ITEM BACKGROUND:
The Constitution of the United States was signed two hundred and thirteen years ago on September 17,
1787. The President of the United States has proclaimed the week of September 17-23,2000 as
Constitution Week.

WHEREAS, The two hundred twelfth anhiversary of the Signing of the Constitution provides
an historic opportunity for all Americans to remember the achievements of the Framers of the
Constitution and the rights, privileges, and responsibilities they afforded us in this unique document;
and .
WHEREAS, It is fitting and proper to accord official recognition to this magnificent document
and its memorable anniversary and to the patriotic celebrations which will commemorate it; and
WHEREAS, The independence guaranteed to American citizens, whether by birth or
naturalization, should be celebrated by appropriate ceremonies and activities during Constitution
Week, September 17 through 23, as designated by proclamation of the President of the United States of
America in accordance with Public Law 915,
NOW, THEREFORE, by virtue of the power vested in me as Mayor of Monroe County,
Florida, I SHIRLEY FREEMAN, do hereby proclaim the Week of September 17-23, 2000 as:
CONSTITUTION WEEK
and urge all our citizens to study the Constitution and reflect on the privileges of being an American
with all the rights and responsibilities which that privilege involves,

Dear Mayor Freeman,
Please help us to make this year's celebration of Constitution Week, which is an
important historic patriotic event, a real special occasion! Create a Proclamation and join
us for lunch. As you know the Constitution of the United States was signed on September
17, 1787 and the Daughters of the American Revolution urge all municipalities to join
with the Governor of Florida and the President of the United States in proclaiming the
Week of September 17-23, 2000 as Constitution Week.
This is the 213th anniversary of this signing and provides an opportunity for all
Americans to learn about and recall the achievements of our Founders. The
independence guaranteed to the American people by our Constitution should be
celebrated by appropriate ceremonies and activities during Constitution Week.
We are requesting a proclamation in honor of this week from each of Miami-Dade
County's municipalities. These proclamations will be featured at Miami Shores Country
Club during our Annual Constitution Week Luncheon on September 23rd.
Please let me know if you wish to mail your municipality's Proclamation to me or make
arrangements for it to be picked up at your office. I would appreciate this information by
August 25, 2000.
We also encourage your municipality to participate in Bells Across America (begun in
1987 as part of the Constitution Bicentennial) by the ringing of your community bells at
4:00 P.M. on September 17,2000, the time and date of the original signing of this historic
document.
Enclosed are sample proclamations for your convenience and an invitation to the
Constitution Week Luncheon. We would welcome you to attend this patriotic event
where you will be introduced and your proclamation will be acknowledged and on
display and you will receive a Certificate of Appreciation.. Please call at 305 569-9448 if
