AGENDA ITEM WORDING:
Approval to advertise a Request for Proposals for Pre-Positioning Services for disaster related activities
such as hurricanes and tropical storms, or other disaster related activities where the Mayor may declare
a Declaration of Emergency for Monroe County.
ITEM BACKGROUND:
After Hurricane Georges and Tropical Storm Mitch, the County undertook a massive recovery effort
that required hugh amounts of resources and time. Fortunately, the County was able to develop
emergency contracts and private companies were available to assist in the response. In addition, the
County utilized the services of a major accounting/consulting firm to assist with organizing the
paperwork and negotiating with the Federal Emergency Management Agency. It became obvious that
if the storm were any more severe, it would be extremely difficult for the County to respond efficiently
and effectively without major assistance. To date, the County has developed annually renewable
contracts for debris removal and leasing of property for debris storage during emergencies. It is the
intent of this agenda item to solicit proposals covering the full range of services including debris
removal, relationships with FEMA, relationships with the state agencies involved, appropriate
accounting systems, etc. The RFP will be established in such a way that the County can select the
entire package or one or more components.
