AGENDA ITEM WORDING: Approval of resolution relevant to wastewater treatment on
Conch and Duck Keys: To transfer wastewater treatment facility at Hawk's Cay to the
County and on to FKAA as soon as FKAA has determined that the site is adequate for
the necessary expansion.
ITEM BACKGROUND:
The County is soon to receive FEMA funds to allow for the establishment of affordable central
sewage for the island of Conch Key. There are, however, a couple of issues that need to be
reconci14before the FKAA is able to progress:
(1) Part of the DRI agreement that allowed the development of Hawk's Cay was an agreement
that the resort would transfer its wastewater treatment facility to the County but we only have
one year from the adoption of the Wastewater Master Plan (this took place in May, 2000). We
need to move forward on the transfer of ownership of those facilities. This facility is able to
treat Conch Key without expansion and our transferring the facility from the County to the
FKAA will represent significant savings now for the citizens of Conch Key AND later for the
citizens of Duck Key. The DRI was executed in 1996.
When the DRI agreement was executed, Advanced Wastewater Treatment was not a
requirement. The plan was to expand the WWTP in the future to serve Duck Key based on
the secondary treatment standards that were in effect. At no time was it ever considered that
a 300,000 gallon per day AWT plant might need to be situated on Hawk's Cay's Utility Island
to meet the new standards and there is some question as to whether there is sufficient land
available. FKAA will determine if the facility site is adequate so that the County can move
forward with acquisition.
PREVIOUS RELEVANT BOCC ACTION: Passed DRI for Hawk's Cay in 1996.
Accepted Wastewater Master Plan in May, 2000.
