Neugent Agenda Item Wording: Expand the scope of the Marine Resource Department to include a land management element as part of its responsibilities. Item Background: It should be recognized, by all commissioners, there is a complete lack of any land management element within county departments. Although we maintain hundreds of, if not thousands, acres in public trust we negligently allow them to sit unattended. Lands acquired with State and Federal funds have gone unmanaged in many ways since acquisition. Previous Relevant BOCC Action: V oted to eliminate the Marine Resource Department enabling ordinance. An agreement to move Marine Resource Department into Planning Department. Commissioner Recommendation: To revisit, for discussion purposes, and recommend that the Marine Resource Ordinance NOT be rescinded. . Move this department under the Community Service Division. Add as a component, land management to its responsibilities. After personally visiting with George Garrett, Kim McGee and Rich Jones, I am convinced this "TEAM" deserves the leadership that Mr. Malloch can provide. Neugent County Commissioner Marine Resources Department Talking points: There is a Keys-wide need for managing marine resource issues from a broader perspective. . Liaison to State and Federal Programs . Manage Channel Marking Program . Initiate local marine regulatory efforts, including current and upcommg harbor management projects . Manage Derelict Vessel Program . Provide Emergency Response - Hurricane Events . Marine Resources has a proven ability to get money. 1. There is a need for a Keys-wide marine policy perspective - Florida Keys National Marine Sanctuary. 2. Boaters should be able to see the same rules and resource protection strategies applied broadly across the Keys. 3. Increasingly the County is becoming involved in local management areas. The principle example is the Boot Key Harbor Management Area. a) Though the State and the federal government are poised to create a Keys- wide No Discharge Zone, it will be left to local government to effectively manage the principle areas of concern, such as those mentioned above. Marine Resources can assist in this process. 4. Marine Projects a) Marine Projects such as Derelict Vessel removal has been a prime function of the County for over 15 years. b) Other projects involving marine navigation. c) Marine Resources has a responsibility after storm events. 5. However, the Marine Projects has overseen both Boating Improvement Fund (BIF) dollars and grants for derelict vessel removal for some time.
