ITEM BACKGROUND: James Callahan is retiring from Fire Chief/Director of Emergency
Services position on May 19, 2021.
The pay grade is a 323 and the salary range of the position is $110,774.51 - $182,777.94. We are
seeking confirmation of this selection by the Board of County Commissioners at a starting salary of
$148,684.00.
Under F.S. 125.74(1)(k), "the employment of all department heads shall require confirmation by the
Board of County Commissioners."

JOB SUMMARY
The primary function of this position is to be responsible for overseeing and enhancing the
operations and activities of the Monroe County unincorporated Fire/Rescue and Emergency
Medical Services systems including the combined career/volunteer services. This position is the
ranking fire official in unincorporated Monroe County. Typical activities associated with this
position include directing, planning, organizing, and budgeting Fire Rescue and Emergency

Medical Services functions within Monroe County, with broad policies guided by federal, state,
and local laws,codes, rules, and regulations. Oversees the operations of the Fire Marshal's Office.
This position reports to the County Administrator.
ESSENTIAL JOB FUNCTIONS
• Plans, controls, staffs, organizes, represents, and directs all programs in the County.
• Prepares, reviews, edits, and approves items to be forwarded to the County Administrator
for placement on the county Commission's meeting agenda and handles presentations at E
meetings with staff participation as necessary.
• Interviews applicants, reviews applications and recommends hiring of all personnel.
• Directs, implements, monitors all county programs regarding personnel issues within the
Department.
• Prepares, reviews, edits, recommends, and monitors the Department's budget.
• Oversees expenditures and purchases for the Fire Rescue Services' provider corporations.
• Negotiates, prepares,and administers the contractual agreements between the County and
the various Fire Rescue Services/EMS provider corporations.
• Ensures compliance with contract terms and conditions, and Federal, State, and local laws
and regulations.
• Prepares, reviews,edits,and recommends plans,studies and reports concerning emergency
services.

• Maintains liaison and routinely consults with the Fire Rescue Services' providers on matters
concerning operational policies, procedures, protocols, planning, implementation,direction,
and control.
• Prepares, reviews, edits, implements, monitors, and enforces standard operating
procedures and other policies.
• Evaluates existing emergency services programs and recommends improvement,expansion,
or establishment of new programs.
• Supervises the gathering of empirical and statistical data and provides written status reports.
• Researches, develops, and recommends appropriate strategies to improve operations;
implements them accordingly. c
• Conducts staff meetings, maintains contact and coordination with national, state, and local
organizations concerned with emergency services and represents the county and
Department to other organizations and the general public.
• Speaks to civic clubs, homeowners, property owners, radio,TV,and newspapers as required. y
Official spokesperson for all Department issues.
• Serves as the coordinator for the County Administrator for fire/rescue/EMS issues during
disasters to best utilize resources of the Department.
• Provides policy recommendations on Department issues and programs to County W
Administrator, BOCC, and other Departments.
• Consults with County Administrator periodically concerning issues, problems, and progress
with the Department.
• Develops, implements, maintains, and monitors a maintenance program for Fire Rescue
facilities, motor vehicles, equipment, and devices including periodic testing and certification
as applicable.
• Supervises the accountability and control of assets, property and/or resources assigned to Lu
the Department.
• Oversees development and implementation of and monitors a comprehensive fire rescue
training program.
• Researches and develops programs for the recruitment and retention of Fire Rescue
Services.
• Manages Trauma Star Helicopter Program in conjunction with Monroe County Sheriff's
Office.
• Manages MCFR services, including KWIA Crash Rescue and volunteer corporations. E
• Manages the county Fire Academy and Training program.
• Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
Bachelor's Degree with Major(s) in Business Administration, Management, or Public
Administration. 15 years minimum of prior related work experience. Graduate degree in related
field preferred. Graduate of the National Fire Academy Executive Fire Officer Development
Program and previous paramedic field experience preferred.

Special Qualifications:
State of Florida Firefighter Certification. State of Florida EMT or Paramedic Certification and/or
State of Florida Municipal Fire Inspector Certification preferred.
