AGENDA ITEM WORDING: Approval to issue a purchase order to Synagro Southeast, Inc. to operate

month basis, until a competitive bid process to maintain the facility is established.
ITEM BACKGROUND: Synagro Southeast Inc. proposed to provide the operations and maintenance
services for the wastewater treatment plant for a total of $1,800.00 per year ($150.00 per montll). These
services should continue until competitive bids can be obtained.

Regarding:
Proposal to Provide for Operations and Maintenance of the Waste Water
Treatment Plant located at Key Largo Community Park
Dear Mr. Zarate,
Synagro is pleased to offer the following proposal to the Monroe County Public Works
Division ("MCPWD") to provide for the operations and maintenance of the waste water
treatment plant located at the Key Largo Community Park.
We have met with Tom Evans of Tom Evans Environmental, Inc., who was the vendor
that supplied the treatment plant to the Key Largo Community Park. We are very
familiar with the operational needs of the treatment plant and we have reviewed the
specifics of the job site thoroughly. Synagro has the expertise, personnel and desire to
effectively operate and maintain the treatment plant at the Key Largo Community Park.
Synagro's scope of services that were provided in the past were the following:
1. Collection of effluent quality samples on a semi-annual basis,
2. Laboratory analysis of the samples for CBOD, TSS, and fecal coliform
3. Written reports submitted to the county Health Department
Synagro's fees for the above mentioned services were $500 per year. You have requested
a proposal from Synagro to incrcase our scope of services to include routine maintenance
required to service rotating mechanical equipment, and structural components. For an
additional $1,300 per year ($1,800 per year combined) Synagro would be happy to
provide for a weekly sitc visit and incrcasc our scope of scrvices to includc routinc
maintenance.
Routine maintenance will not include replacement of mechanical parts or rcmoval of
sludge or any other types of major repairs. Routine maintenance is meant to mean
greasing and oiling parts and a general inspection of the opcrational condition of the plant
to ensure the plant is operating to thc specifications of the manufacturer.
