May 24, 2000. PREVIOUS RELEVANT BOARD ACTION: The Board of County Commissioners has indicated a desire to construct affordable housing rental units that will best meet the needs of county residents. Twenty-six (26) of the replacement units have previously been awarded by the BOCC to the Tradewinds Project in Key Largo. From: Subject: BACKGROUND A 380 Agreement between Monroe County and the DCA was signed in December 1999 to allow for the replacement of dwelling units contained within illegal downstairs enclosures. Under the Agreement the County is allowed to add 90 ROGO, nutrient credit free, replacement residential unit credits toward the issuance of building permits for affordable housing. These credits may be used for eligible projects throughout unincorporated Monroe County, except Big Pine and No Name Keys. The award of these credits to specific projects are required under the Agreement to be recommended by the Planning Commission and approved by the Board of County Commissioners: The Board of County Commissioners at the November 10, 1999 meeting adopted an Affordable Housing Action Plan to guide appropriation of the ROGO replacement units. One third of the units are to be distributed in each of the upper, middle, and lower areas of the Keys. The Action Plan included criteria to be used by interested developers who want to use the ROGO housing units. The criterion is for multifamily projects with rent between $500 - $800. The BOCC awarded Tradewinds, a multifamily rental project, in Key Largo twenty-six of the ROGO replacement units. PROPOSAL The Monroe County Housing Authority is requesting the award of 50 of the remaining replacement units to be used to construct single and/or duplex rental housing on scattered sites in unincorporated Monroe County. The units will be targeted to very-low and low- income households, with no more than 40% of the units occupied by moderate-income households. A minimum of ten percent of the units will be reserved for elderly housing. STAFF ANALYSIS · The proposal for constructing single-family houses and the inclusion of moderate priced rental units does not meet the BaCC criteria for use of the replacement units. · Affordable housing units to be eligible for a ROGO award are required to be owned or rented to employees that receive 70% of their income from working in Monroe County. Housing for the unemployed elderly would not be permitted in the affordable housing, under the County definition.. Staff Report 2 Page 1 · The County affordable criteria does not allow incomes above 100% of the medium, the proposal is for moderate, 120% of the medium. · If the award of 50 units is made to the Housing Authority, there will be 14 ROGO replacement units remaining to allocate PLANNING COMMISSION RECOMMENDATION The Monroe County Planning Commission reviewed the request from the Housing Authority at a meeting in Key Largo on May 24, 2000. And voted to: · Recommend approval of the Housing Authority Request for an award of the 50 ROGO, nutrient credit free, replacement units. · Support the proposal to construct single family and duplex units on scattered lots though out the Keys for low, moderate and very low-income levels. · Recommend that the Land Authority and Housing Authority not be constrained to placing one third of the units in the upper, lower, and middle Keys. · Furthermore, the Planning Commission directed staff to prepare an amendment to the LDRs, which would permit affordable housing to be used for affordable elderly housing for individuals who currently live in Monroe County. STAFF RECOMMENDATION · Consider increasing the flexibility for using the ROGO replacement units by amending the criteria adopted by the BOCC in November 1999 to allow the development of single family and duplexes on scattered lots throughout the KEYS. · Support the Planning Commission direction to prepare an amendment to the LDRs, which would permit affordable housing to be used for affordable elderly housing for individuals who currently live in Monroe County. · Require the Housing Authority to limit the rental of housing to the Medium income level, rather than Moderate-l 20% of the medium. · Staff recommends approval with the understanding that, unless the LDRs are amended, residents who make 70% of their income working in Monroe County will occupy the units and rentals will be limited to low, moderate and medium income levels. We propose a mixture of two and three bedroom units, with a predominance of three bedroom units. \Vc propose to reserve a minimum often units for occupancy by qualified elderly_ Occupancy shaH be dedicated to very Jow, low and moderatc income households as defined annually for Monroe County by the U.S. Department of Housing and Urban Development (Attached). Properties wi II be rented to qualified tenants under the terms of the Monroe County Housing Authority's Rental AffordabiHty Policy.
