Item Background: This purchase is proposed to protect property rights and natural resources. Part of Long Beach Estates subdivision on Big Pine Key is zoned Improved Subdivision (IS), designated Residential Medium (RM) on the Future Land Use Map, and located in the National Key Deer Refuge. The vegetation on these lots includes beach berm, tropical hardwood hammock, and wetlands. The shoreline is a turtle-nesting beach. Restrictions imposed by the Comprehensive Plan on this area include negative points under the rate of growth ordinance (ROGO), a limitation of 8 dwelling units per year for the Big Pine/No Name Key area, and level of service requirements that have resulted in a building moratorium for traffic-generating development. Additionally, this property has been in the ROGO competition for four years. Funding for this purchase will come from the State's Preservation 2000 program, which will restrict future use of the property to conservation and public recreation. The Land Authority's standard purchase contract will be used, with the Seller agreeing to pay $5,050 toward the removal of trash and fallen trees from the property.
