Agenda Item Wording: Approval to add properties to the Acquisition List - Tavernier Greenspace
proposal.
Item Background: This addition to the Acquisition List is proposed to protect community character and
open space in Tavernier. The Tavernier Community Association has submitted a list of proposed
acquisitions in 16 different sites ranging from the Tavernier Creek area at mile marker 91 up to mile
marker 95.5. For some sites the proposal is an expansion of the Land Authority's prior acquisition
efforts to resolve property rights issues (Palma Sola, Harris Ocean Park Estates, and Bay Haven
subdivisions). Other sites, such as the three offshore islands (Tavernier Key, Dove Key, and Rodriquez
Key) and the Community Harbor site, would involve new types of acquisitions and corresponding land
management issues. The Tavernier Community Association has indicated a willingness to assist with
the management of acquired properties and has a history of doing so on the County's Settlers Park
property. The Tavernier Community Association proposes that the Land Authority purchase the sites
with Preservation 2000 funding available from the State, with the understanding that future use of the
properties would then be restricted to conservation and recreational uses.
The addition of property to the Acquisition List is a preliminary, non-binding step indicating the Board's
desire to pursue acquisition. Further Board action is required before the Land Authority could purchase
the subject property.
Advisory Committee Action: On 9/27/00 the Advisory Committee voted 5/0 to approve adding the
property to the acquisition list, with the caveat that the proposal may need revisions after additional
review.

Florida Commtmities Trust Funds for Island of Key Largo properties
The Tavernier Community Association is pleased that unanticipated Florida Communities Trust Funds
will soon be available to acquire preservation lands in Monroe County. We feel that directing a large
portion of that funding to the Island of Key Largo is appropriate considering the possible impact of the
future Key Largo Central Sewer system.
Our Board of Directors was polled for support in requesting some of those funds be directed toward
purchasing properties in the Tavernier area. The support was Im:mimous. Toward that end, we have
attad1ed a list of specific properties we request be considered for future purchase with FCI'F funds.
TCA's prioritized 'wish list' was gathered from our Board and general membership, the Old Tavernier
Neigbbothood Assn. membership and several other residents throughout the community. I remind you
that the TCA Board includes leaders from five distinct divisions of the entire town and a portion of the
'Greenbelt' (Hammer Point north for a few miles.) This list reflects the diversity of that membership.
We have included native and residential properties on which it is impossible or extremely difficult to
build and buildable residential properties that might be retained for greenspace. We have tried to avoid or
have directed to the bottom of the list any larger properties that might more appropriately be acquired
through CARL purchases. We have avoided properties in subdivisions that directly abut built properties
and, with one excq:>t.ion (MU), commercial properties. In addition, lots already listed by the colIDty as
"known buildable lots for dedication" were not included.
Topping our list is Tavernier Key, a revered site for local residents. Also on the list are Dove and
Rodriquez Keys. We understand that a management plan would need to be created before purchasing
these islands. I believe you will find that this commtmity, in concert with active participation by the
county and other agencies, will stand ready to assist in any way within our means. The support we have
gotten from the community has been overwhelming on this issue.
