This work will be completed shortly; the necessary improvements will enable users to complete their applications and accept awards in a more efficient fashion. We intend to open the 30-day application period on August 24, 2000 and close it on September 22, 2000 at 5:00pm, Eastern Daylight Time (EDT). All applications for FY2000 funding must be made within this 30 calendar day period. Please check this page for additional updates on the FY 2000 application cycle. LLEBG FY 2000 Update, July 14, 2000 The Bureau of Justice Assistance (BJA) will open the Fiscal Year (FY) 2000 Local Law Enforcement Block Grants (LLEBG) Program 30 day application period on August 14, 2000, and close it on September 12,2000 at 5:00PM Eastem Daylight Time (EDT). Please read the following message from the BJA Director and click on each hyperlink below for important instructions on how to complete and submit your FY 2000 LLEBG application. We recommend printing these screens, because they contain information that will help you navigate through the FY 2000 LLEBG application process. Also included below is updated guidance regarding the FY 1999 LLEBG Program. The new LLEBG GMS allows you to access both your FY 1999 and FY 2000 LLEBG grants at one centralized location. (To print, click on "File" on your browser's menu bar at the top of the screen and select the "Print..." option.) Message from the BJA Director: August 24, 2000 The launching of the newly revised Intemet-based, end-to-end, paperless grants process for the LLEBG Program marks another milestone for the Bureau of Justice Assistance (BJA) and our constituents. This improved user-friendly approach literally places LLEBG applicants' fingertips on all of the information needed to apply for, receive, and administer FY 2000 LLEBG funding. The on-line application process is available for completion for a four week period that begins today, August 24,2000, and ends September 22,2000. Our primary goal is to provide you with responses to any questions you might have in an accurate and timely fashion. Therefore, the web application interface screens are user friendly and backed up by an integrated technical-programmatic help function staffed by the Office of Justice Program's Information Resources Management Division and program staff within the State and Local Assistance Division of BJA. Once fully developed, the LLEBG Grants Management System will also provide all information needed for grantees to report on and even close out their LLEBG grants. As with all innovations, our conversion to the modern environment of e- government requires a period of adjustment. Confirm your jurisdiction is eligible to apply for FY 2000 funds by locating it on the FY 2000 Eliaibility List. If your jurisdiction is not listed, then it is not eligible to receive FY 2000 funds directly from BJA. You may contact your State Administrative Agency to determine if you are eligible to receive funds directly from your state. 2. Before proceeding to the FY 1999 and FY 2000 LLEBG GMS, you must read the following guidance: For FY 1999 Grantees Only: For First-Time Users Only: If your jurisdiction has never applied for an LLEBG grant via the GMS, you must click on "Create New Account" once you arrive at the first screen. Follow the instructions on the screen to create an LLEBG usemame and password for your jurisdiction. All users should bookmark the new LLEBG GMS site to allow you to easily retum to the login screen. The new LLEBG GMS allows you to complete all of the steps required to submit your FY 2000 LLEBG application in one easy-to-follow process. As a reminder, only the Chief Executive Officer (CEO) of your jurisdiction (e.g., Mayor, City Manager, County Commissioner, etc.) or the official program contact who is designated by the CEO, may apply for LLEBG funds from BJA. Remember, the LLEBG GMS also allows you to access all sections of your FY 1999 LLEBG award. To help prepare you, here are some items you will be asked on the FY 2000 LLEBG application: 1. Your jurisdiction's Public Safety Officers' Health Benefits (PSOHB) Provision compliance status. 2.
