ITEM BACKGROUND: The Board of County Commissioners has created the new Department of Administrative Services which basically consists of the former Departments of Human Resources and Office of Management and Budget. Roberts DOCUMENTATION: Included X- To Follow Not Required AGENDA ITEM #~^ DISPOSITION: CONFIRMATION OF THE ADMINISTRATOR'S APPOINTMENT OF SHEILA A. BARKER TO BE DIRECTOR OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES As part of the reorganization of the County, the Board of County Commissioners agreed with the recommendation of the County Administrator and created by Ordinance the new Department of Administrative Services. That Department consists of the former Department of Human Resources and Office of Management and Budget (minus the Information Systems section). The combination of these Departments will serve to make the overall administrative support functions of County government more efficient and effective and to reduce the number of department heads in the County. Ms. Sheila Barker has been employed by Monroe County since May of 1995. She began her employment as a Budget Manager in the Office of Management and Budget and was promoted to the position of Assistant Director later in that year. She serves with distinction as identified by her performance evaluations and participated in the modernization and professionalization of Monroe County's budget, which has now received two national awards. In December of 1997, Ms. Barker was appointed by the County Administrator and confirmed by the Board of County Commissioners to be the Director of Human Resources. She has served again with distinction in that position and has assisted in the very difficult process of downsizing and reorganizing the County government. Those efforts of course continue. In May of 2000, while she was Director of Human Resources, Ms. Barker was appointed to be Acting Director of the Office of Management and Budget after the resignation ofthe previous Director. She has worked to see the budget process through to this point and has assumed the responsibilities during a very difficult time to be of assistance to the County Administrator and the Board of County Commissioners. As both Human Resources Director and Acting Director of the Office of Management and Budget, Ms. Barker has helped to guide the detail aspects of reorganization and to help plan for those changes that are in process. Ms. Barker's background includes a Bachelor of Science in Business Administration from Northeast Missouri State University and a Master in Business Administration with a concentration in Finance from Rockhurst College in Missouri. She has served with major corporations as well as having been self-employed prior to coming to Monroe County. She now has substantial public and private sector experience, the combination of which should serve her well in the future. Ms. Barker continually strives to be supportive of the County's needs and to help find solutions. Her wide-ranging background and abilities should serve the County well into the future.
