This proposal is submitted in accordance with your RFP Notice of Calling for Bids of June
16, 1998 and is intended to comply with all portions of your request. Any information not
included will be provided upon notification. A Certificate of Insurance is currently on file with
the County evidencing the required insurance.
Having served the County as one of its consultants, we are in a unique position to know
many of the organizational, operational, financial and governmental circumstances that
impact its operation. Many of its risk management and employee benefits systems and
procedures are a result of our assistance in the employee benefits and risk management
departments.
Specifically, we believe that the following projects will require some assistance during the
coming year:
o valuation of the County's personal property and establishing insurable limits.
o updating building valuations.
o updating the Access Data Base for real property.
o beginning a cost-of-risk evaluation for the Risk Management functions.
o reviewing and updating the catastrophe and disaster plans.
o reviewing the current self-insured fund reserves.
o rebidding the real & personal property for the 411/99 renewal.
o rebidding the fire department equipment and vehicles for 10/1/99 renewal.
o reevaluating the Sheriffs Department Professional Liability Insurance Program for
10/1/98.
o rebidding the MSD policy and pollution coverages for 10/1/99 renewal.
o reviewing and updating the Contract Insurance Manual
o continuing claim audits of the Self-insured Workers' Compensation Program.
o evaluation of Third Party Administrator services for the Employee Benefits Program.

FIRM PROFILE
Interisk Corporation is an independent Risk Management firm located at 1111 North

There is no financial or management relationship with any phase of the
insurance industry. Compensation is received solely from fees paid by our
clients. No insurance is sold or placed. Interisk provides independent,
objective consulting services.
All principal consultants are credentialed and hold the Chartered Property and Casualty
Underwriter (CPCU) and the Associate in Risk Management (ARM) designations. The firm is
also represented by individuals retaining other professional credentials, including the
Chartered Life Underwriter (CLU), Certified Systems Professional (CSP), Certified
Management Consultant (CMC); and Juris Doctorate (JD).
Interisk provides consulting services for over two hundred (200) clients in the governmental,
private, institutional, and association sectors. Client size ranges from small, independently
owned and operated businesses to large governmental entities and publicly held corporations
with insurance/risk management budgets well in excess of $50 million. They include large
multi-national organizations as well as proprietorships along with captive insurance companies
and various self-insured and Risk Retention and Risk Purchasing Groups. Consulting services
are provided on ongoing, retainer and single project bases.

recognized as one of the authorities in the industry and has authored numerous articles and
provided seminars in this field.
Specific Specialty Practice Areas have been developed for, self-insurance, various industries

museums, marine activities and governmental bodies and agencies. The firm provides expert
witness testimony on specific assignments and is an approved arbitrator.
Mr. Lawton Swan, III established the risk management practice twenty (20) years ago and is
recognized as one of the leading practitioners in the industry. He is currently the Immediate
Past President of the CPCU Society, an international body of nearty 30,000 insurance
professionals representing all areas of the industry which is recognized as the leading
insurance professional organization in the United States.

Principal Consultant, Sidney G. Webber, previously served as the Risk Manager for a major
public utility as well as for an environmental services company. Mr. Webber has managed an
insurance budget in excess of $19 million. He has extensive experience in the review of
contracts for risk management purposes.
Associate consultants have specialty experience in the fields of Employee Benefits, Workers'
Compensation, Professional Liability, Insurance Broker/Agent Evaluation, Loss Control and
Safety, Reinsurance, Self-Insured Funds and Captive Insurance Evaluation and

All Consultants are "computer literate" and financial and risk management models are used to
facilitate the firm's operations. Automation has aided in significantly reducing the time to

Not only is Interisk committed to the continuing education of its employees, consultants
assume an active and often leading role in the education of insurance professionals and the
general public. They often serve as speakers and instructors on a local, regional, and national

All consultants have the required licenses as mandated by Florida Statutes and are required to
meet the minimum Continuing Education requirements as specified by the State. All
consultants holding professional designations have satisfied the Continuing Professional
Designation requirements set by the national organizations.
Mr. Swan currently serves as a National Officer for the CPCU Society, the recognized leading
professional organization in the insurance industry and also serves on the Examination
Committee of the American Institute for CPCU.
One of the keys to successful risk management is innovation and the development of new
techniques and approaches. Our consultants are continuously creating new ways to evaluate
and handle risks and their funding. Examples are: plan design changes and monitoring,
specific hazard cost evaluation for property and activities, as well as the use of emerging

EXPERIENCE WITH GOVERNMENTAL AGENCIES
Interisk has a client base of over two hundred (200). With the exception of a few clients
(mainly those that have merged with other organizations or have discontinued operations), all
clients have been retained and services are still being provided. Included as part of this
proposal is a description of past experience with organizations similar to Monroe County.
It is not anticipated that any of the work will be subcontracted based upon the scope of work as
described in Section 2.0 of the RFP. Additional specialties are available as needed including,
actuarial, loss control, engineering, claim adjusting, safety and security, property appraisal,
and others. These services can be arranged through Interisk Corporation if desired.

