Report on stewardship activities on property owned by Monroe County and the Land Authority.
ITEM BACKGROUND:
Chris Bergh, Chairman of the Florida Keys Invasive Exotics Task Force, will brief the Board on
projects to remove invasive exotics from properties owned by Monroe County and the Land Authority.
The first three projects will be overseen by the US Fish and Wildlife Service and funded by grants from
the Florida Department of Environmental Protection. These projects will be located on Big Pine Kev.
A fourth project will be conducted by The Nature Conservancy and funded by a private donor, the
Department of Community Affairs, and the National Fish and Wildlife Foundation. This fourth project
will take place on parcels purchased by the County with Florida Communities Trust grants throughout
the Keys.
PREVIOUS REVELANT BOCC ACTION:
On 10/18/95, the BOCC entered into a land management agreement with the US Fish and Wildlife
Service for the removal of invasive exotic vegetation on County properties purchased with FCT grants
within National Wildlife Refuge boundaries.

Project Goals
This site is infested by rapidly expanding populations of invasive exotic plant species, primarily
Brazilian pepper (Schinus terebinthifo/ius) and Australian Pine (Casurina spp.) also present. This
project will control all species listed above throughout the entire project site.
Proiect Location: The site is a mixture of un-platted acreage parcels located on Big Pine Key
south US-I, and also publicly-owned properties in Tropical Key Colony, Big Pine Key, Inc., Pine
Key Yacht Club Estates, Kinercha, and Pine Key Acres subdivisions (see attached maps and tables
showinRlocation and description of properties). These properties were purchased through the
state C.A.R.L. program, The South Florida Water Management Save Our Rivers program, the
U.S. Fish and Wildlife Service, and the Monroe Land Authority to provide essential habitat for the
endangered Key deer and top preserve the globally-endangered pine rockland habitat.

