Confirmation of the appointment of Ms. Ronda L. Norman to be Director of the Department of Code

ITEM BACKGROUND:
The current Director of Code Enforcement has resigned after years of productive service. The County
advertised in-house for applicants and one application was received from the Senior Code Enforcement
Inspector.

CONFIRMATION OF THE ADMINISTRATOR'S APPOINTMENT OF
RONDA L. NORMAN TO BE DIRECTOR OF THE
DEPARTMENT OF CODE ENFORCEMENT
The most recent Director of Code Enforcement has brought the Department a long
way during his tenure. Mr. Simmons gave the Department a new image by working with
individuals to obtain compliance rather than automatically taking people to a formal
enforcement process.
In reviewing this situation with his departure, it became obvious that the County
will be well served by utilizing the services of an in-house individual who would have the
knowledge of the Keys and experience in the County to take over the reins of the position
immediately without having an extended period for a learning curve.
In addition, it is important to recognize that with the possible incorporations in the
Lower Keys, there may be additional adjustments in the future concerning Code
Enforcement activities and staffing levels. Someone who has worked through the
previous incorporations would certainly have a knowledge base and a head start in being
of assistance to the County.
The County is fortunate to have found such a leader in our Senior Code
Enforcement Inspector, Ms. Ronda L. Norman. Ms. Norman has been in that position for
the past six years and has a~ned the respect and cooperation of her coworkers and the
public with whom she comes in contact. She has developed a reputation for being
cooperative and reasonable and for pursuing compliance before enforcement. She has
certainly been a fine representative of Monroe County government.
Ms. Norman's career includes some time as a Duty Officer/Dispatcher with the
Florida Marine Patrol. During those two and one half years, she had contact with citizens
with complaints and emergencies. She certainly learned how to relate to the citizens who
had problems and to be of assistance to them.
For over four years, Ms. Norman worked for the Monroe County Property
Appraiser where she learned much of the research procedures and the types of
information available that have helped her to be successful in Code Enforcement. Once
again, she was involved directly with citizens who had complaints and questions and
worked productively to resolve problems.
During Ms. Norman's time with Code Enforcement, she has participated in every
aspect of the job. Once again, she has done so in a very professional and productive
manner and has attained skills and knowledge that she will carry forth into the Director's
position.
Ms. Norman has attained through study and testing Level III Certification from
the Florida Association of Code Enforcement. This is the highest level available and
assists in qualifying her for the Director's position. Even though she technically does not
fully meet the education requirements, the attainment of the Level III Certification, her
six years exemplary experience with Code Enforcement, her four years of directly related
experience with the Property Appraiser, and her experience in dealing with people at all
levels, including at the Florida Marine Patrol, certainly serve to qualify her.
The Board of County' Commissioners is asked to confirm the Administrator's
appointment of Ms. Ronda L. Norman to the position of Director of Code Enforcement.
