AGENDA ITEM WORDING: Approval of a Resolution Accepting and Approving Supplemental
Amendment No. 2 to the Joint Participation Agreement (JPA) GIA71 with the Florida Department
of Transportation (FDOT), adding $300,000 and a time extension to June 30, 2023, for Monroe
County's Transportation Planning Program; funded at 87.5% by FDOT ($262,500), the County's
share is 12.5% ($37,500).
ITEM BACKGROUND:
Since 2012, the Monroe County Board of County Commissioners' ("Monroe County" or the
"County")transportation planning functions have been funded under a Joint Participation Agreement
("JPA" or"Agreement") executed with the Florida Department of Transportation ("FDOT").
The current FDOT agreement, JPA No. GIA71, was executed on June 10, 2019, and totaled
$300,000 ($37,500 of which is the County's portion), Supplemental Agreement No. 1 was approved
on May 20, 2020, and totaled $300,000,bringing the current Agreement total to $600,000 ($75,000
of which is currently the County's portion). The requested Supplemental Agreement No. 2 shall
extend the current Agreement's deadline to June 30th, 2023, and will increase its total amount by
$300,000 ($37,500 of which will be the County's portion), to bring the Agreement's overall total to
$900,000 ($112,500 of which constitutes the overall total of the County's portion).
JPA No. GIA71 authorizes reimbursement at 87.5% from FDOT for up to two full time
transportation planning positions and for a transportation engineering consultant. Monroe County
uses this Agreement for transportation concurrency review, traffic engineering support, the biennial
U.S. 1 Arterial Travel Time and Delay Study, and to perform miscellaneous transportation planning
studies. Funding under this Agreement is further utilized for consultants to provide assistance for
private development review, maintenance and updates to the long-range transportation plans, and
comprehensive plan, and/or land development code, as necessary.
Private Development does pay a fee for transportation concurrency review.

WHEREAS, the State of Florida through FDOT and the Board of County Commissioners
of Monroe County, Florida (the "County"), recognize the need for transportation planning
functions including but not limited to transportation concurrency review, traffic engineering
support, the County's biennial U.S.1 Arterial Time and Delay Study, the performance of
miscellaneous public transportation planning studies, utilization of consultants to provide for
transportation planning assistance required in connection with review of development
applications, and maintenance and updates to long-range transportation plans,the Monroe County 2
Comprehensive Plan, the Monroe County Code of Ordinances, and the Monroe County Land 2-

WHEREAS, due to FDOT administrative updates and contract formats, FDOT has

This Amendment Two to Joint Participation Agreement G1A71, executed on June 10, 2019
("Agreement" or the"Contract")incorporated herein by reference,between Monroe County, Florida,
a political subdivision of the State of Florida ("MONROE COUNTY", the "COUNTY", or the
"MONROE COUNTY BOCC"), and the State of Florida Department of Transportation, a component
agency of the State of Florida ("FDOT" or the "DEPARTMENT"), programmed under Financial
Project Number 252228-1-14-09 (the "PROJECT"), is entered into this day of

WITNESSETH:
WHEREAS, the Agreement was entered into by both parties pursuant to the approval of
the DEPARTMENT and of MONROE COUNTY pursuant to the latter's approval of Monroe
County BOCC Resolution No. 143-2019, adopted on May 22nd 2019, in the total amount of Three
Hundred Thousand Dollars ($300,000.00); and U_
WHEREAS, Supplemental Amendment No. 1 to the Contract was entered into by both
parties pursuant to the approval of the DEPARTMENT and of the COUNTY pursuant to the latter's
approval of Monroe County BOCC Resolution No. 144-2020, adopted on May 20th, 2020, in the
total amount of Three Hundred Thousand Dollars ($300,000.00); and
WHEREAS, the above-referenced parties mutually find that it is necessary to
increase the total Contract amount by Three Hundred Thousand Dollars ($300,000.00) to 2-
provide additional dollars needed to the PROJECT as identified in attached Exhibit "B",
"Amended Financial Summary", both of which are hereby incorporated as if fully stated e
herein; and

WHEREAS, the COUNTY will invoice the DEPARTMENT on a quarterly basis for r_
completed work. The COUNTY must submit the final invoice on this PROJECT to the
DEPARTMENT within one-hundred-and-twenty (120) days after the expiration of this 0

NOW,THEREFORE,in consideration of the mutual covenants and agreements contained
herein, together with other good and valuable consideration, the adequacy, sufficiency, and receipt
of which are hereby expressly acknowledged,the parties declare as follows:

stated herein.

SCOPE OF SERVICES
TASK 1: TRANSPORTATION PLANNING CONSULTANT SUPPORT
The purpose of this task is to provide funding assistance for the transportation planning consultant �z
to support the Monroe County Transportation Planning program. This support will provide
assistance for general transportation planning and analysis activities. The activities will include
short and long range transportation planning, plan updates, planning studies, traffic operational E
analyses, data collection, technical support, and review of development proposals. The activities
may also include bicycle and pedestrian planning and analysis, scenic highway planning, U)
coordination, and designation activities,and other activities necessary to support the transportation '
planning program of Monroe County.

The Monroe County staff will administer the consultant contract, issue task work orders, review 0
consultant products and progress reports, prepare invoices for submission to the Department, and a
participate in transportation planning, analysis, and data collection activities as necessary.
TASK 2: TRANSPORTATION PLANNING STAFF ASSISTANCE E
The purpose of this task is to provide funding assistance for the transportation planning staff
positions to support the Monroe County Transportation Planning program. The transportation
planning program will include short and long range transportation planning, plan updates,
planning studies, traffic operational analyses, data collection, technical support, and review of

planning staff responsibilities will include all activities necessary to carry out the Transportation 0
Planning program of the County, such as coordination and meeting with the Department on a
quarterly basis and managing the work activities of the consultant. c

The transportation planning staff will provide a variety of administrative tasks including, but not
limited to the following: administer the consultant contract; participate in the consultant selection
process; oversee the transportation planning consultant activities; issue task work orders; review
consultant work products; review consultant progress reports, and prepare quarterly progress E
reports for the Department; meet with the Department's project manager quarterly; prepare
invoices for submission to the Department (in a Department approved format); and generally
manage the transportation planning program of the County.
