ITEM BACKGROUND: Approximately $70,000 of the Sanitary Wastewater Master Plan budget will not be committed. This is money that was intended for wastewater planning and originates from the DCA contract, which helped fund, the Wastewater Master Plan. Remaining dollars, already in the County's coffers, should be spent on related issues and programs. Since the Master Plan is complete at this time, and the Florida Keys Aqueduct Authority is in need of start up money for, the National Wastewater On-site Utility Demonstration Project, it is believed that the proposed contract revision is an appropriate use of the remaining dollars. Remaining tasks in the Master Plan will be eliminated. They consist primarily of funds made available to attend BOCC meetings and contingency components of the Master Plan process. Task XX of the current contract for completion of the Final Sanitary Wastewater Master Plan will be revised to provide funds for additional copies of the Plan (from 150 to 200 copies). Remaining funds will be used to complete initial project efforts for the FKAA On-site Utility Demonstration Project, and as part of that, to initiate new work at the Big Pine On-site Wastewater Demonstration Project. The total project cost is $5.1 million, which includes a requested federal grant of $3.8 million (75%) and a local match amount of $1.3 million (25%). The goal of this project is to develop an onsite wastewater treatment system (OWTS) management structure for those areas defined in the Monroe County Sanitary Wastewater Master Plan (MCSWMP) that will utilize On-site Wastewater Nutrient Reduction Systems (OWNRS) to meet the Horida Statutory Treatment standards established in the five-year Work Program for the Monroe County 2010 Comprehensive Plan. In addition, the NOWTDDP demonstration project will evaluate additional onsite treatment technologies at the Big Pine Key OWNRS test facility for FKAA consideration and implementation. The management structure and technologies will then be implemented in a demonstration project whereby up to 200 On-site Wastewater Systems in the Keys will be retrofitted with OWNRS and managed by the FKAA under the proposed management structure. The CH2MHill Contract Amendment before you reflects a task to provide preliminary assistance to the County and FKAA in preparing the documents and BCOOO711 07/14100 9:09 AM technology evaluation plan necessary to obtain the Federal grant from the NOWTDDP. It is assumed that this work will constitute part of the required 25% local match required for grant award. The source of funding left in the Master Plan contract at this point is entirely supplied through a Department of Community Affairs grant for the Wastewater Master Plan project. The Department of Community Affairs has provided concurrence on the proposed changes in the CH2MHill contract in order to complete the new task. Necessary contract changes reflect two things. First, staff has requested that 50 additional copies of the Master Plan (Volumes 1 & 2 only) be provided by CH2MHill to meet the demand seen for the draft Master Plan. The cost of the additional printings is $110 each (total $5,500). Second, revisions are shown to either delete unnecessary remaining components of the contract or to revise downward others where funds have not been completely expended (primarily funds for attendance at meetings or for provision of status reports). The result is that unexpended funds are provided for the new task, briefly described above. The following is a description of the task changes requested in the attached Contract Amendment. Aside from providing funding for additional copies of the Sanitary Wastewater Plan, all work for the additional task described above will be completed by Ayres and Associates under the CH2MHill Contract. Ayres is currently a Sub-contractor under the Master Plan contract. All physical work will be carried out by Damonn Anderson, Vice President of the firm. 2 CONTRACT CHANGES Task II Dla)(2)(a) Renamed only to provide consistency in task numbering. Funding changes: No monetary changes. Task II Dla)(2)(b) Public Outreach Component - Deleted as unnecessary at this time. Funds will be used on the new task. Funding changes: - $ 9,982 Task VIllA. 6. Review of new On-site Wastewater Treatment Systems technologies - Reduced in scope from six (6) to two (2) OWTS, such review is unnecessary at this time. The fust two OWTS systems were reviewed in early 1998, remaining funds will be used on the new task., Task XXII established below. Task II D1a)(2)(a) of the Contract is hereby amended to be Task II D1a)(2). 2. Task II D1a)(2)(b) of the Contract is eliminated. Funds for this task will be utilized to complete Subtasks XXII A and B as specified below. 3. Task VIllA. 6. of the Contract is hereby revised to require an Assessment of up to 2 OWTS Summary Reports as specified below: 6. During the 2-year study period, other OWTS treatment systems, or "black boxes", will be proposed from time to time. The Consultant will review and assess as many as two (2) "black boxes" when requested by Monroe County and provide a brief letter report for each "black box" assessed. Should it be the desire of the Board of County Commissioners to assess additional "black boxes," additional costs (separate from this Scope of Work) will be assessed on an hourly basis, predicated upon how much information is provided to the Consultant with which the Consultant can make an evaluation. a) At a minimum, the following information must be contained in the Consultant's report and evaluation of the "black box:" (1) The stage of development of each technology (research/experimental, prototype, commercially available); (2) The Wastewater Treatment performance (CBOD5, TSS, TN, TP, Bacteria) that each technology is capable of, especially under field conditions in the Florida Keys; (3) The range of flow for which technology is capable of meeting treatment levels identified above; (4) The residuals quantity and quality, and methods of residuals handling; SWMP850 0711 1/00 7:57 AM (5) The capital cost of technologies that could be expected if installed in the Florida Keys; (6) The estimated operation and maintenance costs of each technology; (7) The level of operation and monitoring required; (8) The site/implementation requirements; (9) The owner acceptance of technologies; and (10) A list of actual installations with performance data for each technology. As a Contract Deliverable as identified in Appendix B, the Consultant will submit a report for each "Black Box" reviewed. The Consultant may bill the County up to two (2) times, once for each "Black Box" reviewed, and therefore, each report submitted, at one half (1/2) of the cost specified in Subtask VIII. A. 6. in Appendix B. The Consultant will not receive payment for more than the maximum number of reports to be submitted. This Task is complete for two OWTS review documents. The original ,Task allowed the review of up to six (6) such review documents. Remaining funds from this task will be utilized to complete Subtasks XXII A and B, as specified below. 