AGENDA ITEM WORDING: Approval of an Unmet-Needs request authorized by the
State Emergency Management Unmet-Needs Office to install Emergency Generators in
two Keys Churches (St. Justin in Key Largo and San Pedro in Tavernier) using Unmet-
Needs funds authorized by FEMA as a result of Hurricane Georges' in 1998.
ITEM BACKGROUND: This project is being sponsored by the Unmet Needs Coalition of
Monroe County, with Mr. Keith Douglass as the Project Facilitator and Coordinator. This
project has been authorized by Mr. Miles Anderson, State Unmet-Needs Coordinator,
using designated Un met-Needs funding allocated to the Monroe County Not for Profit
Agencies as previously approved by the SOCC. A Memorandum of Understanding
(MOU) and a Hold Harmless agreement will be executed by both Churches with Monroe
County to authorize the installation and use of the emergency generators. The
generators will be utilized by the two churches to provide emergency power and
assistance to Monroe County citizens in times of disasters impacting the County in the
Upper Keys. The St Justin's generator estimated cost is $49,750 and San Pedro's
generator cost is $73,080.88 respectively. With SOCC authorization the two generators
will be installed in the next few months using authorized Unmet-Needs/FEMA funding.
PREVIOUS RELEVANT BOCC ACTION: Authorization to fund various Non-profit
projects in Monroe County with Unmet-Needs funding from Hurricane Georges', not to
exceed a ceiling of $1,000,000, (one Million Dollars) as authorized by the SOCC.

As the County Attorney's office requested, I am
indicating to you my reason for abstaining from voting
on bulk item F.19:
Approval of an Unmet-Needs request authorized
by the State Emergency Management Unmet-
Needs Office to install emergency generators in
two Keys churches (St. Justin in Key Largo and
San Pedro in Tavernier) using Unmet-Needs
funds authorized by FEMA as a result of
Hurricane Georges in 1998.
My reason for not voting is that for the last year I have
voluntarily advised St, Justin's Church on the
feasibility of installing a generator on the property.
