The cost would be at $1,800.00 each, for a total of$10,800.00. The State Bureau of Emergency Medical Services required a completed EMS County Grant Program Change Request form be submitted for their consideration. The Program Administrator has agreed that the paramedic training will improve and expand EMS and the request has been approved. PREVIOUS RELEVANT BOCC ACTION: On September 8,1999, Board adopted Resolution 390-1999, authorizing the Mayor to execute an EMS County Grant application to the State of Florida Department of Health, Bureau of Emergency Medical Services. This funding would allow six of our firefighters (at $1,800 per individual) to receive this needed training. It is our understanding that a program to be instituted by Miami-Dade Community College at a Marathon location beginning in September has space for additional participants in a paramedic program. Our isolated location in Key West, a shortage of paramedic personnel in our fire fighting force (we presently have one paramedic in the Key West Fire Department), an increasing number of tourists (our tourism count has grown from 3 million in 1995 to 3.5 million in 1999), as well as a permanent population of 28,000 (that the Key West Rescue - American Medical Response - is hard pressed to adequately service) all combine to reflect a dire need for additional paramedic capability in Key West. While thirty of the Key West fire fighting force are certified EMT, paramedic certification to provide BLS and ALS will increase our capability to better respond to emergency situations in our isolated location. The Key West Fire Department is establishing a five-year plan to train at least six firefighters a year to catch up with the need to have adequate paramedic personnel trained and available to meet the needs of our residents and growing tourist numbers. Upon receipt, the Florida EMS Office was contacted about the appropriateness of using county grant funds for initial paramedic training. They advised that such funds could be used as we saw fit, however a budget amendment would first be required. Accordingly, I have begun processing the documents necessary to amend the budget, including the preparation of a favorable recommendation to the Monroe County Board of County Commissioners for the project's funding. This will be presented to the Commission at its August meeting. I commend the City's initiative in establishing a five-year plan to train its fire fighters to become paramedics.
