ITEM BACKGROUND: The Certified Local Government (CLG) program, sponsored by the National Park Service and the State Historic Preservation office, is a national program to recognize local historic preservation programs and to provide uniform standards for such efforts. Participating Governments are eligible for State and Federal historic preservation grants and for technical assistance. Policy 104.3.3 of the 2010 Comprehensive Plan directs the County to apply for designation as a Certified Local Government. PREVIOUS RELEVANT BOARD ACTION: On June 9, 1999, the Commission adopted revised Land Development Regulations, constituting a Historic Preservation Ordinance, Section 9.5..45.3 (15) includes direction to prepare a Certified Local Government application. In recommending members for the Historic Preservation COT~ssion, the Historic Florida Keys Foundation was careful to nominate those who would fulfill the CLG requirements and complement each other'~ contributions. The biggest challenge to this goal has been finding educated, qualified professiona15 -- who are l~,ited in number and are often busy with many other commitments -- who are also willing to take on a long-term, public commitment to this sprawling county's historic preservation prog~am. It was a very high priority to find an architect to serve, but two professionals in that field declined being appointed (due to heavy workloads and other commitments) before we found one who was willing and able. We are also very fortunate to have a Ph. D.- trained archaeologist on the board, who also is the Historic Preservation Planner for the City of Key West. Other members, very strong on community organizing and procedural due process, have graduate training in anthropology and public administration. 8. BriEfly descr~be your sys~e~ for survey and ~nven~cry of local nlG~orLc resources. Our first task is to gather and review existing survey i~fo~atio~, from state and local files and reports. Diane S~lv1a, Al~ce Allen, and George Born have already begun this process. Born and Silvia can fill obvious omissions in site file information, as they meet Federal qualifications ior historic preservation surveys. Alice ~llen, chair of the HPC, has expressed an interest in making some field trips to historic sites in Monroe County. ~eyond t~is lies the challenge of developing a recording and ~nfor.rnat1on system that is coordinated with the County's land and b~ilding permit records. Briefly 4escrlbe ~ny you are seeklng certlflcat1on. Certification has been a long-term goal of Monroe County since adopting the Comprehensive Plan a r.uITber of years ago. County government, non-profit advocacy groups, and citizens at large have been working toward a better County historic preservation program for many years. CLG standards have provided a needed framework to guide these efforts toward an end that follows legally defensible, proven models.
