AGENDA ITEM WORDING: Approval of Memorandum of Understanding between Monroe
County Board of County Commissioners, acting through Monroe County Emergency Medical
Services, and Layton Volunteer Fire Department establishing appropriate training, medical
protocols, equipment maintenance and record keeping associated with the issuance and
utilization of automated external defibrillators to a first responder agency.
ITEM BACKGROUND: Florida Department of Health, Bureau of Emergency Medical Services
encourages each first responder agency to enter into a memorandum of understanding with
the emergency medical services licensee within whose territory the agency operates in order
to coordinate emergency services at an emergency scene.
PREVIOUS RELEVANT BOCC ACTION: Board of County Commissioners granted approval
to issue a purc;hase order to Medtronic-Physio Control Corporation for twenty-one automated
external defibrillators through EMS County Award Grant C9944, in the total amount of
$65,574.50 at a regularly scheduled meeting on June 14, 2000.

MEMORANDUM OF UNDERSTANDING
BETWEEN
MONROE COUNTY EMERGENCY MEDICAL SERVICES
AND
LAYTON VOLUNTEER FIRE DEPARTMENT
GENERAL
1. The Monroe County Board of County Commissioners, acting through Monroe County
Emergency Medical Services, hereinafter referred to as MCEMS, and Layton Volunteer
Fire Department, hereinafter referred to as L VFD, has established through a grant
provided by the Florida Department of Health, Bureau of Emergency Medical Services,
the purchase of automatic extemal defibrillators for the use of L VFD members in their
capacity as First Responders to cardiac emergencies.
2. It is to the benefit of citizens of Monroe County that LVFD members participate in a
program of providing First Responder care in the event of a cardiac emergency. This
includes the use of Automatic External Defibrillators (AED) to enhance the probability of
survival from cardiac arrest.
3. INSOFAR as MCEMS deems it appropriate and consonant with LVFD programs and
policies, MCEMS Medical Director is responsible for reviewing and approving these
L VFD members training procedures for use of the AED. The training is an add-on
component with the L VFD scheduled biennial certification in Cardio Pulmonary
Resuscitation (CPR) to the BLS-C or professional rescuer level under the American
Heart Association (AHA) protocols.
4. MCEMS will provide for each LVFD member who will be a participant in the AED
program a training format as follows:
a) Provide training consistent with established BLS-C and established guidelines
from the manufacturer for issued AED's.
b) Coordinate with LVFD supervising staff members as determined by the LVFD
Chief or his designee, to plan the assignments that may be assumed by the
L VFD members during their learning experiences with MCEMS.
c) Provide materials and maintain personnel records and reports necessary for the
performance and documentation of L VFD members learning experience.
d) Coordinate enforcement of such training requirements and performance of L VFD
members with the LVFD Chief or his designee.
e) Provide a methodology for data collection for Quality Assurance purposes.
AUTHORITY AND CONTROL
5. It is understood by the parties to this Memorandum of Understanding (MOU) that
participating L VFD members will remain under the professional and administrative
controls of LVFD, and that they are, therefore, subject to the Standards of Conduct
thereof. L VFD members, while engaged in training or performing services in connection
with this MOU, do so within the course and scope of a volunteer and duties as members
of LVFD. LVFD members assigned under this MOU shall receive all remuneration from
the LVFD.
6. It is understood by the parties to this Memorandum of Understanding (MOU) that the
unit(s) assigned to LVFD remain the property of Monroe County Board of County
Commissioners. Any unit shall be made available for inspection as directed by the
Medical Director or designee, shall not be transferred or loaned to any other agency or
individual and notification shall be made to the Medical Director or designee if the unit(s)
are taken out of service by either L VFD or MCEMS.
7. Each department member participating in the training and use of AED's in a prehospital
emergency situation shall comply with the volunteer fire department Basic life Support,
Medical Director established, medical treatment protocols.
MAINTENANCE
8. Maintenance and quality assurance of the unit(s) will be the responsibility of MCEMS.
Immediate notification shall be made to the Medical Director or designee, appropriate
forms completed and forwarded to the Medical Director each time a unit is deemed in
need of repair.
LIABILITY
9. MCEMS and LVFD mutually agree to fully cooperate with the LVFD in the resolution of
any claims or lawsuits involving L VFD trainees which arise out of or under the MOU.

WITHDRAWAL
10. It is further understood and agreed that LVFD, upon notice from the Director of MCEMS,
that further participation by a LVFD member is not desirable, LVFD will withdraw such
student from participation in this specific learning experience with MCEMS. Since the
Layton Volunteer Chief or his designee retains the absolute right of control over LVFD
members, may at any time, for any reason withdrawaL VFD member from participation
in training pursuant to this MOU.
EFFECTIVE PERIOD
11. This agreement will commence on the date of execution and will continue indefinitely or
until terminated according to Paragraph twelve (12). MCEMS and the LVFD will review
this agreement annually incorporating changes required by statutes, Executive Orders,
or regulations. Such changes will be evidenced by a modification to this agreement or
by a superseding agreement. If the parties fail to agree on any such changes, the
agreement will be terminated.
TERMINA TION
12. Termination may be effected by either MCEMS or LVFD, upon thirty (30) days written
notice when deposited in the United States Postal Services mail, and directed to the
party to whom notice is being given, at the addresses set forth below:
