Approval to advertise a Request for Statements of Qualification for the preparation of a Post-
Disaster Redevelopment Plan that addresses immediate priorities for the recovery and
redevelopment of the Florida Keys after a natural disaster.
ITEM BACKGROUND:
The purpose of this request for Statements of Qualification is to fulfill the requirements of
Objective 217.2 of the Monroe County Year 2010 Comprehensive Plan. The Post-Disaster
Redevelopment Plan will specify procedures for implementing repair, replacement and cleanup,
long term rebuilding and redevelopment after a natural disaster and specify guidelines for the
post-disaster redevelopment for incorporation as amendments to the Comprehensive Plan. The
Florida Department of Community Affairs (DCA) has made available to Monroe County a grant
in the amount of $87,950 for the preparation of this plan. The County has assembled a Review
Committee to review all responses, rank them, and provide a recommendation to the BOCC.
Staff would then anticipate entering into contract negotiations with the chosen firm in order to
bring a contract back to the BOCC at a later meeting.

Weare pleased that you have shown an interest in assisting Monroe County in its effort to
recover, redevelop and move fOIWard in the aftermath of a major natural disaster. This project will
provide the County with an understanding of the issues and a response to the problems encountered
during such a critical period.
Our target respondents are academic institutions, land use planning consultant firms, and
engineering firms. The County is seeking qualified, objective groups that have the ability to
understand the issues encountered in the aftermath of a hurricane or other natural disaster and to
develop a strategy for recovery and redevelopment which can be implemented physically and
budgetarily.
The RSQ Review Committee and the Board of County Commissioners (BOCC) looks
fOIWard to your participation in this effort.

As you are aware, Requests for Statements of Qualification were made available on
22 January 2001. Responses must be submitted no later than 5:00 PM, 27 February 2001.

The County has assembled a Statement of Qualifications Review Committee consisting of
the Director of the Growth Management Division, the Director of the Planning & Environmental
Resources Department, the Building Official, the Director of the Emergency Management Service,
and the Flood Plain Administrator.
Responses will be opened officially on 27 February 200 1. The RSQ Review Committee will
meet as soon after that as possible to begin a review of Statements of Qualification. Review will
be completed by 23 March 2001 and results of the review recommending the most qualified firm
will be reported to the BOCC at its 18 April 2001 meeting. A contract for services will be negotiated
with the firm selected by the BOCC, and the contract shall be presented to the BOCC at its 16 May
2001 meeting. The project would begin approximately 16 May 2001.

NOTICE OF A
REQUEST FOR QUALIFICATIONS
NOTICE IS HEREBY GIVEN TO WHOM IT MAY CONCERN that on 27 February 2001 at
3: 00 PM, at the office, of the Director of Purchasing, a committee consisting of the Director of
Purchasing, the County Administrator, the County Attorney, and the Director of Planning and
Environmental Resources, or their designees, will open sealed Statements of Qualification for
the following:
"PREPARATION OF A POST-DISASTER PLAN
TO IDENTIFY AND ADDRESS IMMEDIATE PRIORITIES
FOR THE RECOVERY AND REDEVELOPMENT OF THE
FLORIDA KEYS AFTER ANA TURAL DISASTER"
All Statements of Qualification must be received by the Purchasing Office, 5100 College Road,
Public Service Building, Cross Wing, Room #002, Stock Island, Key West, Florida, 33040 on or
before 5:00 PM on 27 February 2001.
A Review Committee will consider all statements of Qualification. The Committee will rank
each Statement and will develop a list of prioritized rankings. Based on the Review and
prioritized rankings, a recommendation of the lead RSQ respondent will be made to the Board of
County Commissioners.
The Board will automatically reject the Statement of Qualification of any person or affiliate who
appears on the convicted vendor list prepared by the Department of General Services, State of
Florida, under Section 287.113 (3) (d), Florida Statutes (1989).
All submitters must provide two (2) complete originals and five (5) complete copies of each
Statement of Qualification in a sealed envelope marked on the outside,
"POST-DISASTER REDEVELOPMENT PLAN TO IDENTIFY AND ADDRESS IMMEDIATE
PRIORITIES FOR THE RECOVERY AND REDEVELOPMENT OF THE FLORIDA KEYS

REQUEST FOR STATEMENTS OF QUALIFICATION
TO PREPARE A POST-DISASTER REDEVELOPMENT PLAN
TO IDENTIFY AND ADDRESS IMMEDIATE PRIORITIES
FOR RECOVERY AND REDEVELOPMENT OF THE
FLORIDA KEYS AFTER A NATURAL DISASTER
PURPOSE
The purpose of this Request for Statements of Qualification is to fulfill the requirements of
Objective 217.2 of the Monroe County Year 2010 Comprehensive Plan. The Post-Disaster
Redevelopment Plan will specify procedures for implementing programs for immediate repair,
replacement and cleanup, long-term rebuilding and redevelopment after a natural disaster and
specify guidelines for the post-disaster redevelopment for incorporation as amendments to the
Comprehensive Plan.
BACKGROUND
During a major hurricane event many structures will either be damaged or destroyed. The
residents of homes will need temporary housing as they pursue fmancial assistance for repairs or
relocation. The local building permitting office will be besieged with building permit requests. At
this point, many questions will arise. Who will pay for the redevelopment? How much of the loss
is insured? What should be rebuilt first? And, what should be rebuilt at all? How will the
waterfront be reestablished to protect inland areas from future destruction? Without a process in
place, inefficient and inconsistent decision making may result in poor land use decisions or spot
zoning challenges in the turmoil of post-disaster efforts.
Chapter 9J-5, Florida Administrative Code, specifically addresses coastal management, stating
that post-disaster redevelopment planning must be analyzed in the coastal management element of
each local government comprehensive plan. Specifically, section 9J-5.012, F.A.C. requires goals
which address the preparation of post-disaster redevelopment plans and limit public expenditures
that subsidize development in coastal high hazard areas. This section also requires policies that
address general hazard mitigation of public and private structures and post-disaster redevelopment
policies including short and long term redevelopment strategies.
OBJECTIVES
This Request for Statements of Qualification must address the following main objectives:

1. Establish a framework of a variety of redevelopment issues to be considered. Such issues
will address the responsible entity and procedures for making decisions regarding repair,
reconstruction and relocation of damaged structures and other facilities.
2. Establish guidelines and criteria for determining the feasibility, cost-effectiveness and
impacts of repairing vs. relocating structures.
3. Generate guidelines to assist in establishing priorities and procedures for post-disaster
development and redevelopment including a methodology for accelerating the permitting
process.
4. Contribute to a detailed understanding of the complex Issues of post-disaster
redevelopment.
5. Develop specific procedures for implementing programs and an accelerated permitting
process for immediate repair, replacement, cleanup, and long-term rebuilding and
redevelopment after a natural disaster and specify the guidelines for post disaster
redevelopment for incorporation as amendments to the Monroe County Year 2010
Comprehensive Plan.

Responses to Request for Qualifications
Review Criteria
The Review Committee will meet to consider each response to the Request for Statements of
Qualification. The Committee will rank each firm based on the following list of criteria.
The following is a list of criteria (areas of interest) which the Committee will use to evaluate the
Responses. Each element of the criteria shall be given equal weight.
· Professional Qualifications - Background in land use redevelopment planning and hazard
mitigation planning
. Extent to which the Response addresses the objective areas of the RSQ
· Extent to which the respondent can demonstrate similar previous efforts in Florida or
elsewhere
· Extent to which the methods and approach to data collection and assessment will lead to
realistic strategies that can be implemented in the Florida Keys
Depending on the level of response, the number of questions raised during the review, the
diversity of responses, and how closely the responses are ranked, the Review Committee may
elect to request that top ranked or all firms make a brief presentation of their Statement of
Qualification and project approach. This is not absolute, but gives the Review Committee
flexibility in their decision making process.

GOAL 217
Monroe County shall develop and implement a program of hazard mitigation and post-disaster
redevelopment to increase public safety and reduce damages and public expenditures. [9J-
5.012(3)(a); 9J-5.013(2)(a)]
Objective 217.2
By January 4, 1998, Monroe County shall develop a Post-Disaster Redevelopment Plan,
which addresses priorities for immediate recovery and long-term redevelopment
including reducing the exposure of human life to natural hazards. [9J-5.012(3)(b)8]
Policy 217.2.1
As provided by its Hurricane Preparedness Evacuation and Shelter Plan, Monroe
County shall annually coordinate post-disaster recovery operations to clarify the
roles and responsibilities of county departments, state and federal agencies,
private and public utilities, and other applicable entities. Deficiencies shall be
identified and Monroe County shall immediately initiate interlocal agreements or
interdepartmental directives as necessary to remedy the existing deficiencies. [9J-
5.012(3)(c)5]
Policy 217.2.2
By January 4, 1998, Monroe County shall develop a Post-Disaster
Redevelopment Plan which specifies procedures for implementing programs for
immediate repair, replacement, and cleanup, and long-term rebuilding and
redevelopment. The plan shall also include procedures for the identification of
damaged infrastructure and consideration of alternatives to its repair or
replacement in the CHHA. Monroe County will review and evaluate policies
contained in Post Disaster Redevelopment Planning: Model Plan for Three
Florida Scenarios as it prepares its Post Disaster Redevelopment Plan. [9J-
5.012(3)(c)5 and 7]
Policy 217.2.3
The Post-Disaster Redevelopment Plan shall identify areas particularly
susceptible to damage within the CHHA such as the FEMA designated V-zones
and repetitive loss areas as defined by FEMA and shall spe~ify procedures for
relocating or replacing public infrastructure away from them, where feasible. [9J-
5.012(3)(c)7]
Policy 217.2.4
Monroe County shall limit redevelopment in areas within the CHHA particularly

susceptible to repeated damage as defmed by the Post-Disaster Redevelopment
Plan. [9J-5.012(3)(c)5]
Policy 217.2.5
In accordance with Land Use Element Objective 101.7, Monroe County shall
identify areas in need of redevelopment and shall draft a redevelopment plan for
each area as well as procedures for implementing the program upon damage or
loss due to a natural disaster. [9J-5.012(3)(c)6]
Policy 217.2.6
In no event shall emergency declarations before, during or following hurricane
disaster negate the requirements of these policies and goals, or any regulations
derived from them except following a public health menace declaration.
Policy 217.2.7
Following completion of the Post-Disaster Redevelopment Plan, guidelines
contained therein for development after a natural disaster shall be incorporated
within the Comprehensive Plan by plan amendment. Such amendment shall be
processed at the next available plan amendment cycle following completion of the
redevelopment plan.

program if such is available in the employee's community, or any employee who is so convicted.
