As 8 part of a growing coalition of local, state and national organizations we are

visitors here in the Keys.
AlthoUgh there are many financial strains on the community, the last straw is the
lad( of funding aS8istance for the mandated central sewage system fur Key
largo now, and ultimately the rest r:t the islands. The BoBrd of County
Commissionef5 of Monroe County has approved 8 contr8d to install sewers In
Key largo at the estimated cost of the pUblic of about S80 ",illien. 1lMt cost to
some or our limall local businesses will exceed $100 thousand fOt the IYstem
cJevelopment fee and un estimated S600 to $700 per month for the voIl.m8ric
merge. This will essentiully put many or them out of buSiness. AI, the mSicJenfiel
people will each be e"PtCted to pay $5.400 for the development fee and $24
doll8rt a month for the volumeric d1arge. If the residential people wvre going to

It is with deep sense of urgency that we write and ask for your attention and
assistance to a specific issue which threaten the very existence of business and
". wor1\ing people here in the Florida Keys.

visitors here in the Keys.
Although there are many financial strains on the community, the lalt Itraw is the
lack of funding assistance for the mandated central sewage system for Key
largo now. and ultimately the rest of the islands. The Board of County
Commissioners of Monroe County has approved a contruct to install S8W8fS in
Key Largo at the estimated cost of the public of about $80 million, The cost to
some of our $l1lalllocat businesses will exceed $100 thou58nd for the system
development fee and an estimated $600 to $700 per month far the votumeric
charge. This will essentially put many of them out of business. All the residential
people will each be expected to pay $5.400 for tho development fvu and $24
dollars a month for the volumeric charge, If the residential people were going to
finance the development fee their monthly sewer fee woufd be $57.
Without considerable Federal and State help this oould mean the failure of

We are writing to you today to enlist your support of Senate Bill 52711 as
proposed by Senator Bob Graham and Senator Connie Mack. We sincerely share
in the concern for the water quality of our Florida Keys waters, our coral reefs and
our marine ecosystem. The passing of this biff could provide much needed grants
for water Quality improvements.
The Board of County Commissioners of Monroe County have recently approved a
contract to install a central sewer system to serve the Key Largo community. This
contract was approved without any State or Federal funding in place and will
cause severe financial strains on our local businesses and our residents upon
Inception. We are concerned that without Federal and State funding many of our
businesses and rnidents may be forced to relocate out Of the Keys.

The members of Veterans of Foreign Wars, Upper Keys Post 10211 give their
wholehearted support to the Coalition for the Preservation of Affordable Living
Standards in the Florida Keys in their efforts to secure passage of Senate Bill
52711.
The Florida Keys already suffer the highest cost living in Florida. The State
mandated, unfunded, central sewage system in Key Largo will create a severe
financial burden on our Veteran population. Our membership consists of retirees
living on fixed incomes, workers in low to moderate paying jobs in the tourism!
service Industry, and smafl business owners. The housing costs now are high
enough that many of our members hold down multiple jobs just to meet basic
needs. At the same time business owners find It difficult to hold good employees
because housing costs drive them away.
As Veterans we have already proven our willingness to make sacrifices for tho
common good and support a central sewer system for Key Largo. Without
funding, the people of Key Largo will be facing an unfair financial burden. So we
the Veterans of Foreign Wars, Upper Keys Post 10211 respectfully request your
full support of Senate Sill 82711.

Recently the HOeC of Mom De County voted to approve a contract to install
sewers in Key Largo at the cost of approximately 80 million dollars. without f\mcting.
The results ofthU decision will be disastrous to many resident and small business
owners_ Many will leave the area and many businesses will be facing financial ruin.
My situation is not singular, Others arc facing the same. I am being mlUldatod by
the county to install a wastewater treatment system to moot current standards at a cost to
exceed $100.000,00. Then, I am to abandon it when the new sewers are put in and pay a
hook up fee or over $100,000,00 again, plus monthly fees in the $600.00 - $700.00
ranges. At the meeting of the BOCC when this decision was made, the biggest turnout of
any BOCC meeting was present. Some 90 people spoke and 75 ofthcm pleaded with the
BOCC to get funding first. but to no avail.
With FEMA threatening to rip out downstJrirs enclosures. where many of the
work forces in the Keys live. insurance rates for windstonn tripling and the sewer system
finances. we are looking at crippling our community.
I implore you to add or $uppon an addition to Senate Bill 582711 that win give
us funding fOf this sewer installation_

Dear Concerned Citizens.
We are writing to you because we need your support for a very worthy cause.
The Florida Keys residents, who include all wage earners, the business
community, veterans, civic group, retirees and the county elected
representatives, have oome together for a common cause.
We are trying to save our community and our homes. The cumulative effect of
mandates without funding. catastrophic increases for home insurance and
bureaucratic invasions of property rights are forcing the residents and business
community to leave the Keys.
We are asking your organization to join rhe coalition for the preservation of
affordable living standards and to support Senate Bill S2711 CQ-fponsorvd by
Senator Bill Graham and Senator Connie Mack.
This bill will provide Federal wastewater funds to the Keys community. Without
these Federal funds the whole Key Largo community will be forced to pay the
entire 80 million dollar project mandated by the state and county government. It
