Section 33 Dear Commissioner Neugent: As per my conversation this morning with Ms. Terri Marble of your staff) the FOOT is seeking the Monroe Colmty Board of County Commissioners approval of the utilization of the Horseshoe Pit fill areas for seagrass ~ation purposes. The Horseshoe Pit is an excavated pit sWTounded on all four sides by fill remaining from the original borrow activities within the 3. 6-acrc site which occurred in 1960. It is located on the Gulf side of u.s. 1 near the: Key West end of the Bahia Honda Bridge on West Summerland Key. This property is owned by the Florida Department of EnviromnentaI Protection (FDEP) but is under a twenty-five year lease to Monroe County. The lease began in May, 1977 and will expire in May, 2002. In the attached copy of the Horseshoe Pit lease agreement between Monroe County and the Board of Trustees of the Internal hnprovement Trust Fund., Item 1 provides for the following: TO HA VE AND TO HOLD the abow described land for a period of twenty-five (25) years from the dote hereof,for the purpose of preserving, developing, improving. operating, maintaining, protecting, and otherwise managing said land jOr outdoor recreational, park. ~nservation (emphasis added) and related purposes. The FDOT is requesting that Monroe County approve the FDOT's use of a portion of the Horseshoe Pit for conservation purposes. The FOOT is proposing to restore seagrass habitat along the western edge of the Horseshoe Pit by removing the fill along the pit from the chlDDCl opening at the north side to the edge of the acc.ess road at the south side. This activity will remove approximately half of the upland fill area which surrounds the Horseshoe Pit while leaving unimpeded access to the eastern and southern sides for continued recreational use. The access road will also remain. The proposed mitigation project would result in the restoration of approximately 1.5 acres of scagrass habitat. Rubble riprap to be placed as energy breaks along the perimeter of the seagrass restoration area will provide additional substrate for hard bottom communities. The FOOT is seeking this restoration project as mitigation for an emergency repair project recently completed at the Harris Gap Channel Bridge (MP 17.5) in Monroe County. The limerock stabilization at both abutmmts of the bridge was in critical need of repair from damage which occurred during Hurricane Irene. BecaU9c the bridge is a aiticallink within the US lISR 5 hurricane evacuation route, this project was done as a high priority item However, unavoidable irnpacu to 0.016 acres (695 square feet) of seagrass were incurred as part of the emergency repair. Both agencies have stated that they will readily accept this project as mitigation if it can be accomplished within a reasonable timeframe. Because of the short time frame required by the pennits for performing the mitigation. we are requesting to be added to the Board of County Commissioner's agenda fOT the next meeting date of July 26. 2000. This request was previously made to Mr. Dave Koppel, Monroe County Public Works, with the understanding that it would be preseot.ed for ccmideration by the County Commission. Mr. Koppel instead presented the projc:ct to the Monroe County Board of Parks and Recreation. It is my understanding from a phone conversation with Mr. Koppel that the reaction of the Board of Parks and R.tcrcation was negative because of perceived negative impacts to recreational usage of the area. However, recreational activities will not be precluded as a result of this project as significant area will still remain for the current uses, particularly diving. Miti~8.tion The Florida Department of Transportation (FDOT) proposes to offset the unavoidable seagrass impacts associated with the emergency hurricane repairs to the Harris Gap Channel Bridge by restoring seagrasses within the Horseshoe Pit on Surmnerland Key at the southwestern end of the Bahia Honda Bridge. Tbe Horseshoe Pit was created as a borrow pit. A remnant fill pad surrounds the entire pit except for an opening along the northern side which is adjacent to the existing navigable channel. The Horshoe Pit is located within State sovereign submerged lands that are currently leased to Monroe County. The FDOT has requested that Monroe County pemut the western portion of the site to be restored as seagrass habitat. Under the 2S-year lease which expires in March 2002, Monroe County has been utilizing the Horseshoe Pit for recreation purposes. The Department's Conceptual Plan would restore approximately one-half of the remnant fill pad s~rrounding the Horseshoe Pit to seagrass habitat. The rc;:storation acreage achieved by this activity will probably exceed the required compensatory mitigation requirement. If so. the FDOr will request thai the additional acreage produced be cCbank~" and available for future use by th'e mOT. / . The FOOT proposes to excavate the existing fill down to an elevation which corresponds to the elevation of the exi~ing seagrass bed along the western $ide of the Horseshoe Pit. The removal of the existing fill will pro\ide suitable habitat for seagrass growth and development. In order to protect the restored seagra.n area from wave impacts asso~iated with fetch across the borrow pit a berm of rip-rap boulders will be constructed along the edge of the scrap-down area adjacent to the side-slope of the borrow pit. . Monitod1"\i 4nd Maintenance The Department proposes to monitor the seagrass restoration site for a period of one year on a semi- annual basis for natural recruitment. If the site does not show significant signs of natural recruitment. for example, at least 30 percent vegetative cover by seagrass and macroalgae. the Department will then conduct a seagrass planting program. Seagrass plugs measuring 8 inches in diameter, will be harvested from the adjacent seagrass flat on an interval of no less than 10-foot centers. The harvested plugs will then be immediately replanted in the restoration area on 3 -foot centers. The Department will maintain at least 80 percent survivorship of the planted seagrass plugs until the seagrass begins to coalesce and the vegetative cover reaches 60 percent within the restoration site. The Department will maintain the restoration site free of trash and debris during the monitoring program. PI) 39lJd ~~O 19~ OdIAN3 loa~ SOlS-OLP-S0E 6E:Pl OOOl/ll/LO Attaehment A: Conceptual Mitigation Plan ERP APPLICATION 000209-4 Harris Gap Channel Bridge Shoreline Stabilization Project Page Two Hardbottom Community Miti~ation During the construction of emergency repairs to the Harris Gap Bridge. the mOT relocated approximately 90 percent of the shallow hardbottom community to the southwestern side of the Harris Gap Bridge. The relocated hardbottom habitat was reconstructed into a small "patch reef' which measured 12 by 20 feet. In addition to relocating the majority of the shallow hardbottom community within the consuuction footprint of the repairs to the Harris Gap Bridge, the FDOT also aeated new hardbottom habitat along the northwestern side of the bridge. The Department placed approximately 5 cubic yards of clean concrete rubble into the scour hole located on the northwest side of the bridge. A small "patch reef' measuring 12 by 18 feet was created by piling the concrete rubble in a mound along the bottom of the scour hole. Additional hardbottom community habitat will also be created with the construction of the rip-rap berm within the seagrass restoration site at the Horseshoe Pit. Monitonn" and Maintenance The Department has conducted a baseline monitoring survey of the relocated hardbottom q:>mmunity habitat located along the southwestern side of the Harris Gap Bridge. During the next semi-annual monitoring event. the condition of the concrete rubble "patch reef' located within the scour hole will also be documented. In addition. when the rip-rap benn is constructed along the edge of the borrow pit at the Horseshoe Pit site, the hardbottom community which develops within the benn will be documented.
