ITEM BACKGROUND: These funds were not used this past season because there were not enough applicants for the funds. We will have more of these funds coming into the county if we support the ability of the municipalities to qualify for this funding.. IN ORDER TO AUTHORIZE MUNICIPALITIES TO APPLY FOR PRESERVATION 2000 AREA OF CRITICAL STATE CONCERN PROGRAM GRANTS-AND TO ELIMINATE THE MATCH REQUIREMENT FOR " SMALL MUNICIPALITIES. WHEREAS, Rule 9K-5.003(3), FAC, authorizes counties, but not municipalities, to apply for Preservation 2000 Area of Critical State Concern Program (ACSCP) grants, thereby forcing any municipality within the Florida Keys Critical Area to depend on the County to apply for ACSCP grants for any land purchases in that municipality; and WHEREAS, such a procedure is unwieldy and cumbersome; and WHEREAS, the Preservation 2000 ACSCP grants also require a local government match; and WHEREAS, due to the high monetary values of real estate in the Florida Keys, a match requirement often creates an economic barrier that a small municipality cannot overcome; NOW, THEREFORE, BE IT RESOLVED BY BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: Section I: The legislature of the State of Florida is hereby requested during its 200 I session to amend the Preservation 2000 ACSCP statute, Sec. 259.101(3)<<;) F.S., expanding eligibility so as to allow municipalities to apply directly for Preservation 2000 ACSCP grants, and eliminating the requirement of a local cash match for municipalities with a population ofIess than 10,000. Section 2: Copies of this resolution are to be sent to the County's legislative delegation, Mr. Steven M. Seibert (Chairman of the Florida Communities Trust), and the city manager of each municipality. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County at a meeting of said body hold on the 21st day of November, A.D., 2000. END
