I time. That reduced evacuation clearance time will achieve three immediate goals. It will:
A) Allow Monroe County to evacuate its population in less than the national standard
of 24 hours f<r safe hurricane evacuation
B) Allow us to accept recently generated affordable housing permits and to continue
building for the next few years (see Note 1).
C) Allow time for the State and local governments to work together in establishing a
long term hurricane evacuation strategy that will increase everyday traffic safety of!
OUr citiL.ellTY. support community project priorities to enhance and presen..e their ~
quality onife, and decrease hurricane evacuation clearance time in the most cost-
effective manner possible.

As an area outside of Monroe County, this segment of our hurricane evacuation offers a unique dependence
upon the actions and good will of the people of Florida City. Representative Ken Sorenson has spoken with the
Mayor who has expressed willingness to help in our hurricane evacuation efforts on this section ofthe evacua-
tion route that bcgins at the northern end of the 1 & Mile Stretch at the northern end of Card Sound Road and
extends until frame enters the northbound Turnpike.
The highway in F10rida City is composed or two lanes southbound and two lanes northbound. Traffic manage-
ment of this segment will call for determining whether or not there is time prior to the beginning of the 2001
Hurricane Season to complete a few minimal construction projects.
We propose a small bit of construction at both the intersection of Card Sound Road and US J as well as
at the point where US I (thc stretch) northbound transitions into a four-Jane roadway (Plan A). If the con-
strution is not able to be completed by the 2001 Hurricane Season, then another solution is proposed (Plan B).

There are two challenges to the one-waying of Card Sound Road, apart
ITom the entrance/exit ISSueS: 1) the intersection of Card Sound Road
lII1d Slate Road 905 a\ Ocean Reef and 2) neighborhood entrances onto
the highway
For the formel, we propose a minimum amOlml of construction at t~
intenection of CR 905 and Card Sound Road at the three-way stop.
We believe that by using only County fight of way we could lay llIl
apron of roadway in the northwest corner of the intersection widening
!hat point and enabling Ul; \0 recon{igure the inlenecucnlo a curve
WMout a full stop. The turn will not be a WIde curve but wjll enhance
the traffic now through the intel$ection. We will need 40 traffic chan-
neling devices for this procedure. 2 warning signs WIll be neoessary at
this locatIon Below are drawings A (with this minimal construction)

For the latter, prior to any emelgency siluation. residems in neighbor-
hoods along CR905 will be adVISed that during emergency evacuation,
when CR90S becomes two lanes one way northbound, there will be a
traffic channeling devise posted in their IlClghborhood roadway advis-
ing of this situation It should be noted that when CR905 is two-lanes
one way northbound, any velucle approaching ITom side streets will
unmedialely see no pOSSIbility onraveling southbound on CR905 due to the amount of trafftc oecupying both lanC6 in the same

Ocean Reef Intersection A
The existing Toll-Booth facility has wide enough lanes at the present
time to carry regular traffic but we recommend reconstruction in the

Specifics on type of Traffic ChlUlnclization Markers and timclresources required for implementation:
After much review, we are recommending a product miUlufactured by Impact Recovery Systems, Inc. It is a
flexible reflective delineator on a portable weighted base. It consists of three basic components: 1) 42" reflec-
tive delineator post (product #DP42, $6.90), 2) Spring assembly (product #1 10. $15.38), and 3) Portable Base
(product #P 103, $34.69). We have a sample in our office for review. The device assembles in seconds, which
means we do not have to as.o;emble it in advance. This in turn means we can carry more units on our truck and
eliminates the need to make multiple trip!' for reloading. Also, less space is needed to store the devices when
not in use.
The chamelizing device thai we have selected can be impacted repeatedly and run over \,,"ith little damage or
movement. Its spring assembly will allow the delineator to rebound to its original position without gc<<ing de-
formed.
The installation of portable channel markers wi II require a team of four individual s per row of markers plus a
dri ver. The person assembling the markers on a truck will pass the assembled channel marker to another who
then drops it from the truck. A third individual walking behind the trock positions it on the roadway. A fourth
person can assist where needed. If two rows of markers are required then four additionaJ workers can be used.
Due to the need to individually pollition these 30 pound markers production will be slow. We estimate that the
markers can be installed at the rate of 1.5 MPH. Additional time is required for setting up detoUTs at intersec-
tions, changes in aligmnent, and travel to the site.

