AGENDA ITEM WORDING: A public hearing to consider a DCA Transmittal Resolution to amend the
Monroe County Year 2010 Comprehensive Plan adding a Cultural Resources Element consisting of a new Goal
1501 and subsequent Objectives and Policies.
ITEM BACKGROUND: This transmittal hearing is one of two public hearings required for amendments to the
Monroe County Year 2010 Comprehensive Plan. This proposed amendment will be transmitted to the
Department of Community Affairs for review. A second public hearing will be held so that the BOCC can adopt
the ordinance. The Development Review Committee heard the item on July 13, 2000 and recommended
approval. The Planning Commission heard the item on both September 27, 2000 and October 11, 2000 and
recommended approval. After public input, staff and the Planning Commission recommend adoption of this
ordinance containing the proposed amendment.
PREVIOUS RELEVANT BOARD ACTION: The Monroe County Council of the Arts Corporation prepared a
Cultural Planning Report in November 1998 outlining a profile and need analysis of the Keys Arts Community,
which was approved by the Monroe County Board of County Commissioners on December 8, 1999.

PROPOSED TEXT AMENDMENT
ADDING A CULTURAL RESOURCES ELEMENT AND GOAL 1501
TO THE MONROE COUNTY YEAR 2010 COMPREHENSIVE PLAN
This amendment is an initiative of the Monroe County Board of County
Commissioners and the Monroe County Planning Department. The Monroe County
Board of County Commissioners in 1993 and 1994 directed the development of a
cultural plan for Monroe County. The Board recognized the importance of arts in
Monroe County when it designated the Monroe County Council of the Arts
Corporation as the official local arts agency for Monroe County through Resolution
H134-1997.
The Monroe County Planning Department developed this Cultural Resources Element
with Goal 1501, in response to the BOCC. This Cultural Resources Element with its
included Goal will provide the necessary means for implementation of a Cultural Plan
for the residents and visitors of Monroe County.
The Monroe County Planning Department determined that an amendment to the
Monroe County Year 2010 Comprehensive Plan as the appropriate measure to address
the current deficiencies in the Monroe County Year 20 I 0 Comprehensive Plan.

BOARD OF COUNTY COMMISSIONERS
TRANSMITTING TO THE DEPARTMENT OF
COMMUNITY AFFAIRS THE REQUEST FILED BY
THE PLANNING AND ENVIRONMENTAL
RESOURCES DEPARTMENT TO AMEND THE
MONROE COUNTY YEAR 2010 COMPREHENSIVE
PLAN TO INCLUDE A CULTURAL RESOURCES
ELEMENT CONSISTING OF NEW GOAL 1501 AND
SUBSEQUENT OBJECTIVES AND POLICIES.
WHEREAS, the Monroe County Board of County Commissioners held a
public hearing for the purposes of considering the transmittal to the Florida
Department of Community Affairs, for review and comment, of a proposed
amendment to the Monroe County Year 2010 Comprehensive Plan adding a
Cultural Resources Element consisting of new Goal 1501 and subsequent
Objectives and Policies; and
WHEREAS, the Planning Commission and the Monroe County Board of
County Commissioners support the requested Monroe County Year 2010
Comprehensive plan amendment; and
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA THAT:
Section 1. The Board of County Commissioners does hereby adopt the
recommendation of the Planning Commission pursuant to the attached draft
ordinance (marked as Exhibit 1) for adoption of the Monroe County Year 2010
Comprehensive Plan; and
Section 2. The Board of County Commissioners does hereby transmit the
proposed amendment as part of the first (1st) set of Comprehensive Plan
amendments for 2001 to the Florida Department of Community Mfairs for review
and comment in accordance with the provisions of Sections 163.3184 and
380.0552, Florida Statues; and
Section 3. The Monroe County Staff is given authority to prepare and submit the
required transmittal letter and supporting documents for the proposed amendment
in accordance with the requirement of 9J-l1.006 of the Florida Administrative
Code; and

Section 4. The Clerk of the Board is hereby directed to forward copy of this
resolution to the Director of Planning and Environmental Resources.

COMMISSIONERS OF AN AMENDMENT TO THE
MONROE COUNTY YEAR 2010 COMPREHENSIVE PLAN
TO INCLUDE A CULTURAL RESOURCES ELEMENT
WHEREAS, the Monroe County Planning Commission, during regular meetings
on September 27, 2000 and October 11, 2000, conducted a public hearing on a
proposed amendment to the Monroe County Year 2010 Comprehensive Plan adding a
Cultural Resources Element consisting of a new Goal 1501 and subsequent
Objectives and Policies; and
WHEREAS, In 1993 and 1994 the Monroe County Board of County
Commissioners directed the development of a cultural plan for Monroe County; and
WHEREAS, The Monroe County Board of County Commissioners recognized
the importance of arts in Monroe County when it designated the Monroe County
Council of the Arts Corporation as the official local arts agency for Monroe County

WHEREAS, The Monroe County Year 2010 Comprehensive Plan currently does
not provide specific Goals, Objectives. or Policies supporting Cultural Resources; and
WHEREAS, Planning Commission made the following conclusions:
1. This text amendment is the appropriate action for Monroe County to ensure the
protection of cultural resources within Monroe County. The proposed text
amendment supports Goal 101 of the Monroe County Year 2010 Comprehensive

