ITEM BACKGROUND: The Old Mariners Hospital has recently been acquired by Monroe County. The Florida Department of Environmental Protection requires a permitted wastewater treatment plant operator to maintain and operate the facility. Synagro Southeast Inc. was the contractor responsible at the Old Mariners Hospital, and should continue with Monroe County until competitive bids can be obtained PREVIOUS RELEVANT BOCC ACTION: None on this item. FL 33040 " Regarding: Proposal to Provide for scheduled Operations and Maintenance at the Old Mariners Hospital Waste Water Treatment Plant Dear Mr. Zarate, Synagro has enjoyed operating and maintaining the wastewater treatment plant at the old Mariners Hospital for many years and we look forward to many more years of service under the new plant ownership of the Monroe County Public Works Division ("MCPWD"). Enclosed herewith is our proposal to continue to provide for wastewater treatment services at that plant. TIle operational requirements of the plant are defined in Permit Number FLAO 14994-00 I-DW3P from the Florida Department of Environmental Protection, which was issued on November 19, 1998 and expir,es on Nov~mber 18,2003. The plant is pennitted at 0.040 million gallons per day (MGD) and is Category III, Class C plant. I. Synagro will staff the plant with a Class C or higher operator for 5 days per week for 1/2 hour per day and a weekend visit, and a certified operator shall be on call during periods the plant is unattended per permit requirements. 2. Operator will maintain a plant log containing all daily monitoring and operational activities. 3. Operator will perform operating field tests as necessary such as the chlorine residual and pH during each visit. 4. Operator will observe plant balance and record daily flow on the plant effluent during each visit. 5. Operator will provide for operational surveillance and adjustment to maximize wastewater plant efficiency during each visit. 6. Operator will oil and/or lubricate all mechanical components as per manufacturer's specifications and requirements. 7. Operator will provide general housekeeping of the plant such as washdowns and removal of floating debris to maintain plant cleanliness and prevent blockages of the plant system. 8. Operator will provide for laboratory testing as required by the pennit including Total Suspended Solids (TSS), Carbonaceous Biochemical Oxygen Demand (CBOD), Fecal Colifonn, Total Nitrogen, and Total Phosphorus. Process control testing will be perfonned as needed at no additional cost. 9. Operator will prepare and submit all required reports to the regulatory agencies with copies to the MCPWD. Operator will recommend work to be done by MCPWD or outside maintenance and repair entities, and review billings and recommend any adjustments for work completed. II. Synagro will protect the interest of the MCPWD by providing Workman's Compensation Insurance, Liability Insurance, Pollution Insurance, and Auto Liability Insurance. Synagro's fees for the above mentioned services (tlle in scope services) will be $770 per month, billed in arrears. Listed below are tlle out of scope services, which Synagro would be happy to provide for tlle MCPWD at an additional cost. I. Cost of chemicals (including chlorine, polymers, lime stabilizers, enzymes, micro-organisms, etc.), which vary with usage. 2. Cost of equipment replacement and parts and/or rcpair. The need for such equipment replacemcnt and parts and/or repair shall be inunediately reported to tlle MCPWD. 3. Cost ofbiosolids (sludge) removal, which will vary with usage. 4. Cost of annual biosolids (sludge) testing ifrequired. 5. Cost of mowing or yard maintenance of grounds. 6. Cost of unclogging/cleaning lift station pumps. 7. Cost of painting or coating tlle plant. 8. Cost of labor for emergency service calls. 9. Cost of annual flow calibrations. 10. Any changes in the service requirements oftlle plant due to modifications of the pennit oftlle plant subsequent to the date of tItis proposal. Synagro's fees for the out of scope services will be $45 per hour for labor, $0.174 per gallon for biosolids (sludge) removal, and Cost plus 20% for materials, equipment, parts, and supplies.
