Item irP9 IS one of Commissioner Williams add-on Items, scheduled for discussion on 9/2.0, I was at the meeting on 9/20 to personally deliver these remarks. The item was postponed sometime after spm on 9/20. In as much as I cannot attend on 9/21, i request these remarks not just be inserted into the record for Thursday 9/2.1 as is sometimes the BOCC custom, but rather be publicly read aloud by the county clerk for all commissioners and the public to hear, Commissioner 'VVilliams is bringing up the issue of water conservation due to impending potable water shortages facing South Florida and the Keys. As our South Florida Water 1\.lanagement liaison it is right she do so. n is more important, however, to note that as we enter this new millennium much of Florida is facing decades of water shortages -- much of it due to our burgeoning population. This is perhaps only the first Florida water conservation cry of the 21st century. It might becOlne an annual ritual. 'Vhat is ll10st shameful about this, is that this COlnmission has blatantly ignored the need for water conservation in it's recent water related efforts. 1 specifically mean wastewater efforts, The recent approval of the Key Largo wastewater treatment system only gave lip-service to the need for water conservation. We are proceeding with a seventy-plus million dollar plan and have not found the wisdom or nlonies to make sure lve reuse the treated water from this plant as is the practice in Sl") lIlan}' environnlentally conscious conuIlunities. Yes, water reuse is still an option in the Key Largo plan, But, due to economic and other constraints, a very unlikely option. COlluuissioners, you are to be cOllunended for recognizing this years need for water conservation. But at the same time you are to be condemned for not seizing the opportunity and making our need for wastewater treatment a conservation and envirolUl1ental victory.
