AGENDA ITEM WORDING: Discussion, additions, and approval of shared goals for our 2001 governing season.
ITEM BACKGROUND: In November of ever- year, the Board of Monroe County Commissioners convenes,
makes appointments, schedules meetings, and >ets off on a new year. This year, I am suggesting that we formulate a
list of goals upon which we have mutual consensus, (that no one disagrees withl )- and examine our progress as the
year proceeds and next November, when we reformulate our list of goals. Attached is a list of items upon which I'm
hopeful we will have that consensus I know I haven't covered everything, so I look forward to hearing what you
think.
PREVIOUS RELEVANT BOCC ACTION: The BOCC considered this item in November, but wished to revisit it,
with additional comments from other BOCC members, at the December meeting of the BOCC in Marathon.

The following are a set of goals that Pvc love to have your suggestions. additions,
deletions, etc. concerning. I've culled them limn, areas of concern for me_ the former
Commission_ and what I could glean from your statements on issues as you ran for office.

(For those of you who are not yet familiar with the CommuniKeys program; this
is a series of public forums that take place in each area of the Keys, which will
present to us the community's consensus, to the extent that there is one, for future
direction for their community. We've thus far had a great turn -out for the
beginning of this process in the Big Pine Key area, and are starting up the next
area in Tavernier.)

K) Set up a budget workshop in for us to get together and discuss our goals for
the year. Traditionally, we have met individually with the County Administrator
in the spring, at the start of the budget season, to discuss our issues. With the
budget being such a concern for so many of us, it seems wiser for us to get
together.
F) Work to streamline the building permit process without spitting on the Comp
Plan: offer more consistent, faster and more reliable service. Set up a means for
measurement of progress.
G) Find ways to make ROGO points more accessible to the less wealthy so that newconstruction is more possible for the working people of the county:
While we have made some progress on this is in the past two years, there are a
host of additional steps we could consider this year, including points or portions
of points for xeriscaped native landscaping (and perhaps for not lining yards with
plastic, or not using exotics), for clearing less of a property than allowed, etc.
I 1) Get a grant program in place to keep wastewater projects fi-om driving out any of
our citizens.
1) Relocate the provision of municipal services into areas actually served.
.I) Move the offices ofCounty Commissioners into the district served (with approval
of the impacted County Commissioner)
K ) Continue our work to address the affordable housing crisis, including
consideration of tieing affordable housing to future commercial development,
avoiding gentrification of the existing affordable housing stock, redeveloping
existing properties f& af'lordablc housing, etc. Make sure we break ground on our
Key Largo affordable housing project this year.
L) Address the issue of the commercial moratorium to provide some support and

M) Renew our conunitmcnt to the expenditure of Infrastructure Sales -fax funds to
benefit unincorporated Momoc County.
Note: it was a cause of L)r, �i had feeling in recent incorporation efforts that so
little of the Infrastructure Tax funds from the last Infrastructure Sales "fax
were used to benefit the unincorporated efforts but were, rather, used to build up
County government and the Jail. The former Commission vowed to commit to the
expenditure of IST funds in unincorporated Monroe and I think it would be lovely
for this Commission to reiterate that commitment.

In response to Commissioner William's agenda item on shared goals for 2001,1
respectfully submit the following list of goals:
01. Review FEMA mandate as to our downstairs enclosures and postpone for 90 days the
implementation of the January 1 date for inspection of all Monroe County downstairs
enclosures. Judge Payne's ruling and the possibility of flood proofing downstairs
enclosures have changed the impact that an inspection program can achieve. We
must also remove all "A" zones from this inspection process to preserve our
affordable housing and protect our economic vitality.
2. Create a county government that is efficient and responsive to the citizens it serves.
This can be accomplished by using good business practices.
S 3. Sharing of State infrastructure in a manner that will insure that each area of
unincorporated Monroe County receives its share of funds the same way the
municipalities do. The County could maintain a five year balance program so that
one area could borrow from another area for capital projects and pay the loaning area
back within the five year period.
0.4. Use all the power of the County Commission, State, and Federal Representatives and
Senators and the President of the United States to find matching funds for our waste
water projects.
0.5. Move forward with affordable housing using land trusts, private investment and
Habitat for Humanity to provide housing for our teachers, police, fire fighters, tourist
industry workers, and our children graduating from highschool who are entering the
work force.

6. Set up an extensive post card permit system that will provide homeowners and
contractors with a reasonable way to complete small projects in an efficient manner.
This would also create a level playing field for licensed contractors to compete with
unlicensed contractors.
7. Provide relief to existing business by reviewing existing 2010 Comp Plans to allow
for reconstruction on existing footprints. This would enable the County to begin the
process of revitilizing the appearance of U.S. #1.
0 8. Move office of County Commissioners into the area that they serve.
� "9. Begin the process of providing a meeting place and county offices in the Upper Keys
similar to those in Marathon and Key West. It is imperative that the Upper Keys
receive the same infrastructure that the Middle and Lower keys have access to.
is `-"10. Relocate Public Works out of cities into areas of unincorporated Monroe County that
they serve.
11. Level the playing field on ROGO points by giving a high rating to homes with less
than 1500 square feet. This will make the system fair and provide additional low cost
housing.
® 12. Create a County Commission liaison with our State Representative to provide for the
efficient flow of grant money that is available to Monroe County.
• 13. Hold unstaffed but announced County Commission meetings each quarter at locations
requested by the citizens. These could be held in the evening or Saturday morning.
