Agenda Item Wording: Approval to add properties to the Acquisition List - Halcyon Trailer Park in
Palm Villa subdivision.
Item Background: This addition to the Acquisition List is proposed to provide land for the development
of affordable housing (homeownership) in partnership with Habitat for Humanity. The subject property
consists of Lots 1-15 in Palm Villa subdivision on Big Pine Key. The property is zoned Improved
Subdivision (IS) and Urban Residential Mobile Home (URM), The site was previously developed with a
mixture of residential and transient uses totaling 40 units, Known as the Halcyon Trailer Park, the
structures were severely damaged in Hurricane Georges. As indicated in the attached documentation,
the development rights associated with the redevelopment of this property now include the rights to 1)
build 15 single-family homes exempt from ROGO on site; and 2) transfer up to 25 transferable ROGO
exemptions (TREs) to a location off Big Pine Key. Of the 25 TREs, 11 units must be developed as
residential and 14 could be either affordable or transient. Habitat for Humanity proposes to build and
sell 15 single-family homes as affordable housing on the property and transfer the 25 TREs for
affordable housing to a site yet to be determined.
The addition of property to the Acquisition List is a preliminary, non-binding step indicating the Board's
desire to pursue acquisition. Further Board action is required before the Land Authority could purchase
the subject property.
Advisory Committee Action: On 9/27/00 the Advisory Committee voted 5/0 to approve adding the
property to the acquisition list.

Dear Banks:
After careful consideration of the events of the past eighteen months, review of the
documentation submitted, review of official records and in response to the Planning Commission's
direction of August 2, 2000, this letter shall outline the development potential and opportunities for
the referenced property.
Prior to the destruction of the duplexes and the recreational vehicles, it is agreed that the
trailer park consisted of 20 mobile homes, 3 duplexes, and 14 recreational vehicle spaces. The
Planning Commission determined that the recreational vehicles shall not be considered
permanent residential dwelling units; however, their status as transient residential dwelling units is
valid. Appropriate evidence was submitted to substantiate that the 20 mobile homes and 3
duplexes were used as permanent residential dwelling units.
I, Redevelopment of the Property
Lots 1 through 15 of Palm Villa may be redeveloped with single family homes at the rate of
one home per lot provided all other applicable provisions of the Monroe County Code are
met. The remaining 11 permanent residential dwelling units (20 + 6 - 15) can be
transferred off Big Pine as a Transferrable ROGO Exemptions (TRE) in accordance with
the Monroe County Board of County Commissioners (BOCC) Ordinance 034-2000 as
affordable housing units. The 14 recreational vehicle spaces are considered transient
units and can be transferred in accordance with BOCC Ordinance 034-2000 either as
transient units or as affordable housing units,
The construction of the 15 single-family homes can be completed as-of-right. Demolition
permits are required for the structures remaining on the property.

II. Halycon Trailer Park
The existing use as a trailer park can be continued. As principal dwelling units the 20
mobile homes can remain and be replaced on a one-for-one basis, However, the mobile
homes must be replaced within the existing footprint and are subject to applicable Florida
Department of Health and Rehabilitative Services (HRS) codes, the Monroe County Fire
Marshal's requirements and all other applicable Monroe County Codes. The 14
recreational vehicle spaces can remain and be used for transient residential occupancy,
Recreational vehicle tenancies are limited to six months by the Monroe County Code.
Recreational vehicles must remain road ready and cannot be permanently attached to the
ground.
It has been determined that the three duplexes were used as permanent residential
dwelling units and can be replaced, However, attached residential dwelling un-its are not
permitted structures in this land use district. Therefore, these dwelling units may be
impossible to replace on site without a lengthy review process and re-platting of the site.

I am a resident of Big Pine Key and a member of the Board of Directors of the Tropical
Bay Homeowners Association. Please be advised that this letter is not written with the
sanction ofthe Tropical Bay Homeowners Association but is rather a letter expressing
my opinions as a citizen of Big Pine Key.
I recently attended a meeting of the Monroe County Planning Commission in order to
protest the request by the owners of Halcyon Trailer Park to designate the Park as having
development rights for 40 units. At this meeting I learned that the Habitat for Humanities
was proposing to redevelop the property with 15 single-family affordable housing units.
They also indicated that if approved they would transfer the balance of the units to
another site that they have on Stock Island for additional affordable housing to be
developed there.
I wish to go on record as wholeheartedly supporting the proposed redevelopment. The
area desperately needs affordable housing and unlike previous proposals this one meets
that goal. The trailer park is currently a mess and in need of replacement. This proposal
improves the property and does not increase density. The proposed redevelopment is
consistent with the type and style of homes in the area and will improve the
neighborhood while providing truly affordable housing. I urge you to approve this
proposal as quickly as possible.
