AGENDA ITEM WORDING: Approval to advertise for a Request for Qualifications for Architectural
Services for the renovation of the Mariner's Hospital Building in Plantation Key, Florida.
ITEM BACKGROUND: To secure professional services for the renovation of the one-story building for
the New Sheriffs offices, State Health Department, and Public Defender's Offices.
PREVIOUS RELEVANT BOCC ACTION: February 28, 2000, motion was made and approved
unamimously to approve the contract to purchase the Old Mariner's Hospital which includes a 60 day walk
away provision and an additional 30 days to close the transaction and with the closing being contingent
upon the buyer verifying through the Village of Islamorada that the subject property may be utilized for the
Sheriffs Office, Health Department and Public Defender.

REQUEST FOR PROFESSIONAL SERVICES
REQUIREMENTS FOR SUBMISSION
DESIGN, CONTRACT DOCUMENTS, AND PROJECT ADMINISTRATION
For the Renovation of the Old Mariner's Hospital Building
Plantation Key, Florida
Pursuant to Section 287.055, Florida Statutes, notice is hereby given that the Board of
County Commissioners of Monroe County is accepting letters of interest and statements
of qualifications from Architectural/Engineering firms experienced in design, contract
documents, and project administration of government office facilities.
The project consists of the planning design, contract documents, and project
administration, for the renovation and conversion of the 27,500 s.f. Old Mariner's
Hospital Building into County Offices for Monroe County Sheriffs offices; State
Department of Health; Public Defender's Offices and several office agencies.
Professional services shall include, but not be limited to: Preparation and completion of
the design program for space requirements and relationships, schematic design, design
development, preparation of contract documents for bids, preparation and advertisement
for Request for Bids, tabulation and review of bids, recommendation of contract awards,
cost estimating during design and document preparation, administration of contract
documents, consultation and on-site inspections during construction, recommend
approval of contractor invoices, preparation and submittal of permit applications, zoning
applications and presentations to the County Commission.
The submittal must be accompanied by the firm's detailed statement of qualifications and
current USGSA form 254 and 255, and any additional information which addresses the
presentation of the firms qualifications. The areas of consideration for selecting the most
qualified firm for the project include but are not limited to:

Recent experience of individuals and firm on similar scope and size projects.
Organization.
Schedule and availability.
Past performance record.
Office location.
Monroe County experiences.

Only those firms or individuals submitting letters of interest and statements of
qualifications which meet the requirements herein specified, will be considered
regardless of past contracts with Monroe County or other agencies.
A selection committee will be developed consisting of the County Administrator or his
designee, the Public Works Director or his designee, the Sheriff or his designee, the
Construction Manager, the County Engineer or his designee. The selection committee
will develop a short list of the most qualified firms and invite them to appear before the
Board of County Commissioners for a 10 minute presentation at the Board of County
Commissioner's meeting.
Monroe County will automatically reject the proposal of any person or affiliate who
appears on the convicted list prepared Py the Department of General Services, State of
Florida, under Sec. 287.133 (3)(d), Florida Statute (1989).
In accordance with Florida Statutes 287.055(1), Monroe County declares that all or
portions of the documents and work papers prepared pursuant to this request shall be
subject to reuse by the County.
Monroe County reserves the right to reject any or all proposals, to waive irregularities
and informalities in any or all proposals, and to re-advertise for qualifications.
Bidders will be evaluated and selected under the competitive selection procedure' of
Florida Statute 287.055. In accordance with Florida Statute 287.055(4)(b), please do not
submit proposals for compensation.
A committee consisting of the County Purchasing Director, the County Attorney, and the
Construction Manager will meet and open sealed proposals at the Monroe County
Purchasing Department, 5100 College Road, Public Service Building, Cross Wing #002,
Stock Island, Key West, Florida.
Seven (7) submittals two (2) signed originals and five (5) copies must be in the hands of
the Monroe County Purchasing Director on or before

record, historic preservation background, record of litigation involving the
firm, record of experience with Monroe County and location of office
working on this project.

GENERAL INFORMATION:

The site is located on the north side of High Point Road across from the
County Courthouse in Plantation Key. A site plan has been attached to
the request proposal for you review.
The project includes the re-roofing of the existing one story emu building,
the modification of the existing mechanical and electrical systems, the
rework of the existing entry ways, the upgrading of the existing sewer
treatment plant, and the reworking of the drives and parking areas. Interior
renovation of the one story building approximately 27,500 square feet is to
modify the existing hospital space into County offices. Additionally there
are three 25' x 50' metal buildings on site which are to be used as storage.
This facility is to be designed to house the Monroe County Sheriffs
Offices, the State Department of Health, and the Public Defenders Office,
and several small agencies to be determine at a later date. The following
is a break down of the spaces:

Total
The State Health Department interior renovation will not be included in the
project. The State has secured the services of a separate architectural
firm. Coordination will be required between the two firms.
An Asbestos report on the facility has been completed by Mariner's
Hospital and will be made available to the awarded firm.
The facility is to be operational during emergency conditions. Therefore,
the existing emergency generator will remain in operation.
As a county owned building, the facility is to meet Category 5 hurricane
wind load.

The Architectural Fee will be based on a 7.5% of the construction cost.
