Item Background: This purchase is proposed to protect property rights and natural resources. The
subject property consists of 2.5 acres of tropical hardwood hammock and wetlands in Summerland
Estates subdivision on Summer/and Key. The property is zoned Suburban Residential (SR) and Native
Area (NA) and designated Residential Low (RL) and Residential Conservation (RC) on the Future Land
Use Map. The property is located in the National Key Deer Refuge. The owner of the property has
competed unsuccessfully in the ROGO for four years and is therefore eligible for administrative relief.
Funding for this purchase will come from the State's Preservation 2000 program, which will restrict
future use of the property to conservation and public recreation. The Land Authority's standard
purchase contract will be used, with the addition of language acknowledging that the transaction may
involve a tax deferred exchange by the Seller. The property's current assessed value is $11,687. The
agenda packet spreadsheet lists the legal description, purchase price, and closing costs for this
transaction.
Advisory Committee Action: On 5/24/00 the Advisory Committee voted 4/0 to approve a purchase
price of $40,000, which corresponds to the average appraised value assuming the property received a
ROGO allocation.
Previous Governing Board Action: The Governing Board has approved other purchases of this type.