Managing Consultant
Lawton Swan, III is President of Interisk Corporation, based in Tampa, Florida. He has more
than thirty-five (35) years' experience in the insurance industry as a consultant, Vice President
of a multi-line property and casualty insurance company, underwriter and claims adjuster. He
founded Interisk Corporation to provide Risk Management and Employee Benefits consulting
services to clients. Its mission states: The Interisk concept means providing the highest
quality consulting services to protect the assets of our clients.
He is currently the Immediate Past President of the National Society of CPCU where he
routinely interfaces with the insurance industry's most influential leaders and works with the
most recent trends within the insurance industry.
He specializes in employee benefit plans; risk management evaluations; the design and
implementation of loss prevention and safety programs; self-insurance analysis and feasibility
studies; captive insurance company feasibility studies and implementation; and reinsurance
negotiations.
He is past president of the Florida Suncoast Chapter, Society of Chartered Property and
Casualty Underwriters, the Suncoast Chapter of The Society of Chartered Life Underwriter and
Chartered Financial Consultants, and the Tampa Bay Underwriters Association. Mr. Swan is a
graduate of Florida State University. He holds the Associate Risk Management (ARM)
designation conferred by The Insurance Institute of America. In addition, he is a Chartered
Property and Casualty Underwriter (CPCU), a Chartered Life Underwriter (CLU), Certified
Systems Professional (CSP) and Certified Management Consultant (CMC).
Mr. Swan is a member of the national Risk Management Research Council (RMRC). He is a
frequent lecturer on risk management topics and has authored numerous articles on risk
management. He is co-author of the publication A Lawyers Checklist for Buying Insurance for
the American Bar Association and served as editor for the publication Insurance and
Reinsurance in Bermuda. Mr. Swan has also published numerous articles for The Broker, The
CPCU Journal and Agents Periodical, as well as given numerous seminars within the U.S.
He has served as Regional Vice President for the Society of CPCU as well as Chairman of the
Intra-Industry Affairs Committee and is the former editor of the national publication "Your
Business Today", a current events journal for the insurance industry. He is an approved
instructor for the State of Florida Insurance Department Qualification Courses.

Mr. Webber has more than twenty (20) years of experience in the risk management field,
serving as Risk Manager for large industrial, construction, and environmental firms. He has
extensive knowledge in risk financing techniques, including the establishment and
administration of association captives, single parent captives, large self-insured retention
programs and the placement of complex insurance contracts. He has established safety and
loss control programs that are highly recognized throughout the industry and has operating
experience with corporate disaster and environmental programs.
His educational and career path has provided him with complex knowledge of accounting
systems and sophisticated internal control procedures. He has a thorough knowledge of
electronic data processing including experience in programming and operating systems
ranging from super main frames to personal computers. He has developed many software
programs for risk management applications.
Mr. Webber has extensive knowledge of Workers' Compensation and has assisted clients in
structuring innovative programs, resulting in significant savings. He has successfully assisted
clients in the recovery of substantial sums from outside parties such as the Florida Second
Disability Trust Fund.
Mr. Webber provided Expert Witness testimony regarding the work of a Third Party
Administrator in a major law suit regarding the administration of Workers' Compensation
claims.
Throughout his career, Mr. Webber has had the responsibility of investigating, preparing, and
negotiating large complex property claims. As a result, he has developed an in-depth
knowledge of policy terms and conditions as well as the internal working of insurance
companies.
He received a Bachelors Degree in Accounting from the University of South Florida and holds
the Chartered Property and Casualty Underwriter (CPCU) designation conferred by the
American Institute for Property and Casualty Underwriters and also holds the Associate in Risk
Management (ARM) designation. He is a frequent instructor in the CPCU program and is a
past president of his local chapter.

Miss Jakobi has more than twenty-five (25) years of experience in the field of Insurance and
Risk Management. She has served in various positions including Training and Education
Manager, Account Executive and Vice President for large regional and international Brokerage
firms.
Miss Jakobi has extensive knowledge of insurance contract language, the analysis of risk and
insurance needs and the review and analysis of contractual agreements. She has worked with
association programs and she developed an Operations Manual for loss control, accident
prevention and extensive incident reporting procedures for the owners of an association
business.
She has worked with Large Deductible Programs, Retrospective Rating Plans, performed
evaluations of self-insured versus fully insured programs and created seminars for clients on
basic Workers' Compensation education and a supervisors workshop. Miss Jakobi has also
conducted Experience Modification reviews and analyses for Workers' Compensation which
include claim reviews with insurance companies and the closure or reduction of outstanding
reserves.
Miss Jakobi was an instructor for the Accredited Advisor in Insurance (AAI) and created and
implemented an in house training program for insurance technical personnel.
She holds the Chartered Property and Casualty Underwriter (CPCU) designation conferred by
the American Institute for Property and Casualty Underwriters and also holds the Associate in
Risk Management (ARM) and Accredited Advisor in Insurance (AAI) designations. She is a
past National Director as well as a past President of her local CPCU Chapter and she is
currently a member of a National Committee.

