AGENDA ITEM WORDING: Approval of a Resolution to prohibit parking on the county right-
of-way of Thurmond Street in Key Largo.
ITEM BACKGROUND: Thurmond Street in the El Dorado Heights subdivision in Key Largo is a
30ft. wide right-of-way in a congested area. Vehicles regularly park along both sides of the roadway
and restrict access. FKAA personnel has had difficulty accessing its pump station and storage yard
that is located on Thurmond St. with their equipment and recently a sheriff's deputy was unable to
drive his vehicle down the road to respond to a homeowner call. Pursuant to Monroe County Code
Section 25-27, the Board of County Commissioners may by resolution prohibit parking along county
roads. The designated area will be posted with"No Parking" signs in accordance with County Code.

A RESOLUTION BY THE MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS PROHIBITING THE PARKING, STANDING OR
STOPPING OF VEHICLES ALONG THE COUNTY RIGHT OF WAY ON
BOTH SIDES OF THURMOND STREET, ELDORADO HEIGHTS
SUBDIVIDION, PLAT BOOK 1, PAGE 203, KEY LARGO, FLORIDA.
WHEREAS, pursuant to Monroe County Code Sec. 25-27, the Board of County
Commissioners may restrict or prohibit the parking, standing or stopping of vehicles along
county roads; and v)
WHEREAS, Thurmond Street is a county road located in Key Largo; and c
WHEREAS, Thurmond Street is a 30 ft. wide right of way in a congested area; and

WHEREAS, when vehicles park in the right-of-way of Thurmond Street it causes traffic
flow and safety issues; and

WHEREAS, the designated no parking area would be posted with "No Parking" signs as
required by Sec. 25-27, Monroe County Code;
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY N
COMMISSIONERS OF MONROE COUNTY, FLORIDA THAT: c
1. The 30' wide right of way on both sides of Thurmond Street, El Dorado Heights
Subdivision, Plat Book 1, Page 203, Key Largo, Florida, shall be designated as a no
parking, standing or stopping area. 2
2. The designated area shall be posted with the appropriate "No Parking" signage as
required by Monroe County Code Sec. 25-27 E
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County
Florida, at a regular meeting held on the 21 st day of April, 2021.

On 02118;2021 1 was called to 1 Thurmond Street in Key Largo in reference to several
vehicles parked in front of the homeowners (Darlene Nelson) property (including blocking her
driveway access) When I arrived on scene, I was extremely surprised to see the entire street
had vehicles parked on each side of the roadway (from US-1 to the water) I was unable to pull
my patrol vehicle down the street I had to walk to Ms Nelson's property to be able to talk with
her
1 spoke with the manager of the Bungalows (resort which backs up to Thurmond Street) and
asked him to have his employees remove the vehicles from the roadway due to them blocking
any and all access to the street Within a few minutes, all of the vehicles were removed from the
roadway I explained to the manager, his employees were not allowed to park on the road and c
block access to the street He agreed and assured me it would not happen again z
This morning (03/04/2021) 1 drove down Thurmond St to find the roadway was blocked
again and if there was an emergency at Ms Nelson's property, no emergency vehicles would be cv
able to make it to her home r

I am requesting assistance with this parking issue I am requesting "No Parking" signs be
posted on the entire street to prevent us from being able to get to Ms Nelson's property (in a
timely manner) in case of an emergency

To whom it may concern,
I am an Operations Supervisor for the Florida Keys Aqueduct Authority.We have an issue with the employees 0)
from the Bungalows parking along Thurmond St. and in the front of our pump house.They are constantly blocking our
gates and parking in the street which prevents us from getting equipment out of our yard that is required to fix water
main leaks. When we have emergencies we have to respond immediately and on multiple occasions we have been
blocked in by parked cars and delivery vehicles.The next big issue is the amount of trash they throw on the ground. I
have told them multiple times to stop littering and even told them to put their trash in to our dumpster in order to keep E
the area clean.