Proiect Description: Ownership of the lots targeted or this project are public, with the State of
Florida and the U.S. Fish and Wildlife Service as the primary owners. The lands are managed by
the U.S. Fish and Wildlife Service as part of the National Key Deer Wildlife Refuge
headquartered on Big Pine Key and the Cupon Bight Aquatic Preserve managed through the
Florida DEP Aquatic Preserves program (see attached maps and tables showing location and
description of properties).
Work Specifications: Work performance will consist offurnishing all labor, equipment, and
supplies (including herbicide and adjuvants), and performing all operations for controlling exotic
plants listed under "Project Goals" using techniques described under "Work Specifications."
The site manager shall be notified by the contractor prior to entering the work-site. A ground
crew supervisor, employed by the contractor, will be present whenever work on the site is
underway.
Ground crew supervisors will be responsible for all plant control activities on project sites and
safety. Ground crew supervisors will be pesticide applicators possessing current certification by
the Florida Department of Agriculture and Consumer Services (DACS). A copy of each
supervisor's DACS certification will be provided to the site manager prior to initiation of
on-site supervisory duties.
Ground crew supervisors will be responsible for the collection, recording, and timely submission
of all data and reports required. At montWy intervals and at the completion of initial treatments
and site reassessment, a report will be submitted to the site manager detailing sites treated,
number and size of plants killed, and type of treatment used.
Only exotic plant species listed under "Project Goals" will be treated. Every effort shall be made
by the contractor to avoid damage to native vegetation or wildlife. The contractor is responsible
for the control and/or removal of all exotic plant species listed under "Project Goals" and that
includes mature trees/shrubs, saplings, and seedlings.
Only the methods described below may be used for herbicide application. Vegetation will either
be mulched with the chips to be taken off-site or treated in place and left standing (see detailed
specifications above and refer to attached maps and table. Vegetation to be mulched with the
chips to be taken off-site include those locations where falling trees pose a hazard to roadways or
personal property, or where large dead trees will be offensive to adjacent residence. The site
manager will direct the contractor on where chips may be spread on the site.
Vegetation left standing: Vegetation may be treated and left standing on those lots so
designated in the attached tables. However, under no circumstances shall Australian pines
over 10 feet in height be treated an left standing where they are within 30 feet ofa
roadway. Any areas where the contractor is uncertain as to a distance from a roadway
should be field verified with the project manager.
Basal herbicide applications may be used to treat Brazilian pepper and Australian Pine
with Garlon 4 herbicide solution in JLB Oil Plus Improved (or an equivalent vegetable oil
carrier). A red dye will be used to make identification of treated stems easier. Basal
applications will be as follows: Each treated plant application will begin at a height not
less than 6 times the plant's basal diameter, but not exceeding 18 inches. Herbicide will be
applied according to label rates and requirements using a low pressure spray to minimize
spatter, drift, and non-target damage.
Ve2:etation to be chipped:. Vegetation is to be chipped on those lots so designated in
the attached tables. Any areas where the contractor is uncertain as to a property line or
distance from a roadway should be field verified with the project manager. Any disputes
with an property owners should be referred to the project manager.
Cut stump applications with Garlon 3A may be used to treat Australian pine and Brazilian
pepper stumps. A blue spray pattern indicator (such as Bulls-Eye or Blazon Blue) will be
added to make identification of treated stumps easier. Cut stump applications will be as
follows: ground stems will be severed using either a chain saw or a by-pass blade lopper or
by-pass blade pruning shears. Stumps will not exceed 4 inches in height. The cut surface
will be level to minimize herbicide runoff prior to absorption. Use of machete or ax for
stump preparation is not acceptable. Within one minute of stump preparation, an
application of Garlon 3A herbicide will be made. Herbicide will be applied according to
label rates and requirements and in a manner that will minimize non-target damage.
All chips will be removes off-site to a location approved by the project manager. Under
no circumstances will the contractor offer free "mulch" to the public, or make any
arrangements to dispose of the chips in any means not previously agreed to by the site
manager. When in doubt of what to do with vegetation chips, refer to the site manager.
The contractor will strictly adhere to all herbicide label application, precautionary, and
safety statements.
Public Relations: Because this project involves working in close-quarters with existing
businesses and single-family residences, the contractor will conduct work in such a manner as to
cause as little disruption to the neighborhood as possible. This will include working only between
8:00 am and 6:00 pm in residential areas, and not conducting any chipping activities or chain saw
operation in residential areas on Sunday. Remote parcels not adjacent to residences may be
worked-on at any time. The crew supervisor will be on-site whenever work in being conducted.
All crew will be expected to conduct themselves in a professional and courteous manner and
generally behave in a manner respectful of the neighborhood.
Data Collection: The ground crew supervisor shall be responsible for collecting the following
data: treatment date, treatment location, number of trees/plants treated, herbicide volume used,
number of hours worked, and weather conditions. This data will be recorded on the "Daily
Report Form" attached as Exhibit 1.
Inspections: The site manager reseIVes the right to inspect, at any time, the contractor's
procedures, spray system(s), spray solution(s), and other ancillary equipment, and to approve
operating personnel. Inspection, however, will not relieve the contractor of any obligations or
responsibilities nor will it transfer any liability to the lands listed under "Project Location. "
Other Requirements and Provisions: All herbicide treatments shall be at least 90-100%
effective in preventing re-sprout of treated trees/shrubs. If90-100% kill rate is not achieved for
any area of the project after 2 months following project completion, one additional thorough
treatment of the plant species listed under "Project Goals" in the project area will be the
responsibility of the contractor.
Additional tree/shrub treatment or removal and debris removal may be added to the project by
mutual agreement as field conditions warrant and funds permit. The price for such extra work will
be figured and agreed upon based on bid calculations for similar designated tasks.
The successful bidder agrees to commence work within ten (10) days of the notice to proceed on
assigned projects and agrees to be available on a continuous basis within the contract period to
complete work as specified herein.
Project Time Frame: The project will entail initial treatment and additional re-treatment (if
needed) ofland listed under Project Description and delineated on the Project Maps and
Project Tables, and will conclude with the contractor providing written notification to the Site
Manager. Work shall begin approximately . All invoices for work completed will be
submitted to the Florida Department of Environmental Protection by
Tropfcal Key Colony, E1ig Pine I<:ey, Inc, and
several Pine f<ey Acres

Project Goals

project will control these species throughout the entire project site (see attached maps and tables

Proiect Location: The site parcels of conservation lands located on Big Pine Key along the US-
I corridor through Big Pine Key. These properties were purchased by the U.S. Fish and Wildlife
Service, the Florida C.A.R.L. program, and the Monroe Land Authority to provide essential
habitat for the endangered Key deer.
Project Description: Ownership of the lots targeted or this project are public, with the State of
Florida, U.S. Fish and Wildlife Service, and Monroe County the primary owners. The lands are
managed by the U.S. Fish and Wildlife Service as part of the National Key Deer Wildlife Refuge
headquartered on Big Pine Key and the Coupon Bight Aquatic Preserve.
US-l Parcels: A total of22 parcels totaling 55 acres are proposed for exotic removal.
The attached table and map illustrate the locations of the parcels and the specific
treatments for each parcel along US-I. Treatments involves removal of all exotic
vegetation. Chips may be left on-site, but must be placed on the site at the stie managers
discretion.