Plan, directing the County to enhance the quality of life of County residents and
visitors.
2. The proposed text amendment is not in conflict with the existing Goals, Objectives,
and Policies of the Monroe County Year 2010 Comprehensive Plan.
4. The proposed text amendment supports Chapters 163 and 380 of the Florida State
Statutes.
NOW THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION
OF MONROE COUNTY, FLORIDA, to recommend to the Board of County
Commissioners APPROV AL of the proposed text amendment to the Monroe County
Year 2010 Comprehensive Plan adding a Cultural Resources Element to the Plan as
follows:
GOAL 1501
Monroe County shall provide accessibility. stewardship. and cooperative facilitation in
protectine and fosterine cultural activities and resources to enhance the Quality of life for
County citizens and visitors.
Obiective 1501.1
Monroe County shall ensure that arts opportunities and knowledge of cultural
resources are available to County citizens and visitors.
Policv 1501.1.1
Monroe County shall support and encourage the development of local
cultural oreanizations. facilities. and services that are dedicated to unique
and significant cultural themes.
Policv 1501.1.2
Monroe County shall ensure local cultural organizations. facilities. and
services are readily accessible to its citizens and visitors wherever feasible.
Obiective 1501.2
Monroe County shall be a steward of cultural resources.
Policv 1501.2.1
Monroe County shall maintain a current list of cultural facilities within the
county.

Monroe County shall promote the availability of art and culture for
Monroe County citizens and visitors through the use of public buildines

WHEREAS, the Monroe County Development Review Committee, during a
regular meeting held on August 9, 2000, conducted a review and consideration of the
request filed by The Monroe County Planning Department to amend the Monroe
County Year 2010 Comprehensive Plan adding a Cultural Resources Element consisting
of new Goal 1501 and subsequent Objectives and Policies; and
WHEREAS, the Development Review Committee examined the
following information:
1. The staff report prepared by Pat Small, Planner, dated February 9, 2000; and
2. Comments made by the Development Review Committee; and
WHEREAS, the Development Review Committee made the following findings:
1. In 1993 and 1994 the Monroe County Board of County Commissioners directed the
development of a cultural plan for Monroe County.
2. The Monroe County Board of County Commissioners recognized the importance of
arts in Monroe County when it designated the Monroe County Council of the Arts
Corporation as the official local arts agency for Monroe County through Resolution
#134-1997.
3. The Monroe County Council of the Arts Corporation prepared a Cultural Planning
Report in November 1998 outlining a profile and needs analysis of the Keys arts
community.
4. The Monroe County Board of County Commissioners approved the Monroe County
Council of the Arts Cultural Planning Report on December 8, 1999.
5. The role of the Monroe County Council of the Arts Corporation is to implement
cultural policy.

6. Goal 101 of the Monroe County Year 2010 Comprehensive Plan directs the County
to manage future growth, to enhance the quality of life, ensure the safety of County
residents and visitors, and protect valuable natural resources.
7. The Monroe County Year 2010 Comprehensive Plan currently does not provide
specific Goals, Objectives, or Policies supporting Cultural Resources.
8. Mayor Shirley Freeman and the Monroe County Council of the Arts requested an
amendment to the Monroe County Year 2010 Comprehensive Plan supporting a
Cultural Resources Element.
9. The Monroe County Planning Department prepared a new Goal and subsequent
related Objectives and Policies to add a Cultural Resource Element to the Monroe
County Year 2010 Comprehensive Plan.
10. The proposed amendment to the Monroe County Year 2010 Comprehensive Plan
does not conflict with any of the existing Goals, Objectives, or Policies currently in
the Comprehensive Plan.
11. According to Section 9J-5 of the Florida Administrative Code, the proposed
amendment to the Monroe County Year 2010 Comprehensive Plan would be
regarded as an optional element in the Comprehensive Plan.
12. Section 9J-5 of the Florida Administrative Code listing criteria for Comprehensive
Plan amendments does not set out criteria for optional elements in Comprehensive
Plans.
13. According to Section 163.3177 of the Florida State Statutes, coordination of
Comprehensive Plan elements shall be a major objective of the planning process.
14. The proposed amendment to the Monroe County Year 2010 Comprehensive Plan
supports Goal 101 of the Comprehensive Plan, directing the County to enhance the
quality of life of County residents and visitors.
15. Chapter 380 of the Florida State Statutes outlines Principles for Guiding
Development.
16. The proposed amendment to the Monroe County Year 2010 Comprehensive Plan is
consistent with the Principles for Guiding Development listed in Chapter 380 of the
Florida State Statutes; and
WHEREAS, the Development Review Committee made the following

protection of cultural resources within Monroe County.
2. The proposed text amendment supports the Monroe County Year 2010

and Policies of the Monroe County Year 2010 Comprehensive Plan.
4. The proposed text amendment supports Chapters 163 and 380 of the Florida State
Statutes.
NOW THEREFORE, BE IT RESOLVED BY THE DEVELOPMENT