SCOPE OF WORK AND DETAILED PLAN
OBJECTIVE
Interisk Corporation's objective is to provide Monroe County with high quality Insurance, Risk
Management, and Benefit Consulting services on an "as needed" and "on going" basis.
GOAL
Our goal is to evaluate and remain current with Monroe County's exposure to loss associated
with its organizational structure and operations and to utilize sound Risk Management
techniques which meet the County's budgetary constraints, ability/desire to accept risk, and
which produces the most cost effective program.
Interisk is in a unique position, because we have served as the County's Risk Management
Consultant for the past several years. This enables the County to avoid the start up costs
associated with other services to become familiar with the County's operations and Risk
Management Program. Interisk assisted in the development of the current program and has
continually monitored its performance. The significant savings realized have been available
for improvements in the Risk Management Program.
Interisk has the ability and is available to provide the following services as specified in the
RFP:
REVIEW THE COUNTY'S RISK MANAGEMENT PROCEDURES
This requires an understanding of the County's:

Since Interisk was instrumental in the development of the County's Risk Management
procedures, a full understanding of them currently exists. Annual Risk Management objectives
will be developed with the Risk Management Division. Monitoring these objectives, as well as
the overall success of the Risk Management program, will be completed and periodic reports
will be provided.

REVIEW PRICING OF INSURANCE AND OTHER OUTSIDE SERVICES
Interisk is fortunate to represent numerous organizations, both in the public and private
sectors. Many of their exposures are similar to those faced by Monroe County. This permits
us to evaluate the pricing of insurance and associated outside services on an ongoing basis.
The knowledge developed in servicing the needs of other clients will be utilized in evaluating
the pricing of the County's Risk Management program. The objective is to provide Monroe
County with a quality program at the most effective cost.
All consultants are properly licensed and participate in numerous on-going continuing
education programs to maintain professional proficiency. Active participation in industry-wide
professional associations provides the ability to remain current with industry trends and
changes. Mr. Swan regularly appears on forums with CEOs of insurers and is part of emerging
changes in the insurance industry.
PREPARE INSURANCE SPECIFICATIONS FOR PROPERTY AND CASUALTY INSURANCE, WORKERS'
COMPENSATION AND EMPLOYEE BENEFIT COVERAGES
As a direct result of servicing its numerous governmental and other clients, including Monroe
County, Interisk has developed an extensive computerized data base of insurance
specifications specifically designed to ensure that adequate protection is provided from quality
insurers. This data base facilitates the preparation of insurance specifications, while at the
same time permits them to be modified to address unique exposures. The use of this data
base drastically reduces the time required to produce specifications which in turn reduces the
cost to the County. Strict quality controls have been implemented to ensure the accuracy of all
work product. Interisk is aware and is constantly updating the coverages and costs for Risk
Management and Employee Benefit exposures. We have produced numerous RFPs for
Monroe County in the past and have also developed the analysis used to assist in the
selection process.
REVIEW COVERAGES UNDER PRESENT INSURANCE CONTRACTS AND MAKE RECOMMENDATIONS
FOR COVERAGE IMPROVEMENTS
All consultants at Interisk have spent their entire careers evaluating insurance contracts and
have a thorough understanding of not only the intent of the language used, but also the legal
interpretations rendered by the court system in resolving disputed areas. This knowledge will
be used to ensure that Monroe County has a complete understanding of all insurance
coverages purchased. All consultants are skillful in negotiating and drafting policy language,
when required, to address the unique exposures faced by the County and its operations.
As a routine service to its clients, Interisk prepares "Executive Summaries" of all policies
outlining the major provisions and exclusions which can be used by staff members in their day
to day duties.