4. Task XV C8 of the Contract is hereby eliminated. Funds from this task will be utilized to complete Subtasks XXII A and B, as specified below. 5. Task XVI C of the Contract is hereby eliminated. Funds from this task will be utilized to complete Subtasks XXII A and B, as specified below. 6. Task XVI D of the Contract is hereby eliminated. Funds from this task will be utilized to complete Subtasks XXII A and B, as specified below. 7. Task XVIII A of the Contract is hereby revised to provide for attendance of the Consultant at up to five (5) SWMP T AC meetings as specified below: A. Over the course of the approximate 2-year contract, it is expected that the SWMP T AC will meet five (5) times, excluding decision analysis workshops. The Consultant will be required to attend each of these meetings. This is a Contract Deliverable. The consultant is required to meet with the SWMP T AC up to five (5) times. Upon delivery of a letter confmning attendance, the Consultant may bill the County for each meeting it attends up to five (5) at one fifth (1/5) the cost specified for Subtask XVIII. Task XVIII B 2. of the Contract is hereby revised to provide for attendance of the Consultant at up to two (2) special meetings of the BOCC as specified below: 2. The consultant is required to meet with the BOCC up to two (2) times in special session. Upon delivery of a letter confirming attendance, the Consultant may bill the County for each meeting it attends up to two (2) at one half (112) the cost specified for Subtask XVIII. 2. B. in Appendix B. This Task is complete, CH2MHill has held special meetings with the BOCC two individual times. The original Task allowed for up to four (4) special meetings with the BOCC. Remaining funds from this task will be utilized to complete Subtasks XXII A and B, as specified below. 9. Task XX of the Contract is revised to read as follows: A. As a Contract Deliverable as identified in Appendix B; based on the comments of the SWMP T AC, the WQPP SC, and the BOCC, the Consultant will provide 200 copies of the Final Sanitary Wastewater Master Plan to the County. Upon completion and delivery, the Consultant may bill the County for a one-time payment as specified for Subtask XX. in Appendix B. 10. Task XXI of the Contract is hereby revised for the Consultant to provide monthly or quarterly progress reports as specified below: Task XXI As a Contract Deliverable as identified in Appendix B; the Consultant will provide monthly reports to Monroe County for the fIrst nine months of the project and quarterly thereafter. Each report must provide progress updates on all Tasks which are under way during the preceding month or quarter, whichever is applicable. Upon completion and delivery, the Consultant may bill the County for each report that it provides up to eleven (11) at one eleventh (1/11) the cost specified for Subtask XXI. in Appendix B. SWMPS50 07/11100 7:57 AM 3 This Task is complete, CH2MHill has provided eleven progress reports during the contract period. The original Task allowed for up to fourteen (14) progress reports. Remaining funds from this task will be utilized to complete Subtasks XXII A and B, as specified below. 10.Add a new task, Task XXII as specified below: Task XXII Preliminary Assistance with the National Onsite Wastewater Treatment and Disposal Demonstration Project in the Florida Keys, Monroe County The consultant will provide the County and the Florida Keys Aqueduct Authority with Onsite Wastewater Treatment and Disposal system expertise necessary to obtain grant funding from the U.S. EPA for the National Onsite Wastewater Treatment and Disposal Demonstration Project (NOWTDDP). This task will include two major work efforts, which are outlined below. A. The consultant will assist FKAA and County staff in development of the formal work-plan to be submitted to EPA for award of the NOWTDDP grant. This effort will include assistance with the following work-plan elements: · Advanced technology testing · Economic feasibility/planning and development · System monitoring/maintenance/data analysis · Development of a central management database application · Legal issues · Education/training · Public Outreach · OWTS management costs/budgetJrates · Project schedule · Project budget The consultant will assist with development of draft work-plan language, review of draft documents, and attend meetings to finalize the work-plan for submittal. Up to 3 meetings in the Keys will be attended as part of this task. The Consultant will provide a one time Technical Memoranda outlining work on the effort and which generally provides all of the information developed and presented as a result of the work effort. SWMPS50 07/11100 7:57 AM 4 This is a one-time Contract Deliverable; upon completion and delivery the Consultant may bill the County for the entire amount specified for Subtask XXII. A. in Appendix B. B. The consultant will perform maintenance and operational activities at the Big Pine Key OWNRS test facility to maintain the facility and prepare for its use by the FKAA in the NOWTDD Project. This effort will include up to 3 trips to the OWNRS test facility for maintenance and repair as needed. The Consultant will provide a one time technical memoranda outlining efforts to restore service to the site and maintain or upgrade existing facilities. This is a one-time Contract Deliverable; upon completion and delivery the Consultant may bill the County for the entire amount specified for Subtask XXII. B. in Appendix B. 11.
