Our two goals are facilitating the building of a Upper Keys Cultural Center and protecting our county's most important resource - WATER! WATER, in all if s forms, is the most important issue facing all of us because it involves every citizen and every visitor and because it is the most limited and most costly item on everyone's' list of concerns. Past County Commissions have, in the AEFFK's opinion, not taken the issue of WATER - Quality and Conservation - seriously or responsibly. On behalf of the AEFFK I have, for the past 18 months, addressed this and prior commissions on the need for a Water Quality Action Group and I again urge you five, who represent the majority of Monroe County citizens, to tackle the issue of water quality and water conservation with the utmost of reality, accountability, urgency, and seriousness. Funding is only one part of the water quality puzzle. The AEFFK board has asked me to appear before you today to make sure you are aware of how wastewater issues in Islamorada will affect all citizens of Monroe County. While The Village of Islands wastewater plan is not directly under your jurisdiction, Village decisions regarding wastewater are of immediate concern to you because the village contains many county facilities including county offices, sheriffs facilities and county public schools. These facilities will share the cost burdens and, more importantly, these facilities are part of county water conservation dictates. Depending on whose interpretation of EDU's you use - in Islamorada - Monroe county facilities account for anywhere from 245 to over SOO EDU's. At an estimated cost of anywhere from 8 - 13 thousand dollars per EDU for the system development fee alone - that is anywhere from 1.9 to over 6 million dollars in costs to the county tax base. Then there are the monthly operating costs. While we are hoping the county is aware of the county-wide operating and tax implications, I'm not here to discuss costs. The AEFFK has left those concerns and discrepancies to others . While it is nice that Commissioner Williams is thinking about Federal funding, it is abhorrent that she and others are not doing something constructive about water conservation, especially with today's current and tomorrow's predicted water restrictions. We are in the midst of building a new Upper Keys High School in Islamorada. That project is not taking into account the wonderful - and visionary - opportunity for water reuse. Considering current and future water restrictions and wastewater fees, the cost of installing water reuse plumbing now, while the facilities are being constructed, is only pennies when compared to the long term costs of not demanding water reuse. The same might be said for the Old Mariners Hospital as it is converted into new county facilities, and who knows what other facilities now or soon to be under renovation or construction. While neither the Key Largo or the Islamorada wastewater plans mandate reuse, how can you five commissioners continue to ignore the mistakes of prior commissions? With water restrictions a permanent part of our future - how can we continue to build and rebuild without demanding the minor expense of some additional PVC plumbing for future water reuse? What good are water reuse studies for pending wastewater projects if we are not requiring current and future construction projects to prepare for re-use. Without requiring reuse plumbing, such studies are simply lllip-servicell and a waste of taxpayer dollars. Islamorada might not be your concern; and the Coral Shores High School might be the direct concern of the school board - but Water Reuse is a county-wide issue and WATER is a five letter word. that should be foremost in your mind every hour of every day. For it to be otherwise is for you to abdicate your responsibility to your electorate, to admit openly that you share no vision for a sustainable future, and admit you have no respect for this or any future county commission. Again, I thank you for your time. Letter to request that the Miami-Dade Commission Support the U.S. Air Force Record of Decision regarding the mixed use development of the Homestead Air Force Base land, which denies development of a commercial airport. The Miami-Dade Commission is being asked to join in a lawsuit against the decision. We would ask that the concerns of our citizenry be considered in coming to any decision on that matter. N/ \1