COMMUNICATE WITH AGENTS AND BROKERS DURING PROCUREMENT PROCESS
Interisk recognizes the need and role of agentslbrokers in the process of procuring insurance
and related services. As a result of professional, fair, and equitable treatment given to them,
an effective communication link has been established with local and national agentslbrokers
which will serve the County well. Every effort is made to anticipate the needs and desires of
agentslbrokers in developing insurance specifications which minimizes the need for
communication during the procurement process which, in turn, results in lower costs to the
County. Our knowledge of specific agents and service providers and their capabilities
provides more in-depth information to the County in its selection of insurance and services.
ANALYZE INSURANCE PROPOSALS AND MAKE WRIITEN RECOMMENDATIONS FOR AWARD
Analyzing insurance proposals is an integral part of the services offered by any Risk
Management Consultant. The ability to communicate the results of the analysis is what makes
Interisk different. Every recommendation is supported with logic and facts and is presented in
such a fashion as to ensure the understanding by non-insurance individuals. This is extremely
important when a governing body, such as the one which presides over Monroe County's
operations, has the responsibility for the ultimate decision. It is critical that the results be
presented in such a manner that sound business decisions can be made in a timely fashion.
REVIEW PRESENT METHOD OF FUNDING INSURED AND NON-INSURED RISKS
Funding for insured and self-insured risks requires an understanding of the "time value of
money concepts". In sophisticated Risk Management programs such as Monroe County's, a
key consideration is the cash flow of funds. Not only do the consultants at Interisk fully
understand these concepts, they teach them to insurance practitioners. Statistical evaluation
methods are routinely utilized to evaluate the effectiveness of individual coverage, limits and
overall insurance and Risk Management programs. When these concepts are properly
applied, funding of insured and non-insured risks can be better evaluated.
In addition, a knowledge of accounting will assist staff personnel in establishing proper
accruals and liability to ensure that accurate financial statements are produced. One of the
principal consultants who will be assigned to Monroe County has an accounting degree which
will facilitate this process.
Actuarial, legal and other support services are pre-arranged through an extensive affiliate
network and are available for specific projects as necessary.

ANAL YZE AND EVALUATE MONROE COUNTY'S PERFORMANCE WITH RESPECT TO ITS SELF-
INSURED PROGRAMS
One of the key elements to a self-insured program is controlling claims and the costs
associated with them. As a routine service to its clients, Interisk prepares monthly analyses of
the losses summarizing the results and identifying areas of concern. This permits the program
to be continually evaluated against other techniques, such as traditional insurance, and to
ensure that the most cost effective program is utilized.
In addition, it is Interisk's belief that routine claim audits are an effective tool to ensure that the
administrators are performing their duties in the best interests of the client by paying only those
claims that are compensable, taking advantage of all appropriate offsets and closing claims in
a timely fashion. The consultants who will be assigned to Monroe County have many hours of
experience in reviewing claim files and have reduced actual claim payments significantly for
our clients.
ASSIST IN THE DEVELOPMENT OF INSURANCE AND OTHER SECTIONS OF VENDOR CONTRACTS TO
ENSURE THE INTERESTS OF MONROE COUNTY ARE ADEOUA TEL Y PROTECTED
Interisk has developed a computerized data base of appropriate insurance and indemnification
language based on the scope of work and size of a project. The language is designed to be
incorporated into vendor contracts and is continually updated. The use of this data base
ensures uniform and consistent language throughout all contracts while at the same time,
reducing the time and cost to perform such services.
ANALYZE AND EVALUATE MONROE COUNTY'S EMPLOYEE BENEFIT PROGRAMS AND MAKE
RECOMMENDATIONS BASED ON ITS PERFORMANCE AND CURRENT INDUSTRY PRACTICES
Key consultants who will be assigned to Monroe County are credentialed with the CLU
designation and have extensive knowledge and experience in the design and implementation
of Employee Benefit programs. Each consultant actively participates in continuing education
programs to ensure that an understanding of current trends is maintained. Numerous
Employee Benefit programs have been established for our clients and have been modified,
based on their needs and desires. Monroe County has benefited directly from Interisk
Corporation's development of the Contract Insurance Manual currently used by the County to
administer vendor contracts.
Interisk's extensive experience in the development of specifications, evaluation of proposals,
implementation of programs (both fully and self-insured), and the monitoring of the results, will
be utilized to Monroe County's advantage.

Detailed information is maintained on HMOs, PPOs and others, along with their networks. In-
depth comparisons and evaluations are provided between alternative arrangements for Life,
Medical, Dental, Disability, Vision, Prescription and other services. Specimen plan documents
and wordings are available for Section 125 plans, COBRA compliance, Family Medical Leave
and others. Discrimination testing is available. Claim audits are often performed as part of
program monitoring or when analyzing the overall effectiveness of an insured versus a self-
insured benefit plan. An up-to-date listing of care providers and insurers is maintained.
PERFORM OTHER RISK MANAGEMENT AND EMPLOYEE BENEFIT MATTERS AS DIRECTED BY THE
COUNTY
Interisk Corporation is available to perform other Risk Management and Employee Benefit
assignments as needed and as directed by the County.
