ITEM BACKGROUND: Each year, the BOCC considers appointments of Commissioners to various boards, committees, liaison activities, etc. PREVIOUS REVELANT BOCC ACTION: At the December 4, 1994 BOCC meeting, the Board passed and approved Resolution 447-1994 outlining the policy of assigning County Commissioners to the various duties. If two or more Commissioners prefer the same appointment, the Administrator shall list the conflicting preferences for resolution by the Board at the public meeting. December - Neugent VARIOUS OTHER APPOINTMENTS/NOTES Florida Association of Counties Board of Directors Commissioner Reich was active with the Florida Association of Counties and had been selected to be on the Board of Directors with a term to expire in 2002. Since she is no longer on the Board of County Commissioners, F AC has informed the County that you may appoint a Commissioner to complete Commissioner Reich's term on the Board of Directors. Please see the attached letter from the Executive Director of the F AC. (,U m S . Healtb Care CoalitionlRural Health Network Previous Commissioners: Commissioners Freeman and Reich Need to appoint two Commissioners to this Coalition to replace previous Commissioners, terms have no expiration date N G- / 5 Monroe County Arts Council Commissioner Freeman acted as the liaison to the Arts Council. The Arts Council is requesting the Board's approval to reappoint a Commissioner to this position even though it is not a mandatory position and to add this appointment to the annual appointments of Commissioners to various duties chart. ,111 C Alliance for Alrin2 Commissioner Reich served as the Board of County Commissioners' representative to the Alliance for Aging, an agency which dispenses funds for programs for the aging for Dade and Monroe Counties. In the past, there has been serious discussion about cutting funding from Monroe County. There have been battles in which Commissioner Reich participated actively to protect and restore some funding. Apparently, the rules no longer require that the County have a Commissioner as a representative to this Board. The three from Monroe County are appointed by the Board. Two remaining members are Henry Bikofsky and Julia Pranschke. We are reminded by the Executive Director of the Alliance for Aging that they wish to recommend the reappointment of Dr. Jose Sanchez since the Bylaws state "at least three of the Board members shall reside in Monroe County." It is my recommendation to the Board of County Commissioners that a Commissioner be appointed also to sit on the Board and for that wish to be communicated strongly to the Alliance for Aging. This is not intended to be a replacement for Dr. Sanchez but an addition. Because of the funding battles that we have had over the last couple of years, it would be appropriate to have a member of the Board of County Commissioners at the table. .l( .l'l o. , Florida Coalition of Coastal Communities - (Included on Chart) l -(" J 0 The Board of County Commissioners determined to join a new County's advocacy group called the Florida Coalition of Coastal Communities. This was formed to provide a information and lobbying effort in Tallahassee in reference to issues that were common to many, if not all, coastal counties. Commissioner Reich was appointed to be our representative. The annual dues are $9,600. If the County is to continue in this Coalition, there needs to be a Commissioner appointed. Apparently, Commissioner Reich stated that she did not see much value in our membership to this organization. That is difficult to determine since we have not received much in the way of reports from their activities. The question for the Board is whether we should stay active and, if so, appoint a new Commissioner and see if over the next year there are issues and activities of importance to Monroe County or whether we should decline to continue our participation. BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, as follows: Section 1.) By October 15 of each year the County Administrator shall distribute to the County Commissioners a list of upcoming vacancies on the various committees, boards and councils. Each Commissioner shall then submit his or her preferred committee, board or council appointments to the Adminis~rator. The Administrator shall next prepare a tentative appointment list for approval at the Board's December meeting. If two or more Commissioners prefer the same appointment, the Administrator shall list the conflicting preferences for resolution by the Board at the public meeting. Section 2.l This Resolution does not apply to appointments to committees, boards, or councils whose enabling legislation requires the appointment of a specific Commissioner. As such, the Board of County Commissioners in Monroe County is hereby requested to identify a replacement to complete her two-year term ending in 2002. The Florida Association of Counties' By-Laws requires the Executive Director to notify the Chair of the Board of County Commissioners of the corresponding district in which a vacancy on the FAC Board of Directors exists. Furthermore, in accordance with the By- Laws, the Executive Director must request that the county fill the vacancy within 30 days of receipt of correspondence. If the county chooses not to fill the vacancy, then the President of the Association is directed to appoint a commissioner from the district to fill the vacancy.