A pcnnanent installation ofch:mnel marker bases imbedded in the pavement would cut personnel requirements
in half.
Each channel marker has a base that measures 14 Yz" x 34 'h" x 2" and weighs 30 Ibs. The delineator is 2 Yz" in
diameter x 42" in height. To determine how many channel markers can be transported on a trock we calculate
the volume of space needed for the channel marker and the amount of space available on the truck. The vol-
ume of the chlU1J1cl marker (bas.: llOd delineator) is 0.73 cubic feet.
The size of our trucks are as follows:
89 'h" wide, 168 Yz" long, 26" high to tailgate. 48" high on sidewalls, less a notch 26" wide by 13 1Ji" long.
The volume up to the lop of the tailgate is 222 cubic feet. Since the !lidewalls are 48" high additional channel

markers can fit in the truck. For safety reasons we will keep five feet away from the tailgate when stacking
above the tailgate. Therefore, an additional 123 cubic feet is available, making the total storage of the truck
345 cubic feet. Since each channel marker is 0.73 cubic feet then 472 channel markers can fit on a truck.
Therefore, two trucks will be required to implement all locations simultaneously. As an alh:rnlltive, tbe County
may desire to lease trucks (like U Haul) and have those vehides already loaded witb the channel markers
standing ready for any evacuation event.
The cost to purchase the desired channel markers are $56.97 plus shipping. Using $60 per channel marker as
an estimate. and purchasing ],000 channel markers, yields a cost of$60,000. The $60,000 cost is only for the
delineators. No labor is included. Of those providing the labor, one person will be a Public Works employee
and the rest will be inmates. A rate of $15/hr can be used for tbe emp]oyt=e.
YET TO BE DETERMINED: We will research the use of a rental truck. It may be advantageous to rent the
lruck for the entire hurricane st:ason. This will guarantee its availability and also we can have it loaded and
ready to go. I will check on our options. Additionally, Sergeant Larry Kelley will provide specifics about when
in the course of the Category 3-5 evacuation various aspects of the plan would be deployed.
The signs themselves win cost about $100 each. We intend to have them mOW'lted on the same channelizing
devices we are purchasing. Therefore, the cost of ellch sign assembly will be about $160. Since there are 30
signs, the cost to purchase will be $4,800.
It was envisioned that the signs would be placed at the same time as the channelizing devices and by the same
personnel. The additional time needed to accomplish this is about 30 minutes.

VI. Conclusions
In an effort to reduce Monroe County hwricane evacuation clearance times, Monroe County, the various Monroe County mu-
mClpalities, the Monroe County Sheriffs Department and \he Moncoc County Division of Public Safety are prepared to commit
to this plan and to have 1he TeliOurces and manpower in place to deal with such severe storm conditions prior to the commence-
ment of the 2001 Hurricane Season.
Each municipal govenunent, the office of the Sheriff and Monroe County's Public Safe!}' Div ism will be orfCTed the opportu-
nity to suggest changes to this plan or withdraw their support in the fnt quarter of every year until such time as the lon~-term
evacuation improvement projects have been completed. at which time this plan will no longer be appropriate.

Note One: Each hour of evacuation clearance time equates to 2228 building permits, as a result of the fol-
lowing equation: Total # of vehicles evacuating the keys divided by # of bours required for evacuation di-
vided by # of evacuating vehicles assumed per residence.
Additional information: In latter years, 307 pennits have been released per year in Monroe County. Pennits
allowed to be released for unincorporated Monroe, Marathon and JsJamorada per year: 204. While KCB and
Layton are teclmica1ly subject to ROGO, there hllli not been a number limit piKed on those municipalities.
Typically they release 14 and 2 permits respectively per year. Key West is alloned 81 per year. Ocean Reef:
which is currently not subject to ROGO, releases an average of 6 permits per year.