Port Pine Heights, Koehn's, Long Beach Estates, and Bahia Shores Subdivisions:
Approximately 300 individual lots totaling approximately 50 acres are proposed for exotic
removal. The attached map illustrate the locations of the parcels. Treatments involves removal of
all exotic vegetation. Chips may be left on-site, but must be placed on the site at the site . ,
managers discretion.
Work Specifications: Work performance will consist offumishing all labor, equipment, and
supplies (including herbicide and adjuvants), and performing all operations for controlling exotic
plants listed under "Project Goals" using techniques described under "Work Specifications."
The site manager shall be notified by the contractor one-week prior to entering the work-site. A
ground crew supervisor, employed by the contractor, will be present whenever work on the site is
underway.
Ground crew supervisors will be responsible for all plant control activities on project sites and
safety. Ground crew supervisors will be pesticide applicators possessing current certification by
the Florida Department of Agriculture and Consumer Services (DACS). A copy of each
supervisor's DACS certification will be provided to the site manager prior to initiation of
on-site supervisory duties.
Ground crew supervisors will be responsible for the collection, recording, and timely submission
of all data and reports required. At montWy intervals and at the completion of initial treatments
and site reassessment, a report will be submitted to the site manager detailing sites treated,
number and size of plants killed, and type of treatment used.
Only exotic plant species listed under "Project Goals" will be treated. Every effort shall be made
by the contractor to avoid damage to native vegetation or wildlife. The contractor is responsible
for the control and/or removal of all exotic plant species listed under "Project Goals" and that
includes mature trees/shrubs, saplings, and seedlings.
Only the methods described below may be used for herbicide application. Vegetation will be
mulched with the chips left on-site and placed at the site managers discretion. Vegetation to be
mulched include those locations where falling trees pose a hazard to roadways or personal
property, or where large dead trees will be offensive to adjacent residence. The site manager will
direct the contractor on where chips may be spread on the site. Under no circumstances will the
contractor offer free "mulch" to the public, or make any arrangements to dispose of the chips in
any means not previously agreed to by the site manager. When in doubt of what to do with
vegetation chips, refer to the site manager. Any areas where the contractor is uncertain as to a
property line or distance from a roadway should be field verified with the project manager. Any
disputes with an property owners should be referred to the project manager.
Cut stump applications with Garlon 3A may be used to treat Australian pine and Brazilian pepper
stumps. A blue spray pattern indicator (such as Bulls-Eye or Blazon Blue) will be added to make
identification of treated stumps easier. Cut stump applications will be as follows: ground stems
will be severed using either a chain saw pr a by-pass blade lopper or by-pass blade pruning shears.
Stumps will not exceed 4 inches in height. The cut surface will be level to minimize herbicide
runoff prior to absorption. Use of machete or ax for stump preparation is not acceptable. Within
one minute of stump preparation, an application of Garlon 3A herbicide will be made. Herbicide
will be applied according to label rates and requirements and in a ri1annei that will minimize'
non-target damage.
The contractor will strictly adhere to all herbicide label application, precautionary, and safety
statements.
Public Relations: Because this project involves working in close-quarters with existing
businesses and single-family residences, the contractor will conduct work in such a manner as to
cause as little disruption to the neighborhood as possible. This will include working only between
8:00 am and 6:00 pm in residential areas, and not conducting any chipping activities or chain saw
operation in residential areas on Sunday. Remote parcels not adjacent to residences may be
worked-on at any time. The crew supervisor will be on-site whenever work in being conducted.
All crew will be expected to conduct themselves in a professional and courteous manner and
generally behave in a manner respectful of the neighborhood and community.
Data Collection: The ground crew supervisor shall be responsible for collecting the following
data: treatment date, treatment location, number of trees/plants treated, herbicide volume used,
number of hours worked, and weather conditions. This data will be recorded on the "Daily
Report Form"attached as Exhibit 1.
Inspections: The site manager reserves the right to inspect, at any time, the contractor's
procedures, spray system(s), spray solution(s), and other ancillary equipment, and to approve
operating personnel. Inspection, however, will not relieve the contractor of any obligations or
responsibilities nor will it transfer any liability to the lands listed under "Project Location."
Other Requirements and Provisions: All herbicide treatments shall be at least 90-100%
effective in preventing re-sprout of treated trees/shrubs. If 90-100% kill rate is not achieved for
any area of the project after 2 months following project completion, one additional thorough
treatment of the plant species listed under "Project Goals" in the project area will be the
responsibility of the contractor.
Additional tree/shrub treatment or removal and debris removal may be added to the project by
mutual agreement as field conditions warrant and funds permit. The price for such extra work will
be figured and agreed upon based on bid calculations for similar designated tasks.
The successful bidder agrees to commence work within ten (10) days of the notice to proceed on
assigned projects and agrees to be available on a continuous basis within the contract period to
complete work as specified herein.
Project Time Frame: The project will entail initial treatment and additional re-treatment (if
needed) ofland listed under Project Description and delineated on the Project Maps and
Project Tables, and will conclude with the contractor providing written notification to the Site
Manager. Work shall begin approximately . All invoices for
work completed will be submitted to the Florida Department of Environmental Protection by
