Item C2a LAND AUTHORITY GOVERNING BOARD AGENDA ITEM SUMMARY Meeting Date: February 22, 2001 Bulk Item: Yes No X Department: Land Authority Agenda Item Wording: Approval of contracts to purchase property with Preservation 2000 funding _ Harris Ocean Park Estates. Item Background: This action is proposed to implement the Tavernier Greenspace project and to protect property rights and natural resources. The Tavernier Greenspace project calls for the purchase of vacant lots in Blocks 5, 6, and 7 of Harris Ocean Park Estates on Key Largo. This predominately undeveloped area abuts the State Dove Creek CARL site and consists of tropical hardwood hammock and wetland vegetation. The area is zoned Improved Subdivision (IS) and Native Area (NA) and is designated Residential Medium (RM) and Residential Conservation (RC) on the Future Land Use Map. Funding for these purchases will come from the State's Preservation 2000 program, which will restrict future use of the properties to conservation and public recreation. The Land Authority's standard purchase contract will be used. The attached spreadsheet lists the legal description, purchase price, and closing costs of each purchase offer. Advisory Committee Action: On December 7, 2000 the Advisory Committee voted 4/0 to approve offering 115% of the 1986 assessed value for those properties above the mean high water line. Previous Governing Board Action: On October 19, 2000 the Board approved adding the Tavernier Greenspace project to the Acquisition List.
