"piggy-backing" bid of another organization which meets our budget and r 1'13 v specifications. ~ c.T1 a . ITEM BACKGROUND: The date of the bid opening was September 13, 2000. Five bidders responded for the 1000 Gallon Pumper as follows: Hall Mark Fire Apparatus in the amount of $347,596.00, Pierce Manufacturing in the amount of $337,742.00, Ferrara Fire Apparatus, Inc. in the amount of $326,900.00, Luverne Fire Apparatus, Inc. in the amount of$321,880.78, and American Lafrance in the amount of$325,083.00. The lowest bid of$321,880.78 exceeds our budget, and all five vendors failed to meet the specifications completely. Five bidders responded for the 1500 Gallon Pumper as follows: Hall Mark Fire Apparatus in the amount of $353,550.00, Pierce Manufacturing in the amount of $342,530.00, Ferrara Fire Apparatus, Inc. in the amount of $333,900.00, Luverne Fire Apparatus, Inc. in the amount of$325,915.35, and American Lafrance in the amount of$331,387.00. The lowest bid of$325,915.35 exceeds our budget, and all five vendors failed to meet the specifications completely. PREVIOUS RELEVANT BOCC ACTION: The purchase of these three apparatus was approved during the FY 2000 budget process. STAFF RECOMMENDATION: Recommend approval to reject bids and research the possibility of "piggy- backing" bid of another organization which meets our specifications and budget, and bring back to board for approval. All of the bids for the approved fire apparatus replacements have been received and opened. All five manufacturers who presented a bid to Monroe County have bid over the approved amount. In addition, all of the bids have not confonned to the apparatus specifications in some form. We do not recommend reopening the bid process due to the time involved and possibility of additional price increases- The cost of purchasing fire apparatus has apparently increased industry-wide since our initial request in 1998. We have also been infonned that industry price increascs will take place in December of this year. Weare requesting at this time that you approach the Board and recommend that they authorize the increase requited to purchase the much-needed tnlck without further delay. This incrt2Sc will not have an impact on District 6 fire and ambulance taxes this fiscal year. We would also be willing to explore the possibility of "piggybacking" another fire departments apparatus contract. This action would be much faster than the bid process and "possibly" allow us to obtain better pricing on acceptable apparatus. Another possibility to consider for offsetting some of the cost is to sell the old fire appaIatuS rather than turning them in to the County for use at the Training Facility as was previously planned. Our recommendation, in conclusion. would be approval for thc increase necessary to purchase the fue truck with the understanding that we will attempt to "piggyback" on another fire departments contract if possible. As a fire apparatus repair technician I have worked on trucks manufactured by this company, I was not impressed by the quality of workmanship used to build the trucks. The trucks I am referring to were build in 1995 and sold to Broward County. They were tanker pumpers with HME chassis and Luverne bodies. The problems encountered ranged from minor electrical to thing such as the hose bed doors flying open at highway speed. Over alii found the fit and finish of these trucks poor and I my opinion would not recommend the purchase of trucks from this manufacturer.
